The Draft Law on Teachers is an issue of public concern and directly relates to nearly 1.6 million teachers nationwide. When the draft Law is promulgated and put into effect, it is expected to contribute to resolving many current problems.

Previously, according to the Government's Proposal, the Law on Teachers was developed to fully and promptly institutionalize the Party and State's guidelines, policies and strategies on teachers, especially the viewpoint that "Education development is the top national policy", and teachers "play a decisive role in ensuring the quality of education".

Besides, the constructionLaw on Teachersalso aims to perfect the synchronous, unified, comprehensive legal framework to create a legal basis to implement the central, consistent goal of building and developing a team of teachers with sufficient quantity and good quality. At the same time, honor teachers and motivate teachers and learners, create conditions for teachers to work with peace of mind, love their profession, be dedicated and responsible for their profession; contribute to perfecting the legal system on education.

Ms. Hoang Phuong Thao - Head of Vinh City Department of Education and Training: It is necessary to give autonomy to the education sector in using teachers.

For the Vinh City Education and Training sector, the shortage of teachers is still happening according to the regulations of the Ministry of Education and Training. Therefore, if the Education and Training sector is given the authority to balance the proportion of teachers in schools according to the characteristics of the sector, it will certainly ensure the number of teachers in the classroom and avoid the situation of local surplus - shortage in schools. Because more than anyone else, the sector knows which aspects will be promoted in the next phase, which subjects will be strengthened.

Simply, with the Natural Science subject currently integrating the 3 subjects Chemistry - Physics - Biology of the old 2006 textbook program, the industry will be able to orient how to recruit teachers to overcome the surplus of teachers.

Besides, education is a special sector. If teachers are governed by the Law on Civil Servants and Emulation and Rewards like all sectors, it will be very inappropriate, such as the fact that sectors consider emulation based on the administrative year, but the Education sector classifies emulation based on the school year. Therefore, each year, the Education sector must consider emulation twice.

In my opinion, if it is called specific, then those in the industry will understand it. Therefore, we must give autonomy to the education sector in all guaranteed conditions. Because when we are responsible for education, we must also be responsible for the guaranteed conditions. That is teachers, facilities, finance... If it is synchronized, it will ensure the improvement of education quality in schools.

Teacher Sam Minh Anh - teacher at Tri Le 2 Primary Boarding School for Ethnic Minorities: The policy of attracting teachers to difficult areas will create motivation.

I graduated from a teacher training college and have been employed for 2 years. Currently, my salary is more than 9 million VND/month for teachers working in border areas and compared to other areas, we have been given priority.

In the Law on Teachers, I am interested in the policy of attracting and employing highly qualified and talented people to become teachers. In addition, the law also mentions policies for teachers participating in teaching and education in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions, teachers who are ethnic minorities and teachers in some specific professions. These are all new points and if implemented, they will help teachers in general and teachers who are ethnic minorities like us have more motivation to stick with the profession for a long time.

Teacher Nguyen Van Nam - Principal of Quang Trung High School (Dien Chau): Waiting for the Law Teachers care about non-public schools

When the Education sector had a policy of soliciting comments on the draft Law, the staff and teachers at my school were very interested and believed that if the Law was implemented, we would have a real "status".

In fact, for a long time, there have been many differences between public and non-public schools, although there has not been a specific regulation. That affects the rights, regimes, and policies for schools and teachers. For example, with salary policy, currently, non-public teachers' salaries are paid by agreement between the board of directors and the teacher, there is no specific policy.

The payment of insurance and unemployment benefits also needs to be re-examined because teachers' income is not stable from month to month. We also hope that the Government will pay attention to investing in facilities and teaching equipment and within the general regulations of the industry...

Regarding the consultation for the new Law on Teachers,Mr. Thai Van Thanh - Director of Department of Education and Training,The XV National Assembly delegate said that the new Draft Law on Teachers has 6 new policies, such as establishing the legal status of non-public teachers, ensuring equality in rights and obligations for foreign teachers. That ensures a legal corridor and a favorable environment for teachers to work with peace of mind, love their jobs and be dedicated to their profession; at the same time, it meets the wishes, aspirations, creativity and dedication of non-public teachers to the cause of educating people.

Or with the regulations on titles, professional standards of teachers, bases for professional standards of teachers... will be a "mirror" for teachers to self-evaluate, practice and self-improve in order to continuously develop their own expertise and profession, meeting the requirements of fundamental and comprehensive innovation in education and training. This is also an important tool to monitor and control the quality of the teaching staff.

With regulations on recruitment and use of teachers, this policy fully reflects the characteristics of teachers' pedagogical work. That ensures the recruitment of teachers with quality and appropriateness to job positions, professional structure, subjects...

In addition, if the education sector is given the initiative to manage the payroll, this issue can be effectively resolved, helping the sector to develop long-term, clear and sustainable teacher training strategies and plans.

When the Law on Teachers is promulgated and takes effect, it will contribute to innovation in State management of teachers, helping to improve the initiative of educational management agencies at all levels.
