Removing difficulties and obstacles in the implementation of Project 06
The Government Office has just issued Notice No. 469/TB-VPCP dated October 15, 2024, summarizing the conclusions of Deputy Prime Minister Nguyen Hoa Binh at the working session with the Task Force implementing Project 06.

The Deputy Prime Minister acknowledged and highly appreciated the efforts of the Task Force implementing Project 06 and its member ministries and agencies in contributing to the overall results of the Project, helping to create a strong transformation in the national digital transformation. To build upon the achievements, continue advising the Government and the Prime Minister on resolving difficulties and obstacles in the implementation of Project 06, and urge and guide ministries, sectors, and localities to carry out the Project's tasks, the Deputy Prime Minister requested ministries and agencies to focus on implementing the following tasks:
Institutionally, the Ministry of Information and Communications is urgently finalizing the Decrees guiding the Law on Electronic Transactions, and will submit them to the Government for promulgation in October 2024.
The Ministry of Finance is finalizing the draft Decree amending and supplementing a number of articles of Decree No. 123/2020/ND-CP dated October 19, 2020, regulating invoices and documents; incorporating the opinions of Government members, it is finalizing the draft Decree regulating the preparation of estimates, management, and use of state budget for recurrent expenditures to purchase assets and equipment; renovate, upgrade, expand, and construct new project components in already invested construction projects; and will submit these Decrees to the Government for promulgation in October 2024.
Pdeveloping digital infrastructure anddatabases
The Deputy Prime Minister assigned the Ministry of Public Security to take the lead, in coordination with the Ministry of Information and Communications and other ministries, sectors, and localities, in evaluating and developing a list of priority databases and information systems for deployment and data synchronization with the National Population Database, ensuring that the data is "accurate, complete, clean, and up-to-date," and that data is connected, shared, and reused.
Simultaneously, the Ministry of Information and Communications, in coordination with the Government Office and relevant agencies, shall urgently develop a roadmap and solutions for the development of the National Public Service Portal at the National Data Center, ensuring stable operation, building upon and leveraging the results of the National Public Service Portal's implementation in the past, without disrupting the provision of online public services and the handling of administrative procedures, and report to the Prime Minister in October 2024.
Sharing phone number and address data from the VNeID application, as stipulated in Clause 1, Article 32 of the Law on Identity Cards, with the administrative procedure processing information systems of ministries, sectors, and localities will provide timely information on the progress of administrative procedure processing to citizens and businesses.
Ministries and agencies should connect and share data within national databases, specialized databases, and common databases under their management with the National Population Database to enrich data, serve analysis, policy making, and digital transformation in the direction and management of the Government and the Prime Minister. At the same time, they should urgently develop breakthrough digital transformation projects for their respective sectors and connect them with Project 06, focusing on implementation as directed by the Prime Minister in Directive No. 34/CT-TTg dated September 16, 2024.

Deputy Prime Minister Nguyen Hoa BinhThe Ministry of Information and Communications is tasked with leading and coordinating with the Ministry of Public Security, the Ministry of Finance, the Ministry of Planning and Investment, and other relevant ministries and agencies to research and propose a plan on a special mechanism for digital transformation to overcome difficulties and promote the information technology platforms and infrastructure of national digital transformation in general and the implementation of Project 06 in particular, and report to the competent authority for consideration and decision.
Regarding the organization of the working program of the Deputy Prime Minister with localities to promote the implementation of the tasks of Project 06: The Ministry of Public Security will take the lead, coordinating with ministries and agencies to review the task contents and implementation results of each locality to prepare a suitable working program; research and advise on organizing conferences by cluster and region, ensuring effectiveness.
The Standing Committee of the Task Force for the Implementation of Project 06 - Ministry of Public Security, in coordination with the Government Office, will monitor and supervise the project according to their assigned functions and tasks.
