National Assembly discusses project '1 law amending 4 laws'
The submission to the National Assembly of a law amending four laws aims to create a breakthrough in decentralization, delegation of power, and simplification of administrative procedures.
On the afternoon of November 6, at the National Assembly House, continuing the program of the 8th Session, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership method and the Law on Bidding.

Comrade Nguyen Duc Hai - Member of the Party Central Committee, Vice Chairman of the National Assembly chaired the meeting.
The National Assembly delegation of Nghe An province was led by comrade Thai Thanh Quy - Member of the Party Central Committee, Permanent Deputy Head of the Central Economic Committee, Chairman of the Provincial People's Council.
This is a draft Law designed to resolve urgent difficulties and problems in practical implementation related to planning, implementation of business investment activities, investment under the public-private partnership (PPP) method and bidding activities.
Simplify administrative procedures, increase decentralization and delegation of power to localities, combined with increased inspection and supervision.
At the same time, perfect the legal framework on corporate governance to meet international standards; promote business development, attract investment in production and business; contribute to improving the quality of the investment and business environment.

At the discussion session, the majority of delegates basically agreed with the necessity of amending and supplementing the Laws in the draft Law, agreed with the Government's Submission and the Economic Committee's Verification Report.
Delegates also gave their opinions on the scope of law amendments, the adoption of the draft law at this session, the urgency of amending a number of articles and clauses in the law, and its consistency and synchronization with related laws.
At the same time, the National Assembly deputies also requested that the Government only amend and supplement urgent and practically problematic contents; clear and tested contents and independent regulations, not causing amendments to other laws, ensuring the consistency and synchronization of the legal system.

Minister of Planning and Investment Nguyen Chi Dung gave an explanation, thereby stating that the drafting agency will fully study and absorb all valid opinions raised.
The Minister of Planning and Investment emphasized that the amendment of laws closely follows the viewpoints and directions of General Secretary To Lam and National Assembly Chairman Tran Thanh Man on innovation in law-making thinking; specifically, ensuring the requirements of state management, while encouraging creativity, freeing up resources, removing bottlenecks, closely following reality, not being perfectionist, not being hasty, and taking people and businesses as the center.

Along with that, Minister Nguyen Chi Dung emphasized that it is necessary to deeply demonstrate the spirit of breakthrough in decentralization, delegation of power, simplification of administrative procedures, and shifting from strong management methods of pre-inspection to post-inspection, creating favorable conditions for businesses and investors.
Focus on core, urgent, important, mature, clear, practically proven, highly consensus-based issues, ensuring continuity, consistency, and unity in the legal system.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the delegates agreed on the necessity of amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding.
Thereby, to institutionalize the Party's policies, ensure the synchronization and unity of the legal system, simplify administrative procedures, strengthen decentralization associated with inspection and supervision, remove urgent difficulties and obstacles, create favorable conditions for investment, production and business activities; free up and mobilize resources to invest in infrastructure and breakthrough areas to serve economic and social development.
The National Assembly Standing Committee will direct the reviewing agency to closely coordinate with the drafting agency and relevant agencies to study the opinions expressed in the hall and in groups to absorb and complete the draft law and submit it to the National Assembly for consideration and decision.
