These roads bear witness to the investment of various levels of government and the dedicated efforts of the people in the area.

Nghia Mai is a particularly disadvantaged commune in Nghia Dan district. But now, when visiting, people will be surprised by the transformation of this rural area. Roads, from main roads to small alleys, have been paved with asphalt and concrete, and many new construction projects have created favorable conditions for economic development and improved the quality of life for the people.

Besides some roads included in the budget investment project, in the two years 2023-2024, Nghia Mai commune received more than 1,000 tons of cement, and hamlets and villages mobilized people to contribute sand and gravel for concrete road construction. In Mai Hop village, when the plan to build concrete roads was announced, even though the cement had not yet arrived, the people cleared the road corridor, widened the road, and contributed money to build the concrete road.

Mr. Le Van Hung, from Mai Hop village, Nghia Mai commune, said: “With the support from all levels and sectors, our people are very excited and have contributed money and labor to build the road. Many sections have been completed, and the people are very happy because travel is much more convenient. From then on, the road construction movement has received the consensus and joint efforts of all the people...”

As a purely agricultural hamlet, to mobilize the people's efforts in road construction, Mai Hop village organized a meeting to discuss plans and then agreed on a method. In just 15 days, more than 165 households in Mai Hop village contributed over 600 million VND, averaging 3 to 3.5 million VND per person. In addition, 50 households in the village voluntarily donated over 2,000 square meters of land.2They cleared land, dismantled walls, cleared the site, and contributed hundreds of man-days to build 1.3 km of concrete road.

Mr. Tran Van Manh, village head of Mai Hop village, Nghia Mai commune, shared: “To achieve this, we organized meetings and mobilized the people to participate in the road construction emulation movement. We worked in a cluster, neighborhood, and household-based manner, so the village's road construction plan achieved very high results. In 2024, the village received an additional 50 tons of cement, the people contributed 450 million VND, and with the remaining funds, we are waiting to mobilize more cement to complete the entire concrete road system. The people's wish is to receive more cement to concrete all the roads.”

To ensure the timely and quality construction of the roads, the villages were divided into small groups, each electing a reputable representative as a group leader. Each group was responsible for developing a road construction plan and estimating costs. Every task was discussed and made public to every household, thereby creating a high level of consensus among the people.

To date, Nghia Dan district has mobilized more than 14,000 billion VND for new rural development, of which the people have contributed nearly 500 billion VND and donated more than 600,000 square meters of land.2land, contributing over 350,000 man-days of labor.

In the predominantly agricultural area of ​​Nghia Tho commune (Nghia Dan district), the local government and people have actively implemented the construction and upgrading of rural road systems. To date, the movement of voluntarily donating land and contributing money for rural road construction has spread strongly, with widespread participation and support from the people.

In Trong village (Nghia Tho commune), Mr. Vo Trang Trung - Secretary of the Party Branch, said: “Depending on the conditions and circumstances of each household, we set appropriate contribution levels. For example, households with large plots of land near the main road contribute more, while poor households or families receiving preferential treatment do not have to contribute. In the two years 2023-2024, the people of Trong village contributed over 500 million VND; clearing nearly 2,000 square meters of land.”2"Land, over 470 meters of fence, and thousands of man-days were used to concrete over 3.5 kilometers of internal village roads. On average, each household contributed between 4 and 5 million VND, with some households contributing up to 20 million VND."

To gradually complete the concrete road system in villages and hamlets, the strength of solidarity among residential areas, along with the close guidance of the local government, has been promoted. Discussing this issue, Mr. Truong Cong Canh, Chairman of the People's Committee of Nghia Tho commune, said: “The encouraging thing here is that through the rural road concrete paving movement, grassroots democracy has been actively and extensively promoted according to the motto 'The people know, the people discuss, the people do, the people inspect.' Through this, the people are also enthusiastic because they are effectively exercising their right to self-governance, creating a change in perception from waiting and relying on others to 'the State and the people work together' and working for their own benefit.”

Along with cement support from the State and the provincial budget, Nghia Dan district has intensified its efforts to promote and encourage people, businesses, organizations, and individuals in the district to contribute cash and labor to the construction of rural roads.

Thanks to the New Rural Development movement, the lives of people in Nghia Dan district have been increasingly improved. The achievements of the New Rural Development program have contributed to building livable rural areas with synchronized transportation and irrigation infrastructure, and an improved living environment, thereby affirming the people's confidence and collective efforts in the renewal of their homeland and country.
