Voters of Hoang Mai town give comments on draft Law on Teachers

On the afternoon of October 7, National Assembly deputies had a meeting with voters and gave comments on the draft Law on Teachers before the 8th Session - 15th National Assembly in Hoang Mai town.

Attending the meeting with voters were National Assembly deputies: Pham Phu Binh - Standing member of the National Assembly's Foreign Affairs Committee; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province; Hoang Thi Thu Hien - Permanent Vice President of the Provincial Women's Union.

Also attending the meeting with voters were representatives of the leaders of the following departments: Education and Training; Home Affairs; Labor, War Invalids and Social Affairs; Social Insurance; and Nghe An Provincial Labor Federation.

The 8th Session of the 15th National Assembly is expected to open on October 21, 2024. The Session will be held in two phases: the first phase will take place from October 21 to November 13, 2024, and the second phase will take place from November 20 to November 30, 2024. At the Session, the National Assembly will discuss and consider passing 16 draft laws; discuss and pass 2 resolutions; give opinions on 12 draft laws and consider and decide on socio-economic issues, the state budget, supervision work and other important issues.

Notably, at the 8th Session of the 15th National Assembly, the draft Law on Teachers, including 9 chapters and 71 articles, will be submitted to the National Assembly for its first comments.

After listening to the National Assembly delegates announce the expected content and program of the 8th Session of the 15th National Assembly; the results of the activities of the Provincial National Assembly Delegation since the 7th Session of the 15th National Assembly, voters of Hoang Mai town raised many opinions in the spirit of democracy, frankness and responsibility.

Voter Ho Tuan Anh - Principal of Quynh Phuong Secondary School reflected: In the 2018 General Education Program, at the secondary level, there are a number of new subjects such as History - Geography, Natural Sciences, Arts, Experiential Activities - Career Guidance, Local Education. After nearly 4 years of implementation, educational institutions are still facing difficulties and confusion because they do not have a team of teachers who meet the requirements of teaching these subjects. Therefore, voters proposed that the Ministry of Education and Training should coordinate with localities to have a mechanism to pay 100% of the training costs for teachers teaching new subjects at the secondary level, and at the same time create conditions to arrange time for teacher training during the summer break.

In addition, voter Ho Tuan Anh also requested the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to arrange jobs for school health workers, and to have a support policy for school managers who also hold Party building jobs, and to propose equal teaching hours for junior high and high school teachers (17 hours/week) to ensure fairness for teachers at all levels.

At the conference, many voters also expressed their wish that the policy of streamlining the staffing level should not be applied to the education sector. Currently, many schools are lacking staffing levels and do not meet the required number of teachers/classes, so it is recommended that all levels provide timely support to ensure teaching and learning in schools.

Commenting on the draft Law on Teachers, voter Phan Van Sang - Principal of Mai Hung Primary School said that it is necessary to specify when the teacher's practice certificate is issued, which agencies and units are allowed to issue the teacher's practice certificate. In addition, Point c, Clause 5, Article 11 stipulates "Teachers' Rights" should allow teachers to refuse to perform work that is not suitable for their job position and their health cannot meet, or when performing that work, it directly affects their health.

Voter Dau Viet Thanh - Principal of Quynh Lap B Primary School said: In Clause 1, Article 48 stipulates "Retirement regime for teachers", it is proposed to adjust the retirement age for primary school teachers to retire when they are 55 years old (for women) and 60 years old (for men).

On behalf of the Provincial National Assembly Delegation, Deputy Head of the Nghe An Provincial National Assembly Delegation Thai Thi An Chung answered questions within her authority and at the same time received opinions and recommendations from voters to forward to the Government, the National Assembly and relevant levels and sectors for consideration and resolution.

At the meeting with voters, the National Assembly Delegation and the Provincial Labor Federation presented 20 gifts to teachers in difficult circumstances in Hoang Mai town.
