Ensure 4 principles when importing, manufacturing and assembling motor vehicles under the management of the Ministry of National Defense
The Ministry of National Defense issued Circular No. 67/2024/TT-BQP regulating the order and procedures for certifying the quality of technical safety and environmental protection of imported, manufactured and assembled motor vehicles under the management of the Ministry of National Defense, effective from January 1, 2025.

Circular 67/2024/TT-BQP requires that the import, production and assembly of motor vehicles must ensure the following principles:
1. Motor vehicle labels are imported, manufactured, and assembled according to programs, projects, plans, and tasks approved by the Ministry of National Defense.
2. Imported, manufactured and assembled motor vehicle brands are approved by the Chief of the General Staff for their basic technical and combat configuration and features.
3. Motor vehicles manufactured and assembled must be constructed in accordance with approved design documents or recognized documents to ensure requirements on technical safety quality and environmental protection.
4. Motor vehicle manufacturing and assembly facilities inspect and accept factory quality and issue a Factory Release Note for each vehicle, and are responsible for the quality of motor vehicles leaving the factory.
Procedures for certifying the technical safety and environmental protection quality of imported or domestically manufactured and assembled motor vehicles
Circular 67/2024/TT-BQP specifically stipulates the procedures for certifying the technical safety and environmental protection quality of imported or domestically produced and assembled motor vehicles.
Accordingly, the unit assigned by the Ministry of National Defense to directly purchase or the manufacturing, assembling facility or ordering unit shall prepare 01 set of documents requesting certification of technical safety and environmental protection quality of motor vehicles and submit it directly or send it via public postal service (or military post) or in the electronic environment to the Department of Motor Vehicles - Transport/General Department of Logistics - Engineering.
Application for Certificate of technical safety and environmental protection quality:
a- Imported motor vehicles, including:
Official dispatch of the unit assigned by the Ministry of National Defense to directly purchase, requesting the issuance of a Certificate of technical safety and environmental protection quality according to regulations;
Copy of the decision of the Minister of National Defense assigning the purchasing task to the unit;
Copy of the decision of the Chief of General Staff approving the basic technical and combat features of imported vehicles;
Certificate of imported goods for national defense purposes;
Copy of import documents certified by the vehicle importer (Import goods declaration and related documents showing the vehicle's chassis number, engine number, and year of manufacture);
Copy of Vehicle Specifications Sheet;
Factory quality inspection certificate issued by foreign automobile manufacturing and assembling enterprises for each automobile or other documents of equivalent value;
b- Motor vehicles that are donated, presented, or aided, including:
Official dispatch of the unit receiving the request for issuance of Certificate of technical safety and environmental protection quality according to regulations;
Copies of decisions of competent authorities on giving, donating, providing aid and related documents on basic technical and tactical features of the vehicle;
c- Manufactured and assembled motor vehicles, including:
Official dispatch of the manufacturing, assembling facility or ordering unit requesting the issuance of a Certificate of technical safety and environmental protection quality according to regulations;
Copy of the decision of the Chief of General Staff approving the basic combat and technical features of the vehicle;
Copies of decisions of the Minister of National Defense approving projects, schemes, plans, tasks or other relevant documents (if any);
Factory quality inspection certificate of the manufacturing and assembly facility according to regulations.
Authority and procedures for granting Certificate of technical safety and environmental protection quality for imported or domestically manufactured and assembled motor vehicles:
a- Within 45 days from the date of receiving a complete and valid dossier, the Director of the Department of Motorcycles - Transport/General Department of Logistics - Technology shall inspect and issue a Certificate of technical safety and environmental protection quality for imported or domestically produced and assembled vehicles;
In case the dossier is invalid, within 03 working days, the Department of Motorcycles - Transport/General Department of Logistics - Engineering shall notify in writing the unit assigned by the Ministry of National Defense to directly purchase or the production, assembly facility or order for supplementation;
b- Establish a Council for inspection of technical safety and environmental protection quality of imported or domestically produced and assembled motor vehicles.
The Council for technical safety and environmental protection quality inspection is established by the Director of the Department of Motorcycles - Transport/General Department of Logistics - Technology;
The Council for checking the configuration, testing, and evaluating the technical and combat features of motor vehicles is approved by the Chief of the General Staff and passes the minutes of inspection of technical safety and environmental protection quality. The inspection results are recorded in minutes according to regulations;
In case the technical parameters of the motor vehicle meet the requirements, the Inspection Council shall submit to the Director of the Department of Motor Vehicles - Transport/General Department of Logistics - Technology to issue a Certificate of technical safety quality and environmental protection;
In case the technical parameters of the motor vehicle do not meet the requirements, the Inspection Council shall notify the unit assigned by the Ministry of National Defense to directly purchase or the manufacturing, assembling facility or ordering unit to fix and complete. The time for fixing and completing is not included in the time for issuing the Certificate of Technical Safety and Environmental Protection Quality;
c- Granting of Certificate of technical safety and environmental protection quality, without establishing a Council in the following cases:
Imported motor vehicles with the same brand, configuration, basic technical features that have been previously granted a Certificate of Technical Safety and Environmental Protection Quality;
Motor vehicles manufactured and assembled with the same brand, model, basic technical features and the same manufacturing and assembly facility that was previously granted a Certificate of Technical Safety and Environmental Protection Quality;
d- The Certificate of technical safety and environmental protection quality of imported or domestically produced and assembled motor vehicles is made in 03 copies, with equal legal value, 01 copy is kept at the Department of Motor Vehicles - Transport/General Department of Logistics - Engineering, 02 copies are sent to the unit assigned by the Ministry of National Defense to directly import or the production, assembly facility or ordering unit.
