Nghe An province is paying attention to building a team of female officials.

Over the years, Nghe An province has paid special attention to the work of female cadres in order to increase the proportion of female cadres in general and female cadres participating in leadership and management in the political system. This contributes to affirming the important role and position of women in Party and government building, and makes a positive contribution to the overall development of the province.

Asserting its position

As a mountainous district with a majority ethnic minority population, Tuong Duong district has paid attention to personnel work in general, and the work of female cadres in particular, over the years. Currently, the district has a total of 1,893 cadres, civil servants, and public employees, of which 1,142 are female (60.32%), and 1,127 are ethnic minorities (59.53%). Regarding professional qualifications: 48 hold Master's degrees, 1,608 hold Bachelor's degrees, 194 hold College degrees, and 43 hold degrees below College level. Regarding political theory qualifications: 44 hold Bachelor's degrees or higher; 586 hold intermediate degrees; and 298 hold basic degrees. One female cadre is a member of the District Party Committee Standing Committee. The District Party Committee Executive Board (at the beginning of the term, there were 6 members (16.21%)); female cadres who are representatives in the District People's Council: 11 people (31.42%); female cadres working in district-level departments and offices: 55 people. Female cadres who are secretaries, permanent deputy secretaries of Party committees and chairpersons of People's Councils of communes and towns: 8 people; female cadres under the young intellectual category: 2 people.

For example, Comrade Kha Thi Hien, Chairwoman of the People's Committee of Tam Quang Commune, is one of the female officials who rose through the ranks thanks to the district's careful selection and inclusion in the planning process to train her to become a commune leader. With 19 years of service in the locality, she has held various positions such as agricultural extension officer, vice-chairwoman of the commune's farmers' association, vice-chairwoman of the commune's People's Committee, and in 2020 she was entrusted with the position of Chairwoman of the People's Committee of Tam Quang Commune.

As a female official and head of the local government in a mountainous border commune facing many difficulties, Comrade Kha Thi Hien, together with the commune's leadership team, has made many decisions to build Tam Quang commune into the first border commune in Nghe An province to achieve the new rural standard in 2017. Currently, the commune maintains and implements many highly effective economic models, especially the development of large-scale livestock farming, bamboo and rattan cultivation, and dragon fruit farming, etc. Thanks to this, the spiritual and material lives of the people are increasingly improved, especially the people in the commune have changed their mindset from waiting and relying on state support to proactively developing the economy and building infrastructure. Comrade Hien is working with the Party Committee and the people of the commune to strive to build Tam Quang commune into an advanced new rural commune by 2025.

Recognizing the importance of female cadres in its personnel strategy, the Standing Committee of the Hoang Mai Town Party Committee has always considered the work of female cadres as a crucial solution for exploiting female human resources and creating opportunities for women to contribute and grow. The town has focused on directing the synchronized implementation of solutions to create a pool of female cadres, ensuring a reasonable proportion and structure that is appropriate for each sector, field, and locality, so that female cadres have the opportunity to strive, train, and grow, developing their abilities in all aspects and meeting the standards of each position. Therefore, the number and quality of female cadres in the town have been steadily improving. The town has directed the linking of cadre and leadership planning at all levels with training, development, and rotation to meet the standards of each position and comprehensive practical training.

Currently, Hoang Mai town has a total of 1,733 cadres, civil servants, and public employees, including 793 young cadres and 1,201 female cadres (69.3%). Regarding professional qualifications, 51 hold master's degrees or equivalent; 1,265 hold university degrees; and 417 hold college or vocational degrees. Regarding political theory qualifications: 68 hold bachelor's or advanced degrees; and 575 hold intermediate degrees. One female cadre participates in the Standing Committee of the Town Party Committee; six participate in the Executive Committee of the Town Party Committee. Fourteen female cadres work in town-level departments and offices. 54 female cadres and civil servants work at the ward and commune levels.

Comrade Ho Van Cay, Head of the Organization Department of the Hoang Mai Town Party Committee, said: The work of creating a pool of female cadres has always been a priority for Party committees at all levels in the town. This is achieved through caring for and creating favorable conditions and environments for female cadres to be planned for, studied, trained, contributed, and matured. Attention is paid to assigning and arranging cadres after training and development to jobs suitable to their professional qualifications, serving well the current and upcoming term's cadre work.

Ensure the structure is appropriate.

Adhering closely to the Party's guidelines and policies on female cadre work, especially Resolution No. 11-NQ/TW dated April 27, 2007, of the Politburo "On women's work during the period of accelerated industrialization and modernization of the country," Nghe An province has consistently paid attention to female cadre work over the years, considering it an important part of the province's cadre strategy. The province regularly directs the review of the quality of the female cadre workforce to identify promising new talents to be included in the planning. At the same time, it implements reforms in the process and improves the quality of promotion, selection, and appointment of leading and managerial cadres to select those with outstanding qualities, ethics, and capabilities to meet the requirements of the tasks in the new situation.

Thanks to the effective implementation of the structure and proportion in the planning, the proportion of female cadres in the cadre force is ensured to be appropriate. During the 2020-2025 term, Nghe An is considered one of the provinces with the highest percentage of female cadres participating in the Provincial Party Committee, National Assembly Deputies, and People's Councils at all levels in the country.

Accordingly, at the beginning of the 2020-2025 term: 12 out of 64 female cadres participated in the Provincial Party Committee, accounting for 18.75% (an increase of 7.45% compared to the 2015-2020 term); at the district level, there were 152 out of 784 female cadres, accounting for 19.3% (an increase of 1.5% compared to the 2015-2020 term); and at the grassroots level, there were 1,779 out of 6,979 people, accounting for 26.6% (an increase of 6.3% compared to the 2015-2020 term).

Four female officials were elected as National Assembly deputies in the province (30.8%); 23 out of 83 members were elected as provincial People's Council deputies (27.71%, an increase of 0.21% compared to the 2016-2021 term); 230 out of 736 members were elected as district-level People's Council deputies (31.25%, an increase of 12.65% compared to the 2016-2021 term); 3,264 out of 10,890 members were elected as commune-level People's Council deputies (29.97%, an increase of 1.77% compared to the 2016-2021 term); and 30 out of 176 members were elected as leaders of provincial-level agencies (16.12%).

At the beginning of the term, there were 3 female members of the Provincial Party Standing Committee (currently, there is 1 member, 2 have retired or transferred to other positions), and 3 female Secretaries of District Party Committees and Party Committees directly under the Provincial Party Committee.

For the 2025-2030 term, the plan includes 11 out of 83 members of the Provincial Party Committee (13.25%), 4 out of 21 members of the Provincial Party Standing Committee are women (19.05%), and 187 out of 736 female candidates (25.4%) are women (25.4%) for leadership and management positions at the district, departmental, Fatherland Front, and other political and social organizations and public service units at the provincial level.

With numerous policies aimed at supporting female officials in the province over the past period, a team of enthusiastic, energetic female officials with a strong will to excel in their work and demonstrate their capabilities in management and administration has been built and developed. This has contributed to the successful implementation of the province's overall tasks by the Party Committee, government, and people.
