Nghe An completes announcement of establishment of new district and commune level units before December 25, 2024
The People's Committee of Nghe An province requested the organization to announce the establishment of new district- and commune-level administrative units and introduce key personnel of organizations in the political system to be completed before December 25, 2024.
This is one of the contents in the Implementation Plan.Resolution No. 1243/NQ-UBTVQH15The Decision of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Nghe An province for the 2023-2025 period has just been issued by the People's Committee of Nghe An province.
According to the plan, the provincial and district Party committees and authorities will base on Instruction No. 26-HD/BTCTW dated November 30, 2023 of the Central Organizing Committee and Official Dispatch No. 2646-CV/TU dated April 26, 2024 of the Provincial Party Committee to complete the preparation of personnel to be nominated for election to key positions of the People's Council and People's Committee, ensuring quantity and quality according to regulations before December 15, 2024.
The first session of the People's Council of the new district- and commune-level administrative unit shall be completed before December 25, 2024. Accordingly, the Standing Committee of the People's Council at the next higher level shall directly appoint one convener from among the People's Council delegates of the new district- and commune-level administrative unit to convene and preside until the People's Council elects the Chairman of the People's Council of the new district- and commune-level administrative unit.
Then, the newly elected Chairman of the People's Council of the district and commune-level administrative unit continues to chair the meeting to elect the positions of the People's Council and People's Committee according to the provisions of Articles 134 and 137 of the Law on Organization of Local Government.
The number, conditions, standards, and election process for positions of People's Councils and People's Committees of new district and commune-level administrative units shall comply with the provisions of law and instructions of competent authorities.
Next, the Chairman of the People's Committee of the new district and commune-level administrative unit will coordinate with the Secretary of the district and commune-level Party Committee; the Chairman of the Fatherland Front and socio-political organizations to organize the announcement of the new district and commune-level administrative unit and introduce key personnel of organizations in the political system. The completion time is before December 25, 2024.
Resolution No. 1243/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units of Nghe An province for the 2023-2025 period takes effect from December 1, 2024.
Accordingly, at the district level, Nghe An will reorganize 3 units, including 1 unit subject to compulsory reorganization, Cua Lo town, and 2 adjacent related units, Vinh city and Nghi Loc district.
Specifically,Import the entire natural area and population size of Cua Lo townand the entire natural area and population of 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong (Nghi Loc) into Vinh city. After the arrangement, Vinh city has a natural area of 166.22 km2and the population is 580,669 people.
At the commune level, 92 units were reorganized (including 65/89 units subject to mandatory reorganization and 27 adjacent related units); 4 units were encouraged to be reorganized; 24/89 units were not reorganized due to special factors.
Thus, after the arrangement, Nghe An reduced 1 district-level administrative unit, from 21 to 20 units and reduced 48 commune-level administrative units, from 460 to 412 units.
