Nghe An issues Resolution on science, technology and innovation development to 2030
The general objective of the Resolution is to develop science, technology and innovation steadily, truly becoming the driving force for rapid and sustainable economic growth of Nghe An province.
Nghe An Provincial Party Committee has just issued Resolution No. 17-NQ/TU on science, technology and innovation development to 2030.

The general objective of the Resolution is to develop science, technology and innovation steadily, truly becoming the driving force for rapid and sustainable economic growth of the province. Gradually build Nghe An into a science and technology center of the North Central region with a focus on applying and transferring science and technology; promote the movement of innovative startups. Develop human resources, structure the system of scientific and technological organizations in accordance with the national development strategy and key scientific and technological fields of the province.
Specific goals by 2030:
- The contribution of total factor productivity (TFP) to economic growth reached 50%. Investment in science and technology reached 1% of total budget expenditure. The proportion of high-tech industrial product value in processing and manufacturing industries reached at least 45%. The PII innovation index was in the top 20 nationwide.
- The number of enterprises meeting the criteria of science and technology enterprises and innovative startups increased 3 times compared to 2020; the rate of enterprises with innovation activities reached 40% of the total number of enterprises. Support 6-12 science and technology enterprises to improve productivity and develop new products.
- The number of subjects registered for industrial property protection reached 3,000 subjects.
- The level of technological innovation of enterprises producing the province's main products is quite good compared to the whole country.
- Human resources for scientific research and technology development (full-time conversion) reached 12 people per 10,000 people.
To achieve the above goals, the Resolution sets out the following main tasks and solutions:
- Strengthening the leadership of Party committees and organizations at all levels; improving the capacity and effectiveness of state management of science, technology and innovation.
- Enhance scientific, technological and innovation potential.
- Strengthening research, application of science and technology, promoting focused innovation to serve rapid and sustainable socio-economic development.
- Developing the market for science, technology and innovation.
- Promote international cooperation and linkage in science, technology and innovation.

About implementation:
1. Party committees, party organizations, authorities at all levels, party executive committees, party delegations, advisory and support agencies of the Provincial Party Committee direct the organization of studying, researching, thoroughly understanding and propagating the Resolution; develop programs and plans to implement the Resolution; regularly monitor, inspect and evaluate the implementation results; periodically summarize and conclude the implementation of the Resolution for the Provincial Party Executive Committee (through the Provincial Party Committee's Propaganda Department).
2. The Party Delegation of the Provincial People's Council leads and directs the review, amendment, supplementation and completion of mechanisms and policies related to the fields of science, technology and innovation in the province; regularly monitors the implementation of this Resolution.
3. The Party Executive Committee of the People's Committee leads and directs the Provincial People's Committee to issue an action program to implement the Resolution; clearly assigns specific responsibilities and tasks to each sector and locality. Directs the allocation of the science, technology and innovation budget to ensure compliance with regulations. Periodically summarizes, summarizes and reports to the Provincial Party Executive Committee on implementation results.
4. The Provincial Party Committee of the Fatherland Front and provincial-level socio-political organizations shall strengthen propaganda work to raise awareness of the role of science, technology and innovation; provide consultation and feedback to promote scientific, technological and innovation activities.
5. The Provincial Party Committee's Inspection Committee presides over and coordinates with relevant agencies to advise on inspection and supervision of the leadership, direction and organization of the implementation of the Resolution.
6. The Provincial Party Committee's Propaganda Department shall preside over and coordinate with relevant agencies and units to regularly monitor, urge, and inspect the implementation of the Resolution; periodically advise on preliminary and final reviews and report the results of the Resolution's implementation to the Provincial Party Committee.
