Receiving and working with the delegation of Vieng Thoong district, on the side of Tuong Duong district, there were comrades: Le Van Luong - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee; Dinh Hong Vinh - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee; comrades in the Standing Committee, the District Party Committee; heads and deputy heads of departments, offices and agencies and units.

Speaking at the opening of the conference, comrade Le Van Luong - Secretary of Tuong Duong District Party Committee emphasized that the conference is an opportunity for the two districts to look back at the results achieved, exchange information, share experiences and propose solutions to coordinate in promoting socio-economic development, ensuring national defense and security in the border area, as well as further tightening the good traditional relationship between the two districts.
The Secretary of the Tuong Duong District Party Committee believes that through this conference, the two localities will continue to improve the effectiveness of coordination in all fields, especially in border management, cross-border crime prevention, promoting trade and cultural exchange between the people of the two districts.

Tuong Duong is a mountainous district in Nghe An province, nearly 200 km from Vinh city and 90 km from Nam Can border gate. Tuong Duong has a border with Laos of 67.069 km, including two sections: bordering Vieng Thoong district, Bo Ly Kham Xay province (38.958 km) and the section bordering Muong Quan district, Hua Phan province (28.111 km); The border line bordering Vieng Thoong district, Bo Ly Kham Xay province has 7 landmarks and 5 markers; there is 1 Tam Hop secondary border gate in Tam Hop commune and Thoong My Xay hamlet cluster. The district has 16 communes and 1 town, including 4 border communes, 146 blocks, villages, and hamlets, and 6 main ethnic groups, of which over 90% of the population are ethnic minorities.
At the conference, the two districts informed each other about the socio-economic development situation and reported on the results of cooperation between the two districts.
The cooperative relationship between Tuong Duong district and Vieng Thoong district has been increasingly consolidated and developed. Border units of the two districts have seriously implemented the Border Management Agreement. Tam Hop and Tam Quang Border Guard Stations have organized 15 unilateral patrols, and coordinated with Border Guard Company 251 (Laos) to organize 3 bilateral patrols to protect the border. Propaganda work for people on both sides to comply with the Border Agreement has been well implemented, with no violations occurring. The common border between the two districts has always been stable, with border signs and border markers maintained intact.
Tuong Duong district has organized working delegations to visit and wish Vieng Thoong district a Happy New Year on important holidays. Vieng Thoong district also sent delegations to congratulate and exchange information on Vietnamese holidays.

In an atmosphere of solidarity, the district leaders agreed to sign the 2024 Memorandum of Understanding. In which, they will continue to maintain special friendly relations with the viewpoint of: complying with the Border Regulation Agreement and foreign policies of the two Parties and two States; The Public Security, Military, Border Guard forces and relevant agencies of the two sides will continue to coordinate in patrolling, managing the border, preventing crimes and resolving issues arising in the border area.
The two districts will continue to promote propaganda and education for people on both sides of the border on compliance with laws, customs and international treaties signed by the two countries; The two districts pledge to create favorable conditions for trade, tourism and economic cooperation activities, especially in the agricultural sector, to support people in producing and consuming agricultural products; The health sector of Tuong Duong district will continue to organize medical examination and treatment for people of Vieng Thoong district, ready to support and share experiences in health care and disease prevention.
The two sides will meet, exchange experiences and coordinate the organization of cultural, sports and other activities suitable to actual conditions; The two districts will soon have a plan to organize twinning villages between the two districts.
The annual conference between the two districts is expected to be held in October every year.
