On the morning of November 8, the National Assembly worked at Dien Hong Hall. The deputies listened to the submission and review report on the investment policy of the National Target Program on Drug Prevention and Control until 2030.

The national target program on drug prevention and control by 2030 aims at the goal of 3 "reductions".

Effectively combat organized, transnational drug crimes using high technology and cyberspace; eliminate complex drug hotspots and hotspots.

Improve the quality and effectiveness of drug addiction treatment; support investment in facilities, equipment, means, and human resources for public drug addiction treatment facilities, ensuring that they meet the prescribed capacity and standards.

Support investment in facilities, equipment, and capacity for forces, agencies, organizations, and unions at the grassroots level in the work of identifying addiction status, drug rehabilitation at home and in the community, drug treatment, management of illegal drug users, people participating in drug treatment, and people after drug rehabilitation.

Maintain and expand drug-free communes, wards and towns; strive to build drug-free district-level areas and drug-free provincial-level areas; transform key areas with complex drug problems.

Raising awareness of drug prevention and control in the whole society, especially among youth, students, workers. Improving access to and enjoyment of legal aid for those receiving legal aid in drug cases and incidents.

Provide medical and psychological support and intervention for drug addicts, illegal drug users, drug addicts, people participating in drug addiction treatment, and people after drug addiction treatment. Research and apply modern and traditional medicines and medical methods in drug addiction treatment and rehabilitation.

According to the Government's submission, the development of the National Target Program on Drug Prevention and Control by 2030 is an urgent and objective requirement, stemming from the practical situation, in the face of increasing pressure from the drug situation in the world, the region and in the country, directly threatening the country's socio-economic development.

At the same time, bring the Party's guidelines, policies and the State's laws on drug prevention and control into life; contribute to ensuring social security, human security, protecting people's health, ensuring social order and safety, and building a stable, safe and healthy environment.

The Government assesses that the main source of drugs from abroad is bought, sold, transported to Vietnam for consumption or continued to be transported to third countries. The methods and tricks of the subjects are increasingly sophisticated, cunning, constantly changing, increasing the use of high technology, thoroughly exploiting the achievements and advances of science, engineering, technology, the Internet, and cyberspace to commit crimes, ready to equip military weapons, act rashly, fight back fiercely, causing difficulties and dangers for the authorities in the process of fighting and arresting.

The drug situation is complicated. As of February 14, 2024, the whole country had 223,715 illegal drug users, drug addicts and people under post-rehabilitation management (accounting for 0.23% of the country's population); including: 39,431 illegal drug users; 166,698 drug addicts and 17,586 people under post-rehabilitation management; of which 1,459 were illegal drug users, drug addicts with psychotic symptoms of "stoned".

Illegal drug use, drug “disguised”, marinated, mixed into food, drinks, electronic cigarettes and drug abuse involving young people continue to increase and become more complicated, especially at business establishments with conditions and services sensitive to security and order.

Illegal cultivation of plants containing narcotics has not been permanently eliminated, especially in remote, isolated, and border areas in the Northwest, Northeast, and Central Highlands. The number of communes, wards, and towns with drug abuse is very high, with 8,865/10,598 communes, wards, and towns having drug abuse (accounting for 83.7%).

If approved by the National Assembly, this National Target Program will be implemented from 2025 to the end of 2030, with a total implementation capital of more than VND 22,450 billion, to continue and promote the achievements and results achieved; at the same time, continue to implement the unfinished contents of the Drug Prevention and Control Program for the period 2021-2025.

Also in the working program on the morning of November 8, the National Assembly listened to the presentation and examination report on the draft Law amending and supplementing a number of articles of the Law on Advertising; the draft Law on Chemicals and discussed in the hall the draft Law on Data.
