Proposed criteria for identifying low-income workers

The Ministry of Labor, War Invalids and Social Affairs is proposing to develop a Decree amending and supplementing Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government regulating multidimensional poverty standards for the period 2021 - 2025.

Accordingly, the Ministry of Labor, War Invalids and Social Affairs proposed to supplement regulations on criteria for identifying low-income workers under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

The Ministry of Labor, War Invalids and Social Affairs said that on January 18, 2022, the Prime Minister issued Decision No. 90/QD-TTg approving the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

The National Target Program on Sustainable Poverty Reduction for the 2021-2025 period has identified funding sources for the entire 2021-2025 period and annually to support vocational training for subjects, including low-income workers.

However, currently, there is no specific document defining low-income workers, so 48 localities have been allocated funds from the Program but cannot provide vocational training support for low-income workers.

According to reports from 73 ministries, branches and localities, as of June 30, 2024, about 167,980 workers from poor households, near-poor households and households that have just escaped poverty have received vocational skills training support; low-income workers have not yet received support due to the lack of specific documents.

Therefore, according to the Ministry of Labor, War Invalids and Social Affairs, identifying low-income workers to have a basis and basis for implementing vocational training support for this group is extremely necessary.

Criteria for identifying low-income workers

In the draft, the Ministry of Labor, War Invalids and Social Affairs proposed adding point c1 to Clause 2, Article 3 of Decree No. 07/2021/ND-CP stipulating criteria for identifying low-income workers under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

Specifically: Workers who are not from poor households or near-poor households are identified as low-income workers when they belong to households: 1- Rural areas: with average income per capita/month below 2,250,000 VND; 2- Urban areas: with average income per capita/month below 3,000,000 VND.

The Ministry of Labor, War Invalids and Social Affairs said that if approved, the above proposal will contribute to the goal of supporting elementary-level vocational training and training for less than 3 months for about 1 million workers from poor households, near-poor households, newly escaped-poverty households, and low-income workers to serve the socio-economic development of the region and locality.
