Provincial Party Secretary, Provincial People's Committee Chairman Nguyen Duc Trung chaired the November thematic meeting
On the afternoon of November 14, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the special meeting of the Provincial People's Committee in November 2024 to listen to and give opinions on draft reports and draft Resolutions submitted to the Provincial People's Council.
Attending the meeting were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Vice Chairman Standing Chairman of the Provincial People's Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; together with members of the Provincial People's Committee, leaders of departments, branches and sectors.

Comment on reports submitted to the Provincial People's Council
At the meeting, the Provincial People's Committee listened to and commented on draft reports in 2024 on administrative reform; practicing thrift, fighting waste; ensuring traffic order and safety; preventing and combating corruption and negativity; receiving citizens, handling complaints and denunciations; preventing and combating crimes and law violations.
The Provincial People's Committee also listened to and commented on the draft report in 2024 on the results of implementing the National Target Program on New Rural Development; the National Target Program on Sustainable Poverty Reduction; compliance with policies and laws on occupational safety and hygiene; results of implementing children's rights and resolving issues related to children; and innovation of general education programs and textbooks.

The reports clearly stated that, with the motto "Choose key tasks - Take decisive action", administrative reform continued to have many positive and clear changes, recognized and highly appreciated by people and businesses.
The reception of complete online records and the handling of administrative procedures meet the requirements of the people and businesses, ensuring convenience and compliance with regulations. The review, arrangement of the organizational apparatus, restructuring of the staff, civil servants and public employees are carried out seriously and effectively. Discipline, administrative discipline, and basic public service ethics are strictly observed.

The practice of thrift and anti-wastefulness continues to be effectively implemented, contributing to the sustainable development of the province. Corruption prevention solutions are focused on and implemented seriously and synchronously.
The work of receiving citizens and handling complaints and denunciations is carried out synchronously, resolutely, with many solutions; reviewing and resolving complaints and denunciations involving many people, complicated and prolonged. Traffic accidents compared to the same period in 2023 decreased in all 3 criteria.

Crime prevention work, the situation of all types of crime continues to be contained and reduced. Many major and famous cases have been fought and solved, preventing the formation of criminal gangs. The project to build a "Border Commune free of drugs" has achieved very outstanding results.
By 2024, the province strives to have 8 more communes meeting new rural standards; 36 communes meeting advanced new rural standards; 10 communes meeting model new rural standards; 1 district meeting new rural standards; 2 districts meeting advanced new rural district standards.

The quality of life of rural people is improved; many production models are created with stable jobs for the people. The average income per capita in rural areas is expected to reach about 47,073 million VND/person/year by the end of 2024.
The national target program on sustainable poverty reduction has been implemented synchronously, ensuring the correct content and implementing the goal of inclusive poverty reduction. The capital allocated in 2024 has been disbursed at over 18%; the capital in 2022 and 2023 extended to 2024 has been disbursed at 85.50%.

Compliance with occupational safety and health policies and laws is increasingly focused on and improved. However, in some small and medium enterprises, there are still limitations, and occupational accidents and diseases still occur.
At the meeting, based on the report and discussion, the Provincial People's Committee unanimously approved the draft reports to submit to the Provincial People's Council at the end of 2024 session.
Overcoming shortcomings and limitations, effectively implementing state management in all fields
In his concluding remarks, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that the province's administrative reform work in recent times has changed in all areas; administrative procedure reform, especially the implementation of Project 06, has achieved good results, ranking among the top in the country with many creative models.

However, there are still some officials and civil servants who violate discipline, administrative discipline, and public ethics to the extent that they must be disciplined. Digital transformation has not achieved high results due to many objective and subjective factors. In the coming time, it is necessary to continue to improve the direction and management work; continue to enhance the public ethics of officials and civil servants.
According to the Provincial Party Secretary and Chairman of the Provincial People's Committee, the work of preventing and combating corruption has been carried out resolutely, with the motto of prevention being better than cure.
In the work of receiving people, handling complaints and denunciations, the role of local and district authorities still has limitations. In 2025, this work needs special attention to create conditions for the good organization of Party Congresses at all levels, towards the National Congress of Delegates.

The Provincial Party Secretary and Chairman of the Provincial People's Committee assessed that the work of preventing and combating crimes and law violations has achieved many positive results, with many models being highly appreciated by the Ministry of Public Security and replicated nationwide. In 2025, it is necessary to continue to strengthen to ensure political security and social order and safety.
The results of the province's National Target Program on New Rural Development have achieved positive results. Up to now, the whole province has 327/411 communes meeting new rural standards; 127 communes meeting advanced new rural standards; 25 model new rural communes. 11 district-level units have completed their tasks/met new rural standards.

With the identified difficulties, comrade Nguyen Duc Trung suggested that in the coming time, sectors and localities need to pay more attention to this work. Besides, in the national target program for sustainable poverty reduction, the issue that needs to be focused on is the disbursement of public investment capital.
Compliance with policies and laws on occupational safety and hygiene still has many shortcomings, and a number of occupational accidents and diseases still occur. In the coming time, when the province attracts more investment and the number of workers in factories increases, this issue must be paid more attention.

In addition, the implementation of children's rights and the resolution of child-related issues are very important, but the situation of children drowning and being abused is still worrying. The innovation of general education programs and textbooks has been comprehensively implemented by the province from grades 1 to 12.
In the coming time, Provincial Party Secretary and Provincial People's Committee Chairman Nguyen Duc Trung proposed to properly arrange the teaching staff at all levels to effectively implement the National Assembly's Resolutions on innovation of general education programs and textbooks.
At the meeting, the Provincial People's Committee also listened to, commented on and unanimously approved the draft Resolutions of the Provincial People's Council to submit to the Provincial People's Council for consideration according to its authority.
