National Assembly passes law on increasing retirement age of military officers

On the morning of November 28, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.

The National Assembly agreed to increase the age of active service for officers. Accordingly, the maximum age limit for officers serving in the army according to military rank is: lieutenant 50 (increased by 4 years), major 52 (increased by 4 years), lieutenant colonel 54 (increased by 3 years), lieutenant colonel 56 (increased by 2 years), colonel 58 (increased by 1 year for men and 3 years for women). The age of service for generals remains the same at 60 for men and increased by 5 years to 60 for women.

The retirement age of reserve officers has also been adjusted upward. Lieutenants will increase from 51 to 53 years old, majors from 53 to 55, lieutenant colonels from 56 to 57, lieutenant colonels from 57 to 59, and colonels from 60 to 61. The retirement age of generals will remain at 63. For commanders of commune-level military commands, the service age will be regulated according to the Labor Code.

The law also stipulates: When the military has a need, officers with sufficient political qualities, ethics, capacity, health and volunteering can have their service age extended as prescribed but not more than 5 years; in special cases, it can be extended according to regulations of the Minister of National Defense.

Regarding the highest military rank for an officer's position or title, the Law stipulates that the highest military rank for an officer's position or title is prescribed as follows:

General, the number of which does not exceed 3, includes: Minister of National Defense; Chief of the General Staff; Director of the General Political Department.

Senior Lieutenant General, Navy Admiral, the number is not more than 14, including: Deputy Minister of National Defense with the highest military rank of Senior Lieutenant General, Navy Admiral: the number is not more than 6; Deputy Chief of the General Staff, Deputy Director of the General Department of Politics: each position has the number not more than 3; Director, Political Commissar of the National Defense Academy.

The positions and titles with the highest military ranks are Lieutenant General, Vice Admiral of the Navy; Major General, Rear Admiral of the Navy, the number of which does not exceed 398.

The Law also stipulates: Arranging land from the land fund for social housing development according to the provisions of the law on housing and reclaiming land according to the provisions of the law on land to hand over to the Ministry of National Defense as the competent authority, deciding, approving investment policies, selecting investors to implement investment projects, building social housing according to the provisions of the law on housing and other relevant legal provisions in accordance with the needs of the Ministry of National Defense.

Also on the morning of November 28, the National Assembly discussed in the hall the draft Law on Corporate Income Tax (amended) and carried out personnel work under its authority.

Late this afternoon, the National Assembly will discuss and vote to pass the Resolution on electing members of the National Assembly Standing Committee, the National Assembly Secretary General for the 15th National Assembly term and resolutions approving the proposal on the appointment of the Minister of Finance and the Minister of Transport for the 2021-2026 term and Judge of the Supreme People's Court.
