Decision on investment policy for 2 traffic projects with total capital of 570 billion VND
At the 23rd session, Nghe An Provincial People's Council decided to invest in two road construction projects in Nghi Loc and Nam Dan districts with a total investment capital of 570 billion VND.
On the afternoon of October 18, the People's Council of Nghe An province, term XVIII, 2021 - 2026, held the 23rd session (special session) to promptly decide on urgent issues within its authority to serve socio-economic development and ensure national defense and security.

At the meeting, the Provincial People's Council approved a draft resolution on the investment policy for the project to build a road connecting the coastal road with the Bai Lu Urban, Tourism and Sports Area, Nghi Loc district.
The purpose of investing in the route is to strengthen traffic connections, contribute to completing and promoting the effectiveness of investment in the coastal road through the province, gradually synchronizing the traffic infrastructure system of the urban area, and marine eco-tourism in the Southeast Economic Zone.
When completed, the route will contribute to attracting investors to the Southeast Economic Zone, exploiting and effectively using marine and coastal resources, serving convenient travel for local people, promoting trade, and contributing to socio-economic development.

The project is approximately 8.3km long. The starting point intersects with National Highway 7C in Nghi Tien Commune, Nghi Loc District, passing through agricultural land, residential areas and Tien Phong Beach, Nghi Tien Commune, through Bai Lu Tourist Area. The end point intersects with the coastal road in Nghi Yen Commune, Nghi Loc District.
The route is invested according to the scale of a grade III delta road, with a total project investment of 370 billion VND, using the provincial budget in the medium-term public investment plan, of which the 2021-2025 period is 101,955 billion VND.
At the meeting, the Provincial People's Council also decided on the investment policy for the traffic road project connecting National Highway 46 with Provincial Road 542D, Provincial Road 540 and the Special National Monument of President Ho Chi Minh Memorial Site, Kim Lien Commune, Nam Dan District.

The investment in road construction contributes to the completion of tourism infrastructure, traffic infrastructure connecting areas in the area, expanding the space for socio-economic development, contributing to the completion of the pilot project "Building Nam Dan district to become a model new rural district in the direction of developing culture associated with tourism, period 2018 - 2025", as well as preserving and promoting the value of the special National Monument of President Ho Chi Minh Memorial Site.
Invest in building 2 routes with a total length of about 7km. Route 1 is about 5.5km long, starting at Hamlet 1, Nam Giang Commune, passing through Uncle Ho's maternal hometown in Kim Lien Commune and Hamlet 7, Xuan Lam Commune; ending at Hamlet 6, Xuan Lam Commune.

Route 2 is about 1.5km long, a section of provincial road 540, connecting with route 1 via a section of provincial road 539C. The route starts at the parking lot of the Maternal Homeland Relic Site, and ends at the intersection with provincial road 542D to Uncle Ho's Paternal Homeland.
The project belongs to group B, invested in the scale of a grade III plain road, with a total investment of 200 billion VND. Capital from the provincial budget from compensation and site clearance; the central government supplements with a target; increases revenue and saves annual budget expenditure.
