Responding to the petition of Nghi Loc district voters about placing urban signs on road N5

Voters in Nghi Loc district reported that the placement of urban signs on N5 road in Nghi Thuan commune was inappropriate and affected traffic. Voters suggested replacing urban signs with the installation of a traffic light system.

Regarding this issue, the Provincial People's Committee responded as follows:

Crossroad N5 Project (section 2) in the Southeast Economic Zone is invested by the Southeast Economic Zone Management Board (construction has been completed).

On October 26, 2018, the Ministry of Transport issued Decision No. 2219/QD-BGTVT on upgrading the N5 cross-road project (section 2), D4 road and Km0+00- Km0+800 of the N5 project - Southeast Economic Zone to National Highway 7C.

In Clause 3.2, Article 3 of the National Technical Regulation on Road Signs QCVN 41:2019/BGTVT, it is stipulated as follows: “Roads through densely populated areas are road sections located in inner-city, inner-town, inner-town areas and road sections with residents living close along the road, with activities that may affect road traffic safety and are identified by signs as roads through densely populated areas (when necessary, they can be identified separately for each direction of the road)”.

- Current status of the section of road with signs R.420 and R.421 that voters recommended:

+ Belonging to National Highway 7C, traffic volume is high day and night, especially tractors and cargo trucks from western Nghe An to Cua Lo Port cluster.

+ On this section, people from Nam Nhan Hoa and Bac Nhan Hoa hamlets live along both sides of the road. On the other hand, the route passes through Nhan Hoa Parish, intersects with the inter-commune road connecting Binh Thuan Parish and Nghi Thuan Commune People's Committee, two medical stations, kindergartens, primary and secondary schools of Nghi Thuan commune, so the traffic of people going to church, workers going to work, students, and people traveling is very crowded and frequent (even late at night).

Therefore, placing residential area signs (signs R.420 and R.421) is in accordance with regulations and reality.

- Voters' proposal to replace urban signs with traffic lights:

+ Currently, the Southeast Economic Zone Management Board has handed over assets from the locality to the Central Government for the D4 road project. As for the N5 cross-road project (section 2), N5 has been handed over for use and the warranty period has expired, and is completing procedures to soon hand over assets to the Department of Transport.

+ The proposal to replace urban signs with traffic lights on National Highway 7C. The Southeast Economic Zone Management Board will coordinate with the Provincial Traffic Safety Board and Nghi Loc District to inspect and review to advise the Provincial People's Committee to decide (if appropriate).
