Comrade Duong Ngoc Son - Secretary of the Party Committee of Dien Ngoc Commune (Dien Chau District) has 10 more years of work before reaching retirement age. Recently, Comrade Son wrote a letter of application for early retirement with the reason "to facilitate the organization of surplus cadres after the administrative unit reorganization". According to the roadmap, Dien Ngoc Commune will merge with Dien Bich Commune to establish a new administrative unit, Ngoc Bich. After the merger, Ngoc Bich Commune will have 21 surplus cadres and civil servants.

"Writing a voluntary early retirement application is not easy for any cadre or civil servant, especially when I have 10 years of work left. My wife cried when she learned about my decision. But I explained to her. My family has a production facility, and I have skills in the field of electricity, so when I retire from my job at the commune, I have time to develop the family economy, increase income and can create more jobs for local workers. Besides, through studying the regulations and policies on supporting cadres, civil servants, and non-professional workers who are redundant after the merger, I find the support policy for those who retire early very satisfactory..." - comrade Duong Ngoc Son shared.


At the same time, comrade Dau Xuan Thuy - Chairman of the Fatherland Front Committee of Dien Ngoc commune - who held the position of Chairman of the People's Committee of the commune for 2 terms, Secretary of the Party Committee of the commune for 2 terms - also voluntarily wrote a letter of request for early retirement. The reason was clearly stated by comrade Thuy: "Although I am still old enough to structure the positions in the commune, I see that in the agency there are many comrades who are young, well-trained, have working capacity and have many prospects, so I voluntarily asked to retire, creating opportunities for those comrades to contribute. I believe that those comrades will complete their tasks well. My request for early retirement also creates more favorable conditions for the organization in the work of arranging cadres".
“The key local cadres who have just retired early are capable, experienced and prestigious. During their work, they have also been a spiritual support for young cadres like us. Their actions to create conditions for young cadres like us to continue contributing after the commune merger are very noble deeds...”, shared Comrade Cao Duc Nguyen - Standing Deputy Secretary of the Dien Ngoc Commune Party Committee.

In 10 communes implementing the project of rearranging commune-level administrative units in Dien Chau district in the period of 2023 - 2025, there are 98 redundant cadres and civil servants. Dien Chau district has implemented good ideological work, creating high consensus among cadres, civil servants, public employees and workers. By mid-November 2024, 12 cadres and civil servants voluntarily wrote applications for early retirement, although many of them still had 5-10 years of work experience.

According to regulations, by November 2029, comrade Pham Huu Hong (born in 1967) - Party Secretary, Chairman of the People's Council of Hong Long commune (Nam Dan district) will retire according to the regime. However, comrade Hong decided to write a request for early retirement so that subordinate cadres have the opportunity to develop. According to comrade Hong, the decision was made to create conditions to arrange surplus cadres after the merger of Hong Long commune and Xuan Lam commune into a new commune, expected to be named Xuan Hong commune.
“Although the number of years of insurance contributions is still low, but with the responsibility of a party member and local leader when there is a policy of merging administrative units, I have set an example by voluntarily writing a request for early retirement. I have also encouraged two officials, the President of the Women's Union and the President of the Commune Fatherland Front Committee, to apply for early retirement to give young officials a chance to be considered for placement after the commune merger, while also creating favorable conditions for the organization in arranging officials" - Comrade Pham Huu Hong expressed.

Comrade Phan Dinh Hai - Chairman of the Farmers' Association of Khanh Thanh Commune (Yen Thanh District) still has 7 years to go before retirement age. However, when implementing the arrangement of administrative units, with surplus cadres and civil servants, comrade Hai was ready to retire early. Many cadres and civil servants in Yen Thanh District, although still having many years of work, eligible for re-election, voluntarily applied for early retirement when arranging administrative units in the period of 2023-2025, such as: Comrade Dao Ngoc Quy - Chairman of the People's Committee of Lien Thanh Commune; Comrade Phan Phuc Hao - Secretary of the Party Committee of Minh Thanh Commune; Comrade Tran Khanh Tung - Chairman of the People's Committee of Minh Thanh Commune; Comrade Ho Xuan Sau - Vice Chairman of the People's Committee of Minh Thanh Commune...

The above-mentioned officials voluntarily applied for retirement when they had more than 5 years of work left. At the same time, many officials, civil servants and public employees in communes with many years of work left applied for retirement and received support when rearranging administrative units.

According to the project to reorganize commune-level administrative units in the period of 2023-2025, Yen Thanh district has 14 communes merged into 7 communes. This is the locality with the third highest number of merged communes in the province (after Thanh Chuong and Quynh Luu). After the reorganization, the whole district will have a surplus of 115 commune-level cadres and civil servants. The plan to resolve the surplus cadres and civil servants has been developed by Yen Thanh district based on objective assessment, considering capacity and job position. Along with that, propaganda and mobilization work will be strengthened to create high consensus among cadres, civil servants and public employees.

Comrade Hoang Danh Truyen - Vice Chairman of Yen Thanh District People's Committee said: The most prioritized solution in dealing with redundant cadres and civil servants is to propagate and mobilize those who meet the standards and conditions to retire early and those who wish to switch to other jobs. Local Party committees and authorities must do a good job of ideological work, meeting with redundant comrades as well as their relatives to exchange and grasp their thoughts, and encourage consensus in implementation.
Thanh Chuong district is the locality with the largest number of merged commune-level units in the province in the period of 2023-2025. Comrade Trinh Van Nha - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee said: The arrangement of administrative units in Thanh Chuong district in the period of 2023-2025, involves 16 communes and towns. First of all, the district focuses on doing a good job of ideological work so that cadres and civil servants who are eligible for retirement apply for retirement according to the State's regimes and policies. Second, reviewing the staff of cadres and civil servants in the whole district to have a reasonable arrangement. Along with developing a plan to arrange redundant cadres and civil servants, researching and best applying support policies, creating high consensus among cadres and civil servants.

At the district level, after the merger of Cua Lo town into Vinh city, the number of redundant cadres and civil servants was 207. According to regulations, the number of redundant cadres, civil servants and public employees after the merger will gradually decrease within 60 months. Vinh city has strengthened the direction of ward and commune units to urgently carry out steps, understand the thoughts and aspirations of the staff to implement the policy of rearranging administrative units smoothly and in accordance with regulations. Up to now, localities have implemented in accordance with the proposed policies and plans.

Comrade Ngo Tri Cuong - Head of the Department of Government Building and Youth Affairs, Department of Home Affairs said: Arranging administrative units at district and commune levels in a streamlined manner, ensuring effective operations is a difficult issue. Localities have overcome difficulties and are flexible in their methods such as: rotating, mobilizing, and seconding cadres from one commune to another, retiring at the right age, and encouraging retirement under the 108 regime...
Through phase 1 (2019-2022), Nghe An province has drawn many experiences in the arrangement of administrative units. The Department of Home Affairs has advised the Provincial People's Committee on policies such as: stopping new recruitment and appointment; selecting competent, qualified, dedicated and long-term cadres to be assigned to the new apparatus, prioritizing young cadres, competent and qualified cadres. In the process of arrangement, regulation between surplus and shortage in communes, districts and even in the whole province to arrange cadres and civil servants reasonably according to the roadmap.
At the same time, the Department of Home Affairs advised the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 18 (dated October 18, 2024) on support policies for cadres, civil servants, public employees, full-time workers and other subjects who are redundant due to the rearrangement of administrative units at district and commune levels in Nghe An province. It is estimated that the province will spend more than 76 billion VND to support those who are redundant due to the rearrangement of administrative units.
