The Nghe An Provincial Party Committee announces decisions on personnel matters.

Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies - presided over the meeting.

Also attending were members of the Provincial Party Standing Committee: Le Duc Cuong - Head of the Provincial Party Organization Department; Pham Trong Hoang - Chairman of the Provincial Party Inspection Committee; Ngoc Kim Nam - Head of the Provincial Party Mass Mobilization Department; Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and representatives from Party committees, the Provincial Party Office, relevant departments, agencies, and localities.

In Decision No. 2888-QD/TU dated September 27, 2024, the Standing Committee of the Provincial Party Committee transferred, assigned, and appointed Comrade Nguyen Thi Hong Hoa - Member of the Provincial Party Committee, Director of the Department of Health - to the position of Head of the Provincial Party Committee's Propaganda Department. Comrade Nguyen Thi Hong Hoa handed over her previous duties and assumed her new position from October 8, 2024.

According to Decision No. 2890-QD/TU dated September 27, 2024, the Standing Committee of the Provincial Party Committee transferred and appointed Comrade Hoang Danh Lai – Secretary of the District Party Committee and Chairman of the District People's Council of Quynh Luu District – to the position of Deputy Head of the Provincial Party Committee's Organization Department. Comrade Hoang Danh Lai handed over his previous duties and assumed his new position from October 3, 2024.

According to Decision No. 2887-QD/TU dated September 27, 2024, the Standing Committee of the Provincial Party Committee transferred and appointed Comrade Phan Dinh Dat – Secretary of the Quy Hop District Party Committee – to the position of Deputy Head of the Provincial Party Committee's Mass Mobilization Department. Comrade Phan Dinh Dat handed over his previous duties and assumed his new position from October 8, 2024.

In Decision No. 2889-QD/TU, dated September 27, 2024, the Standing Committee of the Provincial Party Committee transferred and appointed Comrade Duong Hoang Vu – Deputy Secretary of the District Party Committee and Chairman of the People's Committee of Que Phong District – to participate in the Executive Committee and Standing Committee and to hold the position of Secretary of the Quy Hop District Party Committee for the 2020-2025 term. Comrade Duong Hoang Vu handed over his duties and assumed his new position from October 8, 2024.

In Decision No. 2892-QD/TU, dated September 27, 2024, the Standing Committee of the Provincial Party Committee transferred and appointed Comrade Nguyen Cong Hoan – Deputy Director of the Department of Justice – to participate in the Executive Committee, the Standing Committee, and to hold the position of Deputy Secretary of the Thai Hoa Town Party Committee for the 2020-2025 term. Comrade Nguyen Cong Hoan handed over his duties and assumed his new position from October 8, 2024.

Presenting the decisions of the Provincial Party Standing Committee and offering congratulatory flowers, and giving a speech assigning tasks to the five comrades, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, affirmed that the rotation, transfer, and appointment of cadres is an important, regular, and continuous task in personnel work. He also stated that from the 2020-2025 term, the province has transferred, rotated, and appointed 80 comrades under the management of the Provincial Party Standing Committee.

Based on the practical situation, political tasks, and work requirements, including preparations for the Party congresses at all levels for the 2025-2030 term, the Standing Committee of the Provincial Party Committee discussed and unanimously decided to rotate, transfer, and appoint five comrades.

The Provincial Party Secretary remarked that all five comrades have received very thorough training, have undergone a process of development and growth through various positions in different agencies and units; they possess practical experience and have made significant positive contributions in the fields and localities assigned to them.

Upon receiving their new assignments, the Provincial Party Secretary urged all five comrades to quickly adapt and get up to speed in order to perform their duties well; he also emphasized the need to uphold the spirit of unity, cooperation, and sharing within the new team.

“Unity is both an important principle and a goal and task that governs the activities of agencies and units. Unity brings strength, disunity brings weakness. With unity, both organizations and individuals can succeed,” Provincial Party Secretary Thai Thanh Quy emphasized, adding that unity must be genuine, sincere, and constructive, avoiding superficial unity and hypocrisy.

The head of the Nghe An Provincial Party Committee also emphasized that the five comrades must uphold and exemplify the principles in their leadership, direction, and management, whether it's a small matter, a large matter, an ordinary matter, or an important matter.

Acknowledging that the new work environment could present both new opportunities and challenges, the Secretary of the Nghe An Provincial Party Committee noted that the five comrades need to make greater efforts, continue to train, contribute, and cultivate their moral character and professional skills to master and assert themselves in the new work environment.

Specifically, regarding the newly appointed Head of the Provincial Party Committee's Propaganda Department, Nguyen Thi Hong Hoa, the Provincial Party Secretary expressed his hope that she would actively and proactively advise the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee's Executive Board on propaganda work; especially that she would proactively and keenly grasp, understand, predict, and accurately analyze the situation to advise the Executive Board, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee on the best and most effective way to guide public opinion.

At the same time, you need to continue leading the Provincial Party Committee's Propaganda Department to effectively fulfill its pioneering role in propaganda work, replicating exemplary models and best practices stemming from real-life situations; thereby spreading, encouraging, motivating, and inspiring the spirit of cadres, Party members, and the people; creating consensus and a common voice in support of the province's major policies, the process of socio-economic development, and ensuring national defense and security.

The Provincial Party Committee's Propaganda Department also needs to strengthen the summarization of practical and theoretical experiences; thereby creating a foundation and basis for proposing, advising, supplementing, adjusting, replacing, and perfecting the system of economic and social development policies; participating in and advising on the effective management of press and social media activities; and building a team of sharp, dedicated, and responsible propaganda workers with high-quality communication methods.

Regarding Comrade Hoang Danh Lai – the newly appointed Deputy Head of the Provincial Party Committee's Organization Department, Comrade Thai Thanh Quy requested that he, along with the leadership team of the Department, focus on effectively carrying out Party building and personnel work, especially advising on the evaluation and approval of lower-level personnel and preparing personnel for the Provincial Party Congress for the 2025-2030 term; paying attention to improving the quality of grassroots Party organizations, developing Party members, especially in special areas; strengthening digital transformation in the management of Party members, Party member records and data to effectively perform tasks, including internal political security and personnel policy implementation.

Regarding Comrade Phan Dinh Dat - the newly appointed Deputy Head of the Provincial Party Committee's Mass Mobilization Department, the Provincial Party Secretary requested that he and the leadership team of the Department focus on leading and directing efforts to improve the effectiveness of mass mobilization work within the political system, such as: government-led mass mobilization, skillful mass mobilization to encourage, motivate, and encourage the people to participate in patriotic emulation movements and major provincial policies; paying attention to the supervision and critical feedback work of the Fatherland Front and political-social organizations to contribute to building the Party, government, and political system; and building close and trustworthy relationships to effectively resolve religious and ethnic issues in the province.

Regarding the newly appointed Secretary of the Quy Hop District Party Committee, Duong Hoang Vu, and the newly appointed Deputy Secretary of the Thai Hoa Town Party Committee, Nguyen Cong Hoan, the Provincial Party Secretary particularly emphasized the need to thoroughly understand, analyze, and accurately predict the situation at the grassroots level in order to effectively manage and lead tasks in their respective areas. Specifically, they should focus on leading and directing efforts to achieve the highest possible results in the 2020-2025 term and develop a realistic and feasible direction for the new term in Quy Hop District and Thai Hoa Town.

Comrades, you also need to work together with the Standing Committee, the Executive Committee, and the Party Committee of Quy Hop district and Thai Hoa town to lead and direct the effective implementation of Directive 35 of the Politburo and the guiding documents of the Central Committee and the Provincial Party Committee to successfully guide the party congresses at all levels within the local party organization, leading up to the 20th Provincial Party Congress.

For agencies and localities where officials are being rotated, transferred, or appointed to new positions, the Provincial Party Secretary requested that they pay attention to and create the best possible conditions for these officials to fulfill their duties by collaborating, cooperating, sharing, and providing all necessary support.

Speaking on behalf of the five comrades at the announcement ceremony, the new Head of the Propaganda Department of the Nghe An Provincial Party Committee, Nguyen Thi Hong Hoa, respectfully thanked the Standing Committee of the Provincial Party Committee, the Provincial Party Committee's Executive Board, and the Provincial Party Secretary personally for their attention and trust in assigning her this new task. She seriously accepted all the directives and assignments from the Provincial Party Secretary and hoped to continue receiving their attention and support to best fulfill her duties in her new position.

Deeply aware of the importance of the newly assigned tasks, especially in the context of preparing for the Party congresses at all levels, Comrade Nguyen Thi Hong Hoa affirmed that all five comrades will continue to strive to cultivate political acumen, nurture revolutionary ethics, set a good example in upholding responsibility, build unity, promote democracy, and maintain discipline; constantly learn and research professional skills, leadership and management methods, utilize their intellect and experience, and dedicate their efforts and time to successfully complete the assigned tasks.

Comrade Nguyen Thi Hong Hoa expressed her sincere and profound gratitude to the leadership, staff, specialists, and employees of the agencies and units where she worked for always creating favorable conditions, accompanying, supporting, sharing, and helping the five comrades to successfully complete their tasks in the past.
