Nghe An identifies land location for LNG Plant project worth over 2 billion USD
The land area for the Quynh Lap LNG Power Plant Project has a total land and water surface area of about 210 hectares, of which the land use area for the plant is about 60 hectares and the water surface use area is about 150 hectares.
Nghe An Provincial People's Council has just approved the draft Resolution on the list of land plots to be auctioned to select investors to implement projects using land in Nghe An province.
Accordingly, the list of land plots to be bid for selecting investors to implement the Quynh Lap LNG Power Plant project is in the villages of Dong Minh and Dong Thanh, Quynh Lap commune, Hoang Mai town.
The land area for project implementation has a total land and water surface area of about 210 hectares, of which the land area used for the factory is about 60 hectares, the water surface area is about 150 hectares.

According to the plan and implementation progress, the investment policy approval procedure will be completed in the first and second quarters of 2025. Regarding the organization of bidding to select investors, the Provincial People's Committee proposes to implement according to the Progress Tracking Table of investor selection activities of the project after approval.
According to regulations, the Quynh Lap LNG Power Plant Project is a case where the State reclaims land to implement a socio-economic development project for national and public interests; It must bid to select an investor according to the provisions of the land law; The energy construction investment project is a case where bidding must be organized according to the provisions of the law on electricity and bidding.
According to the Provincial People's Committee, the land for the Quynh Lap LNG Power Plant project is consistent with the Land Use Plan to 2030 of Hoang Mai town approved by the Provincial People's Committee in Decision No. 357 dated September 20, 2022; consistent with the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister in Decision No. 442 dated May 22, 2024.
According to the National Power Development Plan for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister in Decision No. 500 dated May 15, 2023 and the Plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister in Decision No. 262 dated April 1, 2024, the Quynh Lap LNG Gas Power Plant project has a capacity of 1,500 MW, including 2 units.
The project scale includes a gas power plant, a port for ships of about 100,000-150,000 DWT, an LNG storage facility and a regasification system. The fuel demand of the LNG import plant is about 1.15 million tons/year.

Quynh Lap LNG Thermal Power Project is one of 14 LNG thermal power projects in the list of important power source projects, prioritized for investment by the Electricity industry until 2030, aiming to bring the total LNG thermal power capacity of the country to 22,400 MW. The project has a total investment of about 2.15 billion USD and is expected to be put into commercial operation before 2030.
Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy emphasized that this is an important power source project in the list of implementing the 8th Power Plan, contributing to ensuring national energy security.
Therefore, the Chairman of the Provincial People's Council requested the Provincial People's Committee to urgently direct the implementation of procedures for approving investment policies and bidding to select capable and experienced investors to implement the project in accordance with the law and ensure progress.
