The National Assembly discusses the project '1 law amending 4 laws'.

The submission to the National Assembly of a law amending four existing laws aims to create a breakthrough in decentralization, delegation of power, and simplification of administrative procedures.

On the afternoon of November 6th, at the National Assembly building, continuing the program of the 8th Session, the National Assembly discussed in the plenary hall the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the Public-Private Partnership method, and the Law on Bidding.

Comrade Nguyen Duc Hai, Member of the Central Committee of the Party and Vice Chairman of the National Assembly, presided over the session.

The delegation of National Assembly deputies from Nghe An province, led by Comrade Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Deputy Head of the Standing Committee of the Central Economic Committee, and Chairman of the Provincial People's Council - attended the meeting.

This draft law is being developed to address urgent difficulties and obstacles in practice related to planning, investment and business activities, public-private partnership (PPP) investment, and bidding activities.

Simplify administrative procedures, strengthen decentralization and delegation of power to localities, while enhancing inspection and supervision.

At the same time, it is necessary to perfect the legal framework for corporate governance to meet international standards; promote business development, attract investment in production and business; and contribute to improving the quality of the investment and business environment.

During the discussion, the majority of delegates basically agreed on the necessity of amending and supplementing the laws included in the draft law, and agreed with the Government's submission and the Economic Committee's verification report.

The delegates also contributed their opinions on the scope of the law amendments, the adoption of the draft law at this session, the urgency of amending certain articles and clauses in the law, and its consistency and uniformity with related laws.

At the same time, National Assembly deputies also requested the Government to only amend and supplement urgent and practical issues that are causing difficulties; issues that are clear, have been tested, and independent regulations, without causing amendments to other laws, ensuring the consistency and uniformity of the legal system.

Minister of Planning and Investment Nguyen Chi Dung gave an explanation, stating that the drafting agency would thoroughly study and incorporate as many valid opinions as possible.

The Minister of Planning and Investment emphasized that the amendments to the laws closely adhere to the views and directives of General Secretary To Lam and National Assembly Chairman Tran Thanh Man on reforming the thinking behind lawmaking; specifically, ensuring the requirements of state management while encouraging creativity, unleashing resources, removing bottlenecks, staying close to reality, avoiding perfectionism and haste, and placing the people and businesses at the center.

In addition, Minister Nguyen Chi Dung emphasized the need to demonstrate a profound spirit of breakthrough in decentralization and delegation of power, simplifying administrative procedures, shifting from a pre-auditing to a post-auditing management method, and creating favorable conditions for businesses and investors.

Focus on core, urgent, and important issues that are mature, clear, proven in practice, and have received high consensus, ensuring continuity, consistency, and uniformity within the legal system.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the delegates agreed on the necessity of amending and supplementing several articles of the Planning Law, the Investment Law, the Law on Investment under the Public-Private Partnership Method, and the Bidding Law.

This aims to institutionalize the Party's policies, ensure the consistency and uniformity of the legal system, simplify administrative procedures, strengthen decentralization coupled with inspection and supervision, resolve urgent difficulties and obstacles, create favorable conditions for investment, production, and business activities; and free up and mobilize resources to invest in infrastructure and breakthrough areas serving economic and social development.

The Standing Committee of the National Assembly will direct the reviewing agency to coordinate closely with the drafting agency and relevant agencies to study the opinions expressed in the plenary session and in the committees in order to incorporate them, finalize the draft law, and submit it to the National Assembly for consideration and decision.
