Bright spot of administrative reform in Nam Dan district
Administrative reform is one of the three breakthroughs set forth in the Resolution of the 27th Congress of the Nam Dan District Party Committee, term 2020 - 2025. This has become a key task that the entire political system from the district to the grassroots has resolutely directed and pondered over with many good models and creative approaches.

Many good models, creative ways of doing things
During a working trip to Nam Giang commune (Nam Dan), we heard many positive feedbacks from the people about the administrative procedures of the local government. Mr. Tran Huu Hung, from hamlet 1, went to the commune's "One-stop" department to complete the birth registration procedure for his child and shared: "I completed the birth registration procedure for my child in a few dozen minutes and was also instructed by the staff on how to use online public services so that the next time I need to do any procedures, I can do them at home, without having to go to the office. Not only are the procedures handled quickly, but the locality also creates conditions to handle some procedures for the people on holidays, festivals, and even at night, if any family has a relative who has passed away to ensure time for cremation, or any family has children or grandchildren on leave who need to certify or confirm their marital status, certify documents for families to find martyrs' graves...".

According to Mr. Phan Trong Hai - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nam Giang Commune: With the goal of bringing the highest satisfaction to people and businesses; in the past time, the locality has focused on performing tasks well, quickly resolving administrative procedures through the "No Appointment Day" model at the "One-stop shop" department. With the regulation of resolving administrative procedures within 3-5 days such as issuing marriage status certificates, re-registration of death certificates...; the commune only resolves within a few hours if all procedures are complete.
Nam Giang commune also sets high requirements for the responsibility of propaganda and guidance for people to use online public services of officials and civil servants. The rate of documents submitted and processed online in the locality is increasing; the rate of document digitization reaches 82% and the rate of online payment reaches nearly 94%.

Also implementing the model of "Unscheduled day associated with online public services in handling administrative procedures", Nam Dan town focuses on handling administrative procedures within the day for procedures in the field of civil status, such as extracting copies of Birth Certificates, extracting copies of Death Certificates, extracting copies of Marriage Certificates... Nam Dan town also implements the model of "Friendly One-Stop Shop" through investment and upgrading of facilities and equipment: computers, scanners, cameras, air conditioners, upgrading network transmission systems.
For Nam Hung commune, from clearly identifying the limitations in administrative reform with the low rate of online public services in 2023, in 2024, the locality will focus on directing heads of commune-level organizations and members of the community digital technology team to work at the "One-stop" department of the Commune People's Committee to guide people on how to enter online records, along with fully equipping printers and scanners to serve the people.
Nam Hung commune established a Zalo group for officials and civil servants to directly handle administrative procedures for people; when people come to do the procedures, the civil servants receiving the documents will immediately put them in the group to report to the leaders of the commune People's Committee for processing, the Office will stamp and return the results immediately to the people. The results of handling administrative procedures on time from the beginning of 2024 to present in Nam Hung commune is 99.73%; the index of publicity and transparency in handling administrative procedures in this locality is 100%.

Many drastic solutions
Identifying administrative reform as one of the breakthroughs to create momentum to promote socio-economic development, Nam Dan District Party Committee issued Resolution No. 11, dated December 28, 2021 on promoting administrative reform in the district for the period 2021 - 2025, with a view to 2030. This has become a key task that the entire political system from the district to the grassroots level is interested in directing resolutely and creatively; ensuring favorable conditions, meeting the satisfaction of people and businesses and promoting the implementation of political tasks at each level, each sector, agency and unit.
At the district level, the District Administrative Reform Steering Committee issues monthly guidance documents and timely remedies for each department, office, agency, unit at the district level and communes and towns on tasks that need to be focused on and resolved, overcoming difficulties and limitations in administrative reform. Every quarter and every 6 months, the district has detailed reports on administrative reform work and supplements for units showing signs of slowing down in administrative reform.

In 2024, the People's Committee of Nam Dan district issued a plan to promote initiatives and replicate models of administrative reform in the district; at the same time, launched the "Month of action on administrative reform" in October 2024.
Comrade Vuong Hong Thai - Member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Nam Dan district said: Through the issuance of the plan to promote initiatives and launch the "Month of action on administrative reform" to continue to arouse concerns, thinking, and creativity in many models and good practices on administrative reform; demonstrate the determination to overcome difficulties and limitations, promote the improvement of administrative reform indicators of the district; ensure to bring practical benefits to individuals and organizations when using online public services. Accordingly, currently in the communes and towns, many models of "No writing day associated with online public services in handling administrative procedures" are being implemented with officials and civil servants directly filling in and completing procedures for the elderly or those who have difficulty writing; periodic administrative reform propaganda model; "Saturday for the people" model; "Dedicated guidance, reducing processing time, returning results quickly" model; Model “Create public QR codes, guide administrative procedures through short videos”…

With strong leadership and many creative ways, currently 100% of the district's administrative procedures are updated and made public in many suitable forms. The rate of administrative procedure files resolved on time is over 99%; the overall assessment index on national public services is 88.74%... More importantly, the quality of service and satisfaction of people and businesses are improved; creating a driving force to promote the construction of a democratic, modern, professional, disciplined, public, transparent administration, improving the quality of public services.

In addition to the determination and positive results, comrade Hoang Nghia Hung - Head of the Department of Internal Affairs, Nam Dan District People's Committee frankly discussed: Currently, the information technology infrastructure is sometimes not up to standard, there are times when the system is congested; there are procedures, officials and civil servants have to wait for solutions in the electronic environment for hours. On the other hand, many people are still hesitant to do things online, because people only occasionally have administrative procedures, each time they look up, it takes a long time, they are afraid of making mistakes, there are procedures that require printing out the application to write and then scan into the system, there is no personal digital signature..., so mainly officials and civil servants are supporting people to do it.
To overcome the above limitations, the Head of the Department of Internal Affairs, Nam Dan District People's Committee emphasized: Along with the determination of the locality, all levels also need to research to continue to propagate and promote the implementation of administrative procedure settlement in the electronic environment; at the same time, upgrade and improve information technology, meeting the requirements of administrative reform and national digital transformation.
