Nearly 300 businesses and mine directors updated on new regulations on minerals
On the afternoon of November 14, in Vinh city, the Department of Natural Resources and Environment of Nghe An organized propaganda and updated new requirements and regulations of the Party and laws on the mineral sector.
Mr. Le Quang Huy - Deputy Director of the Department of Natural Resources and Environment chaired the training session. Also attending were representatives of relevant departments and branches, the North Central Geological Federation;Representatives of the Department of Natural Resources and Environment of districts, cities and towns and nearly 300 mineral enterprises and mine executives in the area.

Mineral resources play an increasingly important role in socio-economic development. In order to manage and use mineral resources effectively, the Party and the State have issued many increasingly complete and strict regulations. However, due to the shortcomings in the management of mineral resources, especially sand and gravel; while the management regulations are increasingly tightened, businesses and mine operators have not yet grasped them in time, especially the regulations on licensing, monitoring of mining activities, and the use of explosives....

Therefore, many localities and businesses still exploit resources wastefully, losing tax revenue, resource and environmental fees. From 2023 to now alone, authorities have fined over 3.5 billion VND for illegal mineral exploitation activities.

At the training session, the representative of the Department of Natural Resources and Environment of Nghe An emphasized the significance and importance of updating new regulations and requirements, including strategic orientations for development and management of mineral resources in recent times and how to calculate the quantity of mineral resources exploited after licensing for management and tax calculation.

The Department of Natural Resources and Environment recommends that enterprises with mineral exploitation activities and mine managers in the province need to master the regulations to exploit the correct licensed reserves; apply modern technology in exploitation, ensure mine safety, limit violations in exploitation activities, and use mineral resources economically...

At the training course, along with propaganda and updating the national strategic orientation of geology, minerals and mining industry to 2030, with a vision to 2045 according to Resolution No. 10-NQ-TW and Resolution No. 88/NQ-CP of the Government on promulgating the Government's action program to implement Resolution No. 10/NQ-TW, the provincial Department of Natural Resources and Environment also disseminated Resolutions, Directives, Plans of the Provincial Party Committee, Decree No. 27/2023 of the Government regulating environmental protection fees for mineral exploitation; Resolution No. 17/2023 of the People's Council of Nghe An province regulating the collection rate and calculation unit of environmental protection fees for mineral exploitation...

At the end of the training session, based on the proposals and recommendations of a number of enterprises, representatives of the Minerals Department (Department of Natural Resources and Environment) and representatives of the Provincial Environmental Protection Fund discussed and answered a number of issues that open mining enterprises often question and make recommendations on, such as granting certificates to mine executives; penalties for mining procedures, licensing explosives; regulations related to the collection and disbursement of environmental protection funds; management mechanisms of the Environmental Restoration Fund, etc.
