Currently, the policies to support redundant cadres due to the arrangement of administrative units issued by the Central and provincial governments have had positive impacts. However, the number of redundant cadres is large, many cadres, civil servants and workers want to work. The problem of arranging redundant cadres needs to be solved according to a roadmap over many years.

From December 1, 2024, Nghe An province will officially merge district and commune-level administrative units in the 2023-2025 period according to Resolution No. 1243 and the Project to expand administrative boundaries as well as urban space of Vinh city of the National Assembly.

After implementing the arrangement of district and commune-level administrative units, the whole province will reduce 1 district-level administrative unit and 48 commune-level administrative units. The number of redundant district-level cadres, civil servants and public employees is 202 people; the number of redundant commune-level cadres and civil servants is 799 people; the number of non-professional workers is 392 people; the number of surplus members of the Fatherland Front Standing Committee and standing committee members of commune-level mass organizations is 245 people; the number of surplus support and service labor contracts will be 111 people.

According to the roadmap for resolving redundancy from 2025 to 2029 in the Administrative Unit Arrangement Project, there are 607 people (471 commune-level and 136 district-level officials and civil servants) expected to retire, retire according to Decree 26/2015/ND-CP and be transferred to other communes. Therefore, it is expected that 1,355 people will enjoy the redundancy policy due to administrative unit arrangement.

Along with the support policies of the Central Government, the People's Council of Nghe An province has issued Resolution No. 18/2024/NQ-HDND on support policies for cadres, civil servants, public employees, labor contract workers, part-time workers and other subjects who are redundant due to the arrangement of administrative units at district and commune levels in Nghe An province. This Resolution takes effect from November 1, 2024.

Specifically, those who retire early will be supported with 3 months of current salary for each year of early retirement. Those who quit their jobs immediately will be supported with 1 month of current salary for each year of work with compulsory social insurance.

Those who are receiving pensions and holding positions as district and commune-level officials will be supported with 1 month of current salary for each year of work at the current position. For those who are part-time commune-level workers, they will be supported with 1 month of current allowance (not exceeding 15 months); Standing members of the Vietnam Fatherland Front and standing members of commune-level political and social organizations will be supported one time with an amount of 3.2 million VND/person.

Principles for implementing the policy: In the case of holding multiple positions concurrently, only the position with the highest allowance will be supported. The working time for support is determined according to the principle that from 1 to 6 months will be counted as 1/2 year; from 6 to 12 months will be counted as 1 year. The working time for support is the total working time, if interrupted, it will be accumulated. This policy does not apply to those who have stopped working due to reaching the retirement age as prescribed during the administrative unit arrangement period; cadres who do not meet the age requirements for re-election or reappointment will retire. It is expected that the total budget for implementing the support policy for cadres, civil servants, public employees, and redundant workers in Nghe An province is 76 billion VND.

The issuance of support policies for redundant subjects contributes to motivating, encouraging, and supporting redundant people to quit their jobs and facilitates localities in arranging and assigning redundant staff due to the implementation of administrative unit arrangement. Specific regulations on beneficiaries and support levels are considered harmonious and appropriate.

Mr. Nguyen Phung Hoa - Chairman of the People's Committee of Xuan Tuong Commune (Thanh Chuong) shared: "After the merger of the commune, the number of redundant cadres and civil servants is large, we have a clear mindset and are ready to receive the retirement decision from the organization. I see that the Provincial People's Council's issuance of Resolution 18 is very close to the aspirations of cadres and civil servants, making us more excited, especially for many commune-level cadres and civil servants who have grown up from the grassroots level, so although they are close to retirement age, they have not paid much insurance, and when they retire before retirement age, their pension will be low. Thereby, motivating and encouraging redundant cadres and civil servants to support the policy of receiving an additional part of the support fund when they retire".

According to the assessment of comrade Le Thai Hung - Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Nghia Dan district, along with the Central's policy in Decree No. 29/2023/ND-CP regulating the streamlining of staff, redundant subjects due to the rearrangement of administrative units will enjoy additional policies in Resolution 18 issued by the People's Council of Nghe An province. That demonstrates the recognition, concern and efforts of the province in resolving the regime and policies for redundant cadres. The province's timely promulgation of this policy is the basis for creating favorable conditions for localities in propagating, mobilizing and applying policies for cadres and civil servants who are redundant due to the rearrangement of administrative units.

It can be seen that in the process of implementing administrative unit arrangement, Party committees and authorities at all levels always respect, listen to people's opinions, carry out well the ideological work of cadres, and create high consensus in the political system and people.

The province has developed a plan and roadmap to implement the arrangement of redundant cadres and civil servants in a careful, scientific, objective and humane manner; both meeting the aspirations of cadres and civil servants and being suitable to the capacity, strengths and job position of each cadre and civil servant. The implementation process is determined in the period of 2025 - 2029. At the same time, based on practice, the province has researched to propose appropriate policies and strategies to resolve the surplus cadres and civil servants, ensuring to meet the requirements and aspirations of cadres and civil servants under possible conditions.

Comrade Nguyen Viet Hung - Director of the Department of Home Affairs said: "Regarding the settlement of surplus cadres after the merger, we are dealing with the human resource issue, this is an extremely complicated issue in the implementation process; affecting the ideology, thinking, and interests of the people, cadres, and party members. The province has had many solutions to resolve surplus cadres. Immediately after the Central Government's policy, the province had a policy to temporarily suspend the recruitment of commune and district-level civil servants to proactively arrange the surplus cadres after the administrative boundary arrangement; a plan to resolve the early retirement regime. With its functions, the Department of Home Affairs has proposed to the Central Government to allocate more resources and budget to improve the lives of the surplus cadres. In particular, the Department of Home Affairs is in charge of advising on support policy resolutions for cadres, civil servants, public employees, workers, non-professional workers and other subjects who are surplus due to the arrangement of administrative units in a transparent spirit. transparent, clear, public, ensuring compliance with Central regulations and suitable to the conditions of the province.

In addition, focus on propagating to cadres, party members, civil servants and public employees to understand this major policy to agree with the policy. With many solutions, Nghe An will complete the settlement of surplus in merged communes in the period of 2023-2025 according to the roadmap and by 2029, complete the arrangement of surplus cadres in accordance with regulations.

To effectively implement the resolutions, policies and requirements, Party committees and authorities at all levels, along with civil servants and subjects subject to administrative unit reorganization, need to carefully study the content, make appropriate decisions in accordance with regulations, promote superiority and ensure the rights of those implementing the policy. On that basis, the Standing Committee of the Provincial Party Committee directs: Party committees and authorities at all levels continue to reorganize and consolidate the apparatus; perfect regulations on assignment and decentralization, clearly define functions and tasks and strengthen supervision, inspection and examination after decentralization; innovate and improve the operational efficiency of public service units.

At the same time, effectively implement the National Assembly's Resolution on the Project to expand the urban space of Vinh city and the Project to reorganize administrative units at district and commune levels for the period 2023 - 2025 and the period 2026 - 2030. Effectively implement the policy of streamlining the payroll; properly resolve the regime and policies for redundant cadres, civil servants and public employees after merging administrative units. Effectively implement the project on job positions; strengthen discipline and administrative discipline. Timely reward and encourage individuals who complete their tasks well; strictly handle individuals who do not complete their tasks, violate discipline, administrative discipline and public ethics.
