Nghe An strengthens handling of violations of power grid safety corridors

The power grid safety corridor is a safe distance to protect power grid works and civil works of the people. Although the violation situation has decreased, violations of power grid safety corridors in the province still occur, requiring more drastic solutions.

Violations of power grid corridors continue

Anh Son Power Company is currently managing and operating more than 300km of 35kV medium voltage lines, nearly 700km of low voltage lines and 200 distribution transformer stations with nearly 40,000 customers purchasing electricity. In previous years, the situation of trees violating the power grid corridor was very common, leading to widespread power outages due to trees colliding with the power grid lines, especially during the rainy and stormy seasons, specifically in Veu village, Phuc Son commune, line 373E15.4 through Lang Son, Hoa Son and Tho Son communes, affecting the lives of people and the security and economy in the area.

By many solutions such as propaganda and mobilizing people to create conditions for the electricity sector to coordinate with local political and social organizations to launch campaigns to clear the power grid corridor, cut down trees, mobilize people not to plant trees under and near the power grid corridor, switch from planting perennial trees such as acacia, bamboo, mahogany, etc. to short-term trees such as tea, cassia, sugarcane, corn, etc.; currently, incidents have decreased significantly, making it one of the units with the fewest incidents in the entire Nghe An Electricity Company.

Mr. Ngo The Lu - Director of Anh Son Electricity said: Previously, there were 33 houses, constructions, and architectural structures that violated the power grid safety corridor, and there were unfortunate accidents involving people, equipment, and power grid incidents in the area. In recent years, the electricity industry has prioritized capital sources to straighten power lines, increase phase-to-ground distances, replace bare wires with coated wires, and handle power grid corridor violations such as Dinh Son, Cam Son, and Phuc Son areas, contributing to stabilizing the power grid and ensuring safe and stable power supply in the area.

Nghe An currently manages and operates the 110kV power grid with nearly 884km of lines; the medium voltage grid is over 7,129km long with 167 lines. Compared to previous years, the situation of corridor violations has decreased. However, there are still some violations of the high voltage grid safety corridor.

The main violations include building houses and works that violate the safety corridor of the high-voltage power grid; dumping soil and rocks, gathering materials, and leveling the ground, reducing the phase-to-ground distance compared to the original design of the power line, not ensuring the safety of the power line. Along with that, using mechanical means of construction under the power line violates the safety distance of electric discharge, threatening the risk of human accidents and power grid incidents...

In addition, there is also the situation of people replanting trees in the area or near the power grid safety corridor after being compensated for clearance; Changing the type of crop from short-term crops with low height (sugarcane, fruit trees...), low economic efficiency to tall trees (acacia, eucalyptus...), which are at risk of touching the wires, causing incidents and safety risks. Then the situation of people catching birds at power stations, power poles; fishing, flying kites, cutting trees, digging soil near high-voltage power lines still occurs, leading to the risk of causing accidents.

The survey shows that violations of the safety corridor of the power grid still exist in localities, especially in mountainous districts. According to annual statistics, the rate of incidents of trees violating the safety corridor of the high-voltage power grid leading to incidents on the power grid accounts for over 35% of the total number of incidents. In particular, power lines account for a high rate of incidents due to trees violating the corridor on the power grid in districts such as: Que Phong, Quy Chau, Quy Hop, Nghia Dan, Ky Son, Tuong Duong, Con Cuong, Anh Son, Tan Ky, Thanh Chuong.

Strengthening handling of violations

The reason for the violations is that people arbitrarily exploit trees near high-voltage power lines. Land allocation and construction permits for housing projects in some localities do not exclude the power grid safety corridor or do not provide conditions to limit the ability to use land, the space between the power lines and the construction, and housing. In many places, land leveling for traffic infrastructure projects has changed (reduced) the safety distance between the power lines and the ground compared to the original design status...

It is known that since the beginning of the year, the electricity industry has focused on handling violations of the high-voltage grid safety corridor.

Regarding the work of minimizing constructions and houses violating the corridor and the points of phase-to-ground distance that do not meet the requirements: 4/10 constructions and houses violating the high-voltage grid safety corridor have been handled and 2/05 points of phase-to-ground distance violations have been handled (data of violation points calculated from the beginning of 2024). For the points where violations currently exist, the Company's affiliated units have developed a handling plan and are continuing to implement according to the Company's plan to minimize violations in 2024.

Regarding the work of clearing corridors and handling and minimizing tree points violating the power grid safety corridor, by October 31, 2024, the Company's affiliated units had cleared 758.1 km/600 km, reaching 126.4% of the plan for trees inside and outside the power grid safety corridor.

As of October 31, 2024, the Company's affiliated units have handled 29/35 tree violation points (35 violation points since the beginning of 2024). There are currently 06 tree violation points: Quy Hop (4 points); Quy Chau (1 point); Nghia Dan (1 point). The Company's affiliated units are continuing to coordinate with authorities at all levels to handle the tree violation points.

Under the strong direction of the Steering Committee and the Standing Committee of the Electricity Development Steering Committee of Nghe An province, the work of protecting the safety of high-voltage power grid corridors has ensured safe and reliable power supply to serve socio-economic development, production and daily life of people and businesses in districts, towns and cities in the province. Local authorities at all levels in the province and the media have coordinated with the electricity sector in propagating and handling, preventing violations of the corridors, thereby receiving the support and consensus of a number of people, leading to a number of violations being handled.

However, some localities have not been resolute in imposing administrative penalties on cases of intentional violations, leading to people still planting trees in the power grid corridor, leading to the potential risk of causing power grid incidents and the risk of causing electrical accidents among the people. Many households have not voluntarily converted or trimmed trees inside and outside the corridor where high-voltage lines pass through; they have not coordinated, causing difficulties and hindering the electricity industry from clearing the power grid corridor.

In order to effectively implement the management of power grid safety corridors, contributing to reducing incidents, ensuring human safety and stable power supply, Mr. Le Quang Thanh - Deputy Director of Nghe An Power Company said that Nghe An Power Company continues to direct the units managing and operating high-voltage power grids in the province to regularly inspect and protect the power grid safety corridors, in order to detect new trees, houses, and constructions planned to be built along the power transmission line corridors that are likely to violate the power grid safety corridor. Coordinate propaganda and mobilize people and tree owners to cooperate with localities and agree to let the management and operation units clear trees inside and outside the line corridors, ensuring the power grid safety corridor according to regulations...

The Deputy Director of Nghe An Electricity Company also requested that authorities at all levels, before granting land and construction permits, pay attention to the safety corridor of the power grid according to Decree No. 14/2014/ND-CP dated February 26, 2014 and Decree 51/2020/ND-CP dated April 21, 2020 of the Prime Minister, and at the same time, create conditions for approving land allocation for medium and low voltage lines that currently do not have or do not have complete legal documents for power projects due to historical reasons.

The Electricity Company proposed that the violation points of the power grid corridor need to be inspected and handled. Specifically, the violating tree planting points: At column 139-141 of the 110kV line 172E15.30 Quynh Luu - 172E15.3 Quy Hop, in Hung Nam hamlet, Tay Hieu commune, Thai Hoa town; At column 189-208 of the 35kV line 374E15.3 Yen Hop, in Trong Canh hamlet and Thai Lao hamlet, Yen Hop commune, Quy Hop district; At column 01-02 of NR Ke Can, 35kV line 374E15.3 YH-QC, in Phom Lau hamlet, Chau Binh commune, Quy Chau district; At column 01-07 of NR Hong Yen, 35kV line 375E15.36, in Tranh Yen hamlet, Nghia Yen commune, Nghia Dan district.
