Nghe An strives to improve the efficiency of capital support for linking agricultural and forestry production in mountainous areas
Projects under the National Target Program (NTP) for Socio-Economic Development in Ethnic Minority and Mountainous Areas Phase I in Nghe An not only provide capital but also help highland farmers promote agricultural and forestry production according to sustainable value chains.
Promote existing conditions
Taking us to visit his family's fish pond, Mr. Le Van Ang in Na Kho village, Nga My commune (Tuong Duong) said that in the past, his family's economy mainly relied on raising cows and pigs and collecting forest products. For the past 2 years, his family has had a fairly stable source of income thanks to selling fish from the pond supported by the National Target Program. Every year, 2-3 batches, he harvests about 2-3 nests of fish/batch, each weighing an average of 1.5kg, selling for 100,000 VND/kg.

Na Kho village chief Lu Van Uon said that the economic development models that Na Kho households benefit from are all funded and have very close and effective technical guidance.
Speaking more clearly about this, Vice Chairman of Nga My Commune People's Committee - Mr. Kha Van Thu said that the models that people are supported are mostly from the capital of the National Target Programs Phase I (2021-2025) according to Decision 1719/QD-TTg of the Government.
Nga My has villages located in the buffer zone of Pu Huong Nature Reserve, along Nam Ngan stream and Nam Kho stream, economic development under the forest canopy, associated with forest protection is extremely important. Therefore, Tuong Duong district, Nga My commune has focused on investing capital from the National Target Program for people in the villages in the area in developing economic models that promote local advantages associated with forest protection.
Specifically, the capital from the National Target Program for Public Investment in 2023 and 2024 will invest in the following models: planting medicinal plants under the forest canopy in Na Kho village with 15 participating households; a commercial duck farming model in Xop Kho and Na Kho villages with a scale of 1,500 ducks for 10 households, with a cost of 106.5 million VND. A model of raising eels in tanks in Pot and Bay villages with 15 households implementing it, with a support capital of more than 200 million VND. A model of planting five-ribbed Melaleuca trees in Dang village with 3 hectares, Vang Mon village with 1 hectare, Bay village with 2 hectares and Na Ca with 4 hectares, with a total cost of 719 million VND, supporting 46 households.

The capital source of the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2025 period (National Target Program 1719) of Tuong Duong district is allocated more than 700 billion VND to implement 10 projects. One of the most effective projects is Project 3, investing in 19 models of sustainable agricultural and forestry production development according to value chain linkage from cultivation to consumption for more than 400 households.
Thanks to Project 3, people have both developed their economy and protected the forest. The total area of forest protection support and forest protection contracts in Tuong Duong district is more than 93,000 hectares, providing forest protection contract money for 5,958 households and 160 community groups.
It can be seen that, not only in Tuong Duong district, the capital of the National Target Programs has helped "support" mountainous localities to promote their advantages for sustainable agricultural and forestry production associated with forest protection.
For example, in Con Cuong district, in Chau Khe commune, in 2023, the capital source of Sub-project 2 - Project 3 of the National Target Program for Ethnic Minorities and Mountainous Areas supported the breeding of Sind crossbred cows and supported the development of buffalo breeding for poor and near-poor households in 9/9 villages. Of which, 43 Sind crossbred cows and 26 breeding buffaloes were supported. In addition, the National Target Program source also supported the development of agricultural production for 6 villages including Chau Son, Chau Dinh, Bung Xat, Ban Diem, Ban Bu, Ban Na. In addition to supporting agricultural models, Chau Khe people also received more than 670 million VND in forest protection support.

Implementing the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas in Con Cuong, by the end of 2023, the total medium-term capital for the period 2021-2025 reached more than 394 billion VND, allocated to 52 projects. Of which, the capital allocated for the period 2022-2024 was more than 294 billion VND, of which 201 billion VND was disbursed (reaching 68.3%). For Sub-project 2 - Project 3 of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas in the period 2021-2025 (capital from 2022 and 2023), it has supported production development for 9 communes in area 3 and Trung Chinh village, Yen Khe commune, a particularly difficult village, with a budget of more than 9 billion VND.
Increase the disbursement rate of public investment capital
Mr. Vi My Son - Deputy Head of the Provincial Ethnic Minorities Committee said that the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period has been implemented synchronously and with the consensus of the ethnic minority people, so the capital source has been effectively promoted. In 2024 alone, implementing the capital allocation plan, the Provincial People's Council passed Resolutions with a total capital plan from the central budget of more than 1,600 billion VND, of which development investment capital is more than 799 billion VND, and public service capital is more than 801 billion VND. From there, it has allocated housing support for 86 households; production land support for 759 households; invested in the construction of 139 new investment project portfolios and transferred 238 investment project portfolios of 2022 and 2023.

To increase the disbursement rate of public investment capital from the National Target Programs, Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Working Group on Public Investment said that localities and units need to assess the causes of existence, difficulties and solutions based on correct assessment of the situation, finding the right causes, proposing the right solutions, the right implementation goals and solutions. Agencies and departments are proactive in synthesizing capital, adjusting capital sources in a timely manner to ensure the correct implementation of goals and tasks. After being allocated capital, it is necessary to urgently complete the preparation of investment procedures for projects. There are specific plans and solutions to remove difficulties and obstacles in the implementation process to speed up the disbursement progress of public investment capital sources, especially the National Target Programs.
