Nghe An cares about building a team of female cadres
In recent years, Nghe An province has paid special attention to the work of female cadres in order to increase the proportion of female cadres in general and female cadres participating in leadership and management in the political system. Thereby, contributing to affirming the important role and position of women in Party and government building, actively contributing to the overall development of the province.
Affirming position
As a mountainous district with a majority of ethnic minorities, in recent years, Tuong Duong district has paid attention to cadre work in general and female cadre work in particular. Currently, the district has a total of 1,893 cadres, civil servants and public employees, of which 1,142 are female (60.32%), 1,127 are ethnic minorities (59.53%). Regarding professional qualifications: 48 have a master's degree, 1,608 have a university degree, 194 have a college degree, and 43 have a post-college degree. Political theory qualifications: bachelor's, advanced: 44 comrades; intermediate: 586 comrades; elementary: 298 comrades. Female cadres participating in the Standing Committee of the District Party Committee (1 person); The District Party Executive Committee (at the beginning of the term, there were 6 people (16.21%); female cadres who were district People's Council delegates: 11 people (31.42%); female cadres working in district-level departments and offices: 55 people. Female cadres who were secretaries, permanent deputy secretaries of the Party Committee and chairmen of the People's Council of the commune, chairmen of the commune and town: 8 people; female cadres who were young intellectuals: 2 people.

For example, comrade Kha Thi Hien - Chairman of the People's Committee of Tam Quang commune, is one of the female cadres who have grown up from the attention, selection, and planning of the district to train to become leaders of the commune. With 19 years of working in the locality, having held many positions such as: agricultural extension officer, vice chairman of the commune farmers' association, vice chairman of the commune People's Committee and in 2020, she was trusted to hold the position of Chairman of the People's Committee of Tam Quang commune.

As a female cadre, the head of the government in a mountainous border commune with many difficulties, comrade Kha Thi Hien, together with the commune leadership, has made many decisions to build Tam Quang commune into the first border commune of Nghe An province to meet the new rural standards in 2017. Currently, the commune is maintaining and implementing many economic models with high efficiency, especially the development of large-scale livestock farming, bamboo planting models, dragon fruit trees, etc. Thanks to that, the spiritual and material life of the people is increasingly improved, especially the people in the commune have changed their mindset from waiting and relying on the support of the State, now they have been proactive in developing the economy and building infrastructure. Comrade Hien is working with the Party Committee and the people of the commune to make efforts to build Tam Quang commune to achieve the new advanced rural commune standard by 2025.

Identifying female cadre work as an important content in the cadre strategy, the Standing Committee of Hoang Mai Town Party Committee always considers female cadre work as an important solution to exploit female human resources, creating opportunities for women to contribute and grow. The town is interested in directing the synchronous implementation of solutions to create female cadre resources, ensuring a reasonable ratio and structure, closely matching each industry, each field, each locality so that female cadres have the conditions to strive, practice and grow, promote their capacity in all aspects, meeting the standards of each job position. Therefore, the quantity and quality of female cadres in the town are increasingly improved. The town has directed the linking of cadre and leadership planning at all levels with training, fostering, rotation to meet the standards of each position and comprehensive practical training.

Currently, in Hoang Mai town, there are a total of 1,733 cadres, civil servants and public employees, of which 793 are young cadres; 1,201 are female cadres (69.3%). In terms of professional qualifications, 51 have master's degrees and equivalent; 1,265 have university degrees; 417 have college and intermediate degrees. In terms of political theory qualifications: 68 have bachelor's degrees and advanced degrees; 575 have intermediate degrees. 1 female cadre participates in the Standing Committee of the Town Party Committee; 6 participate in the Executive Committee of the Town Party Committee. 14 are female cadres working in town-level departments and offices. 54 are female cadres and civil servants at ward and commune levels.

Comrade Ho Van Cay - Head of the Organization Committee of Hoang Mai Town Party Committee, said: The work of creating female cadres has always been of interest to the Party Committees at all levels in the town through taking care of creating favorable conditions and environments for female cadres to be planned to study, practice, contribute and mature. Paying attention to arranging and assigning cadres after being trained and fostered, taking on jobs suitable to their professional qualifications, serving well the cadre work in the immediate future and the upcoming term.

Ensure proper structure
Adhering closely to the Party's guidelines and policies on female cadre work, especially Resolution No. 11-NQ/TW dated April 27, 2007 of the Politburo "On women's work in the period of promoting industrialization and modernization of the country" in recent years, Nghe An province has always paid attention to female cadre work, considering it an important part of the province's cadre work strategy. The province regularly directs the review of the quality of female cadres to discover new factors with potential to be added to the planning. At the same time, it innovates the process, improves the quality of promotion, selection, and appointment of leaders and managers to select cadres with outstanding qualities, ethics, and abilities, meeting the requirements of tasks in the new situation.

Thanks to the good implementation of the structure and proportion in the planning, the structure of female cadres in the cadre team is ensured appropriately, in the 2020 - 2025 term, Nghe An is considered one of the provinces with the highest proportion of female cadres participating in the Provincial Party Executive Committee, National Assembly Deputies and People's Councils at all levels in the country.
Accordingly, at the beginning of the 2020 - 2025 term: There are 12 female cadres participating in the Provincial Party Executive Committee out of 64 comrades, accounting for 18.75% (an increase of 7.45% compared to the 2015 - 2020 term); at the district level there are 152/784 comrades, accounting for 19.3% (an increase of 1.5% compared to the 2015 - 2020 term); at the grassroots level there are 1,779/6,979 people, accounting for 26.6% (an increase of 6.3% compared to the 2015 - 2020 term).
There are 4 female cadres elected as National Assembly deputies in the province (30.8%); 23/83 provincial People's Council deputies (27.71%, up 0.21% compared to the 2016 - 2021 term); 230/736 district People's Council deputies (31.25%, up 12.65% compared to the 2016 - 2021 term); 3,264/10,890 commune People's Council deputies, accounting for 29.97% (up 1.77% compared to the 2016 - 2021 term); 30/176 provincial agency leaders, accounting for 16.12%.
At the beginning of the term, there were 3 female members of the Provincial Party Standing Committee (currently 1 comrade, 2 comrades retired according to the regime and transferred jobs), 3 female Secretaries of District Party Committees and Party Committees directly under the Provincial Party Committee.

For the 2025-2030 term, in the planning of Provincial Party Executive Committee members, there are 11/83 women (13.25% ratio); in the planning of Provincial Party Standing Committee members, there are 4/21 women (19.05% ratio); in the planning of leadership and management positions in districts, departments, branches, the Fatherland Front and socio-political organizations, and provincial-level public service units, there are 187/736 women (25.4% ratio).

With many policies of caring for the female cadres of the province in recent times, it has contributed to building and developing a team of enthusiastic, energetic female cadres with the will to strive to excel in their work, promoting their capacity in management and operation. Thereby, contributing together with the Party Committee, government and people in the province to successfully carry out the common tasks of the locality.
