The National Assembly's Law Committee examines the Project on rearranging administrative units at district and commune levels of Nghe An province.

At the meeting, the Law Committee basically agreed with the content of the Project on rearranging district and commune-level administrative units in the 2023-2025 period of Nghe An province as submitted by the Government.

This afternoon, at the National Assembly House, the Law Committee held the 28th plenary session to review the Project on rearranging administrative units at district and commune levels for the 2023-2025 period of 21 provinces and centrally run cities.

Comrade Hoang Thanh Tung - Member of the Party Central Committee, Chairman of the National Assembly's Law Committee chaired the meeting.

Attending the meeting, on the side of Nghe An province, there were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Viet Hung - Director of the Department of Home Affairs.

At the meeting, the National Assembly's Law Committee organized the examination of the Project on rearranging district and commune-level administrative units for the 2023-2025 period of 21 provinces and cities: Nghe An, Lam Dong, Thanh Hoa, Da Nang, Quang Nam, Hai Phong, Ba Ria - Vung Tau, Hai Duong, Lang Son, Binh Thuan, Hung Yen, Ben Tre, Thai Nguyen, Quang Binh, Bac Lieu, Binh Dinh, Yen Bai, Bac Ninh, Ca Mau, Long An, Kien Giang.

According to the Government's Project, in the period of 2023 - 2025, Nghe An province has 1 district-level administrative unit and 89 commune-level administrative units subject to compulsory rearrangement.

At the district level, the Government proposed to reorganize 3 units (including 1 unit subject to mandatory reorganization and 2 related adjacent units).

For the commune level, the Government proposed to reorganize 92 units (including 65/89 units subject to mandatory reorganization, 27 adjacent related units); 4 units subject to encouraged reorganization; not to reorganize 24/89 units due to special factors.

After the arrangement and establishment of district and commune-level administrative units, Nghe An province reduced 1 district-level administrative unit, from 21 units to 20 units, and reduced 48 commune-level administrative units, from 460 units to 412 units.

Speaking and explaining at the review session, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung emphasized Nghe An province's determination in implementing the Project on rearranging administrative units at district and commune levels for the period 2023-2025.

The Chairman of the Provincial People's Committee said that among the 29 commune-level units that do not meet the standards but are not rearranged, 28 units are in key areas of national defense and security. Therefore, the rearrangement of these 28 units to ensure the area is very difficult, affecting national defense and security factors. In addition, there is 1 unit with special factors such as history, culture, customs, habits, religion...

Besides, among the administrative units after the rearrangement that have not met the standards, adjacent to the administrative units subject to the rearrangement in the 2026 - 2030 period, there are some administrative units that have been urbanized, so if the rearrangement is implemented, it will be difficult, disrupting the approved planning.

Regarding 24 commune-level administrative units that must be rearranged in the 2023-2025 period but have not been rearranged, the Chairman of the Provincial People's Committee said that there are 17 commune-level administrative units that are being planned as urban-level administrative units; 1 administrative unit of Vinh city is being developed into a ward; 5 administrative units have special factors in terms of national defense, security, culture, and traditional history, so the province has not yet rearranged them in this period.

At the meeting, the Standing Committee of the Law Committee highly appreciated the Party Committee and the government of Nghe An province for seriously implementing the Party's policies and regulations of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels.

Cases of non-arrangement or un-arrangement all have appropriate reasons and agree with the content of the Project on rearranging district and commune-level administrative units in the period 2023 - 2025 of Nghe An province. The Project dossier ensures sufficient conditions for submission.

The Standing Committee of the National Assembly shall consider and decide that the administrative units formed after the arrangement and establishment basically ensure the standards prescribed in Resolution No. 1211 and the requirements of the arrangement of administrative units prescribed in Resolution No. 35.

In addition, the Standing Committee of the Law Committee highly appreciated the determination and initiative of the locality in reviewing, developing specific plans and humane and reasonable support regimes to ensure the settlement of surplus cadres, civil servants, public employees and part-time workers according to the permitted roadmap.

At the same time, basically agree with these contents and propose that local authorities continue to review, arrange and reorganize public service units in the area to ensure "conformity with population size, service radius, network planning of public service units in the industry and field, ensuring streamlining of focal points, streamlining of staff associated with restructuring and improving the quality of civil servants".

The Standing Committee of the Law Committee proposed that after the National Assembly Standing Committee passed the Resolution on the arrangement of district and commune-level administrative units in the 2023-2025 period of Nghe An province; it proposed that the Government and Nghe An province have solutions to maintain political stability, ensure security and national defense, promptly complete the operations of the political system in the area, and limit major disruptions to people's lives.

At the same time, it is necessary to create all favorable conditions for agencies and organizations in the area to carry out the preparation work well; have measures to propagate and create the most favorable conditions for individuals and organizations when changing related documents and other necessary conditions for the operation of the newly adjusted and established administrative units; promptly grasp the thoughts and aspirations to resolve the difficulties of cadres and people in the administrative units implementing the arrangement.

Concluding the meeting, Chairman of the Law Committee Hoang Thanh Tung stated that the Law Committee highly appreciated the leadership, organization, implementation, regular urging and direction of the Government and the Prime Minister as well as the sense of responsibility of the Party committees, authorities and the entire political system of the 21 provinces and cities mentioned above in thoroughly grasping and seriously implementing the Party's policy on the arrangement of administrative units at district and commune levels.

Government Projects are prepared seriously and elaborately, basically ensuring quality, complete dossier components, documents and content according to regulations.

The Law Committee basically agrees with the content of the Project on rearranging district and commune-level administrative units in the 2023-2025 period of 21 provinces and cities as submitted by the Government.

In order to have a basis to submit to the National Assembly Standing Committee for consideration and approval of Resolutions on the arrangement of district and commune-level administrative units of 21 provinces and cities, Chairman of the Law Committee Hoang Thanh Tung requested the Government and local authorities to provide information and specific explanations for the contents raised at the review meeting.

The Chairman of the Law Committee also requested that the Standing Committee of the Law Committee study and fully absorb the opinions at the meeting to continue completing the Report on the examination of the Projects on rearranging administrative units and report to the Standing Committee of the National Assembly for consideration and decision.
