This morning (October 21), the 8th session of the 15th National Assembly opened.
On the morning of October 21st, in accordance with the Constitution and the Law on the Organization of the National Assembly, the 8th Session of the 15th National Assembly will be solemnly inaugurated at the National Assembly building in Hanoi.

The delegation of National Assembly deputies from Nghe An province, consisting of 12 delegates led by Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council - attended the meeting.
Prior to the opening of the Session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly delegates laid wreaths and paid respects at the Mausoleum of President Ho Chi Minh.
At 8:00 AM, the National Assembly held its preparatory session. During the session, National Assembly deputies listened to a speech by National Assembly Chairman Tran Thanh Man; and heard a report from the Standing Committee of the National Assembly on the acceptance, explanation, and revision of the proposed agenda for the 8th Session of the 15th National Assembly.
Following that, the National Assembly proceeded to discuss and vote on the agenda for the 8th Session of the 15th National Assembly. Next, the National Assembly heard a report presented by the Member of the Standing Committee of the National Assembly, Head of the Committee on Delegate Affairs under the Standing Committee of the National Assembly, on the termination of the duties of Mr. Tran Dinh Van, a delegate from Lam Dong province, as a member of the 15th National Assembly.
At 9:00 AM on the same day, the National Assembly held its opening session of the 8th Session of the 15th National Assembly in the Dien Hong Hall, National Assembly Building.
The 8th session will be conducted in two phases: Phase 1 from October 21st to November 13th, 2024; Phase 2 from November 20th to the morning of November 30th, 2024, during which the National Assembly will work on four Saturdays. The total working time of the session is expected to be 29.5 days.
The National Assembly will devote most of its time to lawmaking, supreme oversight, reviewing and deciding on socio-economic issues, and a number of other important matters.

Regarding legislative work, at this session, the National Assembly will consider and pass 15 laws, including: the Law on Notarization (amended); the Law on Trade Unions (amended); the Law on Cultural Heritage (amended); the Law on Geology and Minerals; the Law on Prevention and Combat of Human Trafficking (amended); the Law on Fire Prevention, Fighting and Rescue; the Law on People's Air Defense; the Law on Urban and Rural Planning; and the Law on Juvenile Justice.
The Law on Value Added Tax (amended); the Law amending and supplementing a number of articles of the Law on Pharmaceuticals; the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; the Law amending and supplementing a number of articles of the Law on Health Insurance; the Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the Public-Private Partnership method and the Law on Bidding; the Law amending and supplementing a number of articles of the Law on Securities, the Law on Accounting, the Law on Independent Auditing and the Law on State Budget, the Law on Management and Use of Public Assets, the Law on Tax Management and the Law on National Reserves.
The National Assembly will also consider and approve three normative resolutions, including: a Resolution of the National Assembly on piloting the handling of evidence and assets during the investigation, prosecution, and trial of certain criminal cases; a Resolution of the National Assembly on the organization of urban government in Hai Phong City; and a Resolution of the National Assembly on specific mechanisms and policies to resolve difficulties and obstacles related to projects and land in inspection conclusions, audits, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.
The National Assembly will consider and comment on 13 draft laws, including: the Law on Digital Technology Industry; the Law on Data; the Law on Electricity (amended); the Law on Public Investment (amended); the Law on Chemicals (amended); the Law on Teachers; the Law on Management and Investment of State Capital in Enterprises; the Law on Special Consumption Tax (amended); the Law on Corporate Income Tax (amended); the Law on Employment (amended); the Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils; the Law amending and supplementing a number of articles of the Law on Advertising; and the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations.
The National Assembly is considering and deciding on the investment policy for the high-speed railway project on the North-South axis.
At the session, the National Assembly will review and evaluate the results of the implementation of the socio-economic development plan and the state budget for 2024, and consider and decide on the socio-economic development plan, the state budget estimate, and the central budget allocation plan for 2025;
Review reports on judicial work, anti-corruption efforts, crime prevention and control, law violations, and the results of monitoring the resolution of voter petitions, citizen reception, handling of letters and complaints, and resolution of citizen grievances and denunciations.
The National Assembly will also consider the Report of the Supervisory Delegation and review and adopt the National Assembly Resolution on the results of the thematic supervision "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".
Consider and decide on the establishment of Hue City as a centrally-governed city. Consider and decide on the investment policy for the National Target Program on Cultural Development for the period 2025-2035.
Consider and decide on the investment policy for the National Target Program on Drug Prevention and Control until 2030 (if conditions are met). Consider and decide on adjustments to the investment policy for the Long Thanh International Airport Project as stipulated in Resolution No. 94/2015/QH13 of the National Assembly.
Consider and decide on the investment policy for the high-speed railway project on the North-South axis.
Review and decide on the policy for adjusting the National Land Use Planning for the period 2021-2030, with a vision to 2050. Review and decide on the policy for investing state capital in Vietnam Foreign Trade Commercial Bank (VCB).
At the session, the Central Committee of the Vietnam Fatherland Front will present a summary report of opinions and recommendations from voters and the people submitted to the 8th Session of the 15th National Assembly.
The National Assembly will also conduct question-and-answer sessions; consider and approve the Resolution of the 8th Session of the 15th National Assembly; consider personnel matters within its jurisdiction; and consider and decide on other important issues (if any).
