The foundation for building Do Luong into a comprehensively developed, civilized and modern urban area

PV:On May 19, 2024, the Standing Committee of Nghe An Provincial Party Committee issued Resolution No. 15-NQ/TU on "Building and developing Do Luong district to 2030, with a vision to 2045" (Resolution No. 15-NQ/TU). So, could you tell us the key contents of Resolution No. 15-NQ/TU?
Comrade Bui Duy Dong: Resolution No. 15-NQ/TU is a political commitment, the crystallization of the wise and timely leadership and direction of the Standing Committee of Nghe An Provincial Party Committee in the construction and development of Do Luong district into a town in the context that the whole province is implementing Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on construction and development of Nghe An province to 2030, with a vision to 2045. Resolution No. 15-NQ/TU meets the expectations of the Party Committee, political system and people of Do Luong district.
Resolution No. 15-NQ/TU identifies the viewpoint of creatively applying the policies of the Central Government and the province to mobilise local resources, to promote urbanisation and improve local production capacity with the goal of comprehensively developing Do Luong district commensurate with its potential, advantages and position, and role as a connecting point between the western districts with Vinh city, the Southeast Economic Zone and coastal districts.
With the goal of building Do Luong district into a town with a solid economic foundation, high growth rate, civilized urban area, relatively synchronous and modern infrastructure system by 2030; cultural, historical and traditional values of Do Luong people are preserved and promoted; national defense, security, order and social safety are firmly ensured; the Party organization and political system are clean and strong, the great solidarity of the people is consolidated and maintained.
Resolution No. 15-NQ/TU also sets out a number of specific targets by 2030 such as: the growth rate of total product value in the area in the period of 2024 - 2030 reaches 13 - 14%/year or more; average labor productivity increases by about 10%/year; average income per capita is above the provincial average; urbanization rate reaches 52%... This is a necessary foundation for by 2045“Do Luong is a comprehensively developed, civilized, modern urban area; the material and spiritual life of the people reaches a high level" as determined in Resolution No. 15-NQ/TU.
To achieve those goals and targets,Resolution No. 15-NQ/TU has identified 6 main tasks and solutions: On propaganda work, creating unified awareness and action on the development of Do Luong district; On promoting potential and advantages for economic development; On developing culture - society, protecting the environment; On promoting administrative reform and digital transformation, attracting investment; On ensuring solid national defense and security; On taking care of building a clean and strong Party and political system.
In conclusion, Resolution No. 15-NQ/TU is an affirmation of the role, position, potential and advantages of Do Luong district; it is the driving force for Do Luong to enter a new development period, actively contributing to the overall development of Nghe An province in the short and long term.
PV:Could you tell us how the Do Luong District Party Committee has developed an action program to implement and carry out Resolution No. 15-NQ/TU?
Comrade Bui Duy Dong: From the beginning, the Do Luong District Party Committee determined that the success of the Resolution lies in the consensus and determination of the entire Party Committee, political system and people in the district. In the process of advising the Provincial Party Committee Standing Committee to draft the Resolution, the District Party Committee Standing Committee was united and highly unified in its awareness in building the Project "Building and developing Do Luong District to 2030, with a vision to 2045".
When Resolution No. 15-NQ/TU was issued, the Party Executive Committee of Do Luong district developed a specific Action Program according to the contents of the Resolution as well as the preparation of the Project, focusing on the following tasks and solutions:
First and foremost, it is necessary to equip a deep understanding of the Resolution, thereby creating a determination to act of the Party Committee, the political system and the people in the district. Focus on disseminating and propagating to create a unified awareness and action on the development of Do Luong district. Specifically, it is necessary to develop a program and plan to disseminate, disseminate and propagate Resolution No. 15-NQ/TU to ensure specificity, effectiveness and suitability for each subject, locality and unit. In particular, direct grassroots Party cells, especially Party cells of blocks and hamlets, to carry out thematic activities to widely propagate the contents of Resolution No. 15-NQ/TU to Party members and from there to each family and each person in the area.
Direct all levels, sectors, and socio-political organizations to strengthen propaganda and education work in various forms, focusing on innovation and improving the quality of grassroots Party cell activities, in order to create high unity and a more complete and profound awareness of the district's development among all cadres, Party members, and people.
Enhance the vanguard role of party members, build a contingent of party members with good moral qualities and professional qualifications worthy of being the core force in propagating and implementing the tasks of district development. Strengthen political and ideological education, promote revolutionary spirit, and the desire to build the homeland in the new era.
The key factor to create such development is to exploit the local resources of the district, in which, using two tools: planning to exploit land resources and development incentive policies to improve the production capacity of the district.
Specifically: Review, update, supplement, adjust and implement planning in the district to ensure consistency and synchronization with the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050; Implement well the planning management, focus on building and developing key economic zones; Develop a number of dynamic economic sectors and industries, such as supporting and processing industries, trade and services; Develop tourism; Build new rural areas in a modern direction associated with urbanization, preserving traditional culture.
In order for people to enjoy the fruits of development, it is necessary to comprehensively develop the economy, culture and society, constantly improve the material and spiritual life of the people; Protect the landscape and ecological environment; Develop education, training and health; Develop Do Luong culture and people; Well implement social security policies, create jobs, and sustainably reduce poverty; Strengthen management and effective use of resources; Protect the environment; Continue to promote administrative reform, innovate working methods and digital transformation, improve the investment and business environment, attract investment; Ensure national defense and security; Improve the effectiveness of foreign affairs and foreign affairs; Focus on building a clean and strong Party organization and political system, improve the effectiveness and efficiency of operations.
To deploy and effectively implement Resolution No. 15 - NQ/TU, the Standing Committee of Do Luong District Party Committee leads and directs the entire political system to thoroughly grasp and seriously and effectively implement the Action Program; annually organize reviews, evaluate the situation, results and supplement solutions for leadership and implementation. Advise and propose the Provincial Party Committee to direct, urge and improve the effectiveness of coordination between Do Luong district, provincial departments, branches, sectors, districts and cities in the province in implementing the Resolution.
The District People's Council shall base on the objectives and targets of Resolution No. 15-NQ/TU and the Action Program of the District Party Committee and legal provisions to specify and promulgate resolutions of the District People's Council; strengthen supervision of effective implementation.
The District People's Committee develops and promulgates a plan to implement the action program. Directs departments, branches, sectors and localities to develop specific programs, projects, plans, plans and projects to implement to ensure the completion of the goals, targets, tasks and solutions of Resolution No. 15-NQ/TU, the Action Program of the Provincial People's Committee and this program.
