Article 227,The 2024 Land Law stipulatesSequence and procedures for permitting land use conversion.as follows:
Cases of land use conversion that require permission from competent state agencies as stipulated in this Law shall be carried out according to the following procedures:
1. Land users submit applications for land use conversion in accordance with regulations.
2. The land management agency shall inspect the conditions for changing the land use purpose. If the application dossier does not meet the regulations, the land user shall be guided to supplement the dossier and resubmit it to the land management agency.

3. The land management agency has the following responsibilities:
a) For cases where land prices in the land price table are applied to calculate land use fees and land lease fees, the land management agency shall prepare a dossier and submit it to the competent People's Committee for the issuance of a decision allowing the change of land use purpose, land allocation, or land lease;
b) For cases where specific land prices are determined for calculating land use fees and land lease fees, the land management agency shall prepare a dossier and submit it to the competent People's Committee for the issuance of a decision permitting the change of land use purpose, land allocation, or land lease; organize the determination of land prices, and submit them to the competent authority for approval of land prices for calculating land use fees and land lease fees.
4. Land users shall pay land use fees and land rent in accordance with the law; in cases where land use fees or land rent are reduced, the agency collecting land use fees and land rent shall implement the reduction for the land users.
5. The land management agency signs land lease contracts in cases where the State leases land; transfers the dossier to the land registration organization or its branch to carry out the registration, issue Certificates of Land Use Rights and Ownership of Assets Attached to Land, update and revise land databases and cadastral records, and hand over Certificates of Land Use Rights and Ownership of Assets Attached to Land to land users.
6. In cases where land use rights are transferred and land use purposes are changed, the procedure for registering the transfer of land use rights shall be carried out simultaneously with the procedure for changing land use purposes as prescribed in this Article.
