Comrade Le Dinh Vy, a staunch communist example from his hometown Nghi Loc
The revolutionary career of comrade Le Dinh Vy - Member of Nghe An Provincial Party Committee is a tireless dedication to the national liberation movement and to the noble international work of the Party.
Comrade Le Dinh Vy (alias: Le Vi, Anh Hai, Hai) was born in 1911, in Kim Khe Thuong village, Kim Khe commune, Kim Nguyen canton (now Nghi Long commune), Nghi Loc district, Nghe An province, a rural area rich in historical and cultural traditions.

Comrade Le Dinh Vy grew up in a family with a tradition of studiousness and patriotism. His father, Mr. Le Dinh Nhuong, was a learned man, famous throughout the commune for his satirical poems criticizing the feudal colonial regime that easily touched people's hearts. From a young age, comrade Le Dinh Vy was sent by his family to study Chinese characters at the village school and continued to study in Quoc Ngu and French classes. By 1927, comrade Le Dinh Vy had become one of the first new students in Kim Khe Thuong.
During this time, Tan Viet party members in Nghi Loc district opened a class to teach Quoc Ngu at Kim La communal house. Comrade Le Dinh Vy was exposed to progressive patriotic ideas through reading newspapers, discussing and propagating policies... of party members. Although the class only existed until the end of 1928 and the beginning of 1929, it aroused in the student Le Dinh Vy the desire to contribute to the cause of liberating his homeland.
In April 1930, under the direct direction of the Central Bureau and Vinh Provincial Party Committee, the Provisional District Party Committee of the Communist Party of Vietnam in Nghi Loc district was established with comrade Nguyen Thuc Man as Secretary. Immediately after that, the Kim Khe Party Cell was also established to take on the task of leading the revolutionary movement in the locality. Identifying mass organizations as the basis and support for the Party Cell's activities, under the direction of comrade Nguyen Viet Thien, Secretary of the Kim Khe Party Cell, revolutionary propaganda activities for the masses were increasingly promoted. Those propaganda activities became the driving force that urged comrade Le Dinh Vy to join the revolution.
Under the leadership of the Party Cell, comrade Le Dinh Vy enthusiastically participated in the struggles of the people of Kim Khe. On June 25, 1930, under the command of comrade Dinh Van De, comrade Le Dinh Vy and the people of Kim Khe gathered at Dinh market, went down to Con Vang to participate in a demonstration demanding tax collection with the people of the communes in the whole district with a force of up to tens of thousands of people.
Then, on October 15, 1930, when the Nghi Loc District Party Committee office located in Van Loc village (Nghi Tan) was terrorized by French soldiers, the Nghi Loc District Party Committee decided to organize the masses to fight. Implementing the District Party Committee's policy, under the direction of the Kim Khe Party Cell, comrade Le Dinh Vy and the masses gathered at Dinh market, then moved down to Son market to coordinate with the demonstration group of the entire district.
However, when the protesters arrived at Thuong Xa school, the chief of Thuong Xa station sent soldiers to block the group. Facing the people's fighting spirit, the enemy opened fire on the group, killing 7 people and injuring several others.
To limit losses, comrade Le Dinh Vy and the masses withdrew according to the organization's orders. On October 20, 1930, implementing the resolution of the District Party Committee, under the chairmanship of the Kim Khe Party Cell, comrade Le Dinh Vy and the masses gathered at Dinh Market, planted flags, gave speeches, and paid tribute to those who had sacrificed their lives in the protests. Under the red hammer and sickle flag, the comrades silently promised to try harder in the struggle for freedom for the country and food and clothing for the people.
In the following time, comrade Le Dinh Vy continued to enthusiastically participate in local revolutionary movements as a typical patriotic mass. The comrades carried out many major struggles such as: rallies to celebrate the anniversary of the Russian October Revolution on November 7, 1930; rallies and demonstrations at Dinh market to protest the colonial feudal government's policy of terror that massacred Song Loc compatriots on January 4, 1931; demonstrations with hundreds of people going to the Holy House temple to demand the return of documents and land to farmers on March 31, 1931...
The economic struggle movement combined with political struggle gradually turned people's demands into "small-scale riots" that disintegrated the colonial and feudal government apparatus in villages and communes. With his active activities, in 1931, comrade Le Dinh Vy was admitted to the Kim Khe Party Cell.
However, after a short time, the French colonialists and the feudal Southern Dynasty government quickly concentrated their forces to destroy the Nghe Tinh Soviet achievements. They built a dense system of military posts in Nghi Loc. In addition to the Thuong Xa post (Cua Lo) that had been established before, they now built Chinh Vi post, Cho Coi post... In Kim Nguyen commune alone, the enemy established Cho Xam post in Kim Khe Trung village, Kim Khe commune (now Nghi Hoa commune), with 40 to 50 soldiers in green uniforms guarding it.
In addition to the green-garbage system, the enemy also established a system of "bang ta" from the district to the villages. Each commune and hamlet had a "bang ta" and a number of coolie groups of about 30-40 people led by the group leader and deputy leader. Former village chiefs, dignitaries, and the elderly and powerful people in the villages were all gathered by them into anti-communist organizations such as: Council of Elders, Council of Clan Representatives, Ethical Associations, etc. The enemy relied on these organizations to control and destroy the revolution in each region, each commune, each village, each household and each family.
The terrorist policies of the French colonial government and its puppet Southern Dynasty caused most of the grassroots party organizations in Nghi Loc to collapse, and cadres and party members were killed or imprisoned. The Kim Khe Party Cell also suffered heavy losses. Faced with that dire situation, comrade Le Dinh Vy and other comrades in the Party Cell decided to temporarily withdraw into secret activities.
In early 1933, after a period of reconnection, the Kim Khe Thuong Party Cell was restored. Comrade Le Dinh Vy was one of the eight Party members of the Cell. In the conditions of secret and extremely difficult operations, Comrade Le Dinh Vy and the Kim Khe Thuong Party Cell joined hands in solidarity, strengthened propaganda work, and contributed to consolidating the Party Cell and local patriotic mass organizations.
At the end of 1936, comrade Le Dinh Vy left his hometown to participate in revolutionary activities. On April 14, 1938, Nghe An Party Committee held its second Congress in Dong Chu village (now Nghi Truong commune, Nghi Loc district) and elected the Nghe An Provincial Party Committee Executive Committee with comrade Nguyen Duc Duong as Secretary. Comrade Le Dinh Vy was honored to be one of the seven members of the Provincial Party Committee at that time. After that, comrade Le Dinh Vy was elected by the Congress as one of the three delegates to attend the Congress to establish the Thanh - Nghe - Tinh Inter-Provincial Party Committee at the end of May 1938.
After a period of working as a member of the Nghe An Provincial Party Committee, comrade Le Dinh Vy was mobilized by the Regional Party Committee to work in Thanh Hoa. According to documents of French secret agents kept at the Department of Professional Records of the Ministry of Public Security, in late July and early August 1939, comrade Le Dinh Vy was arrested by the enemy along with comrades: Bui Dat, Le Tien Nhieu, Le Van Thiep because he was a member of the Indochinese Communist Party, holding the position of member of the Thanh Hoa Provincial Party Committee. In November 1939, he was sentenced by the enemy to 5 years in prison and 5 years of house arrest according to Verdict No. 387 dated November 17, 1939 of the Southern Court of Thanh Hoa Province.
After that, comrade Le Dinh Vy was exiled by the enemy to Buon Ma Thuot prison. In the imperialist prison, with the extraordinary determination of a son of the Soviet homeland, comrade Le Dinh Vy stood up many times with his fellow prisoners, using all forms of struggle, sometimes legal, sometimes semi-legal, sometimes using illegal violence, to protect and maintain the qualities and integrity of a revolutionary soldier, defeating all enemy brainwashing, surrender, and counter-revolutionary plots right in prison.
In early June 1945, comrade Le Dinh Vy returned to his homeland from Buon Ma Thuot exile. With a burning desire for freedom, the will to devote his youth to the cause of liberating his homeland and country, and a sharp political mind, comrade Le Dinh Vy contacted and convened a conference to establish the Viet Minh Mobilization Committee of Nghi Loc district. At the Nguyen Truong family temple in Nai village (now Nghi Xa commune, Nghi Loc), the conference discussed the revolutionary situation and discussed the direction of implementing the policy of the Viet Minh Mobilization Committee of Nghe Tinh province.
After the conference, according to the assignment, the comrades in the Viet Minh Mobilization Committee of Nghi Loc district dispersed to the regions, becoming the focal point for connecting and promoting the establishment of Viet Minh Mobilization Committees in each commune, preparing conditions for the uprising to seize power.
Thanks to the active work of comrade Le Dinh Vy and the Viet Minh Mobilization Committee of the district and commune, Viet Minh bases were built and quickly developed in Nghi Loc. At about 10:00 a.m. on August 26, 1945, under the command of the Viet Minh of Nghi Loc district, thousands of people in the district flocked to protest at Ru Bua (in Nghi Hoa commune).
In the revolutionary spirit, De Hien - a dignitary of the puppet government in Nghi Loc handed over the government seal to the Viet Minh. Comrade Le Dinh Vy was the one who directly received the handover. Immediately after that, the Provisional Revolutionary People's Committee of Nghi Loc district, chaired by comrade Le Dinh Vy, introduced itself to the people in Ru Bua, marking the victory of the uprising to seize power in Nghi Loc.
In early October 1945, under the direct leadership of comrade Nguyen Xuan Linh, a conference of key party members of Nghi Loc district party committee was convened at Mr. Ky Hoanh's house in Thuong Thi village (Nghi Quang commune). The meeting elected the provisional Nghi Loc district Party Committee Executive Committee consisting of 11 comrades. Comrade Le Dinh Vy was elected to hold the position of Secretary and Chairman of the People's Revolutionary Committee.
On November 3, 1946, the Nghe An Party Congress was convened in Yen Dung village (now Hung Dung ward, Vinh city) with 45 delegates. At the Congress, the delegates unanimously elected the Party Executive Committee consisting of 17 members. Comrade Le Dinh Vy, an outstanding party member from his hometown Nghi Loc, was once again trusted by the Congress to hold the position of member of the Nghe An Provincial Party Executive Committee, term IV.
On January 6, 1948, the 5th Congress of the Nghe An Provincial Party Committee opened in Vinh Yen hamlet (Linh Son commune, Anh Son district) with the goal of actively preparing for a long-term resistance war leading to victory; promoting the development and consolidation of the Party organization. The Congress elected the Party Executive Committee consisting of 22 official members and 3 alternate members. With his prestige, comrade Le Dinh Vy was elected to the Provincial Party Executive Committee for the third time.
In 1949, comrade Le Dinh Vy was sent by the Central Committee to Thailand to participate in the Party's international work. On April 2, 1968, due to the consequences of his days in the imperial prison, comrade Le Dinh Vy breathed his last while on duty in Thailand.
Joining the revolution in 1930, a year later, comrade Le Dinh Vy was honored to join the Party when he was just 20 years old. The revolutionary career of comrade Le Dinh Vy - Member of Nghe An Provincial Party Committee is not only a tireless dedication to the national liberation movement but also an effort to strive for the Party's noble international work.
His contributions have been recognized by our Party and State. On March 22, 2004, the Party Central Committee's Foreign Affairs Commission solemnly held a ceremony to posthumously award the Ho Chi Minh Medal to comrade Le Dinh Vy according to Decision No. 664 KT/CT dated September 30, 2003.
