Prime Minister: 'Accelerate and make breakthroughs' in implementing the country's major tasks.
Prime Minister Pham Minh Chinh emphasized that in 2025, we must both "accelerate and break through," focusing on striving to successfully achieve the socio-economic development goals of the entire 2021-2025 term; and simultaneously reorganize the organizational structure; and successfully organize Party congresses at all levels leading up to the 14th National Congress of the Party.
On the morning of December 1st, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam held a national conference to thoroughly understand and implement the summary of Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam; report on the socio-economic situation in 2024; solutions to accelerate socio-economic development in 2025; and address institutional bottlenecks and obstacles. The conference was held in a hybrid format, combining in-person and online participation.

Prime Minister Pham Minh Chinh stated that the priorities for 2024 are to promote growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances; focusing on cultural and social development, ensuring social security; preventing, mitigating, and overcoming the consequences of natural disasters; strengthening national defense and security, and combating corruption, negative practices, and waste; and promoting foreign relations and international integration...

Focus on implementing three strategic breakthroughs, especially in institutional matters; accelerate decentralization and delegation of power, reduce and simplify unnecessary administrative procedures and business conditions that cause inconvenience and harassment to citizens and businesses.
Thanks to the decisive involvement of the entire political system, the business community, and the people nationwide under the leadership of the Party, headed by the General Secretary, the socio-economic situation in the first 11 months of 2024 achieved many important results, better than the same period in most areas.
It is projected that all 15 key targets will be met or exceeded, especially the growth target: Annual growth is estimated at over 7% (among the few countries with high growth rates in the region and the world); macroeconomic stability will continue, and inflation will be controlled below 4%.
By the end of November, total import and export turnover was estimated at approximately 715 billion USD, an increase of 15.3%, with a trade surplus of over 23 billion USD; the estimated total for the whole year is 807.7 billion USD, the highest ever. Attracting FDI is a bright spot and the country is among the top 15 developing countries attracting the most FDI in the world...
However, Prime Minister Pham Minh Chinh also pointed out several major shortcomings, including the fact that institutions and laws remain the "bottleneck of bottlenecks," especially the viewpoints, processes, methods, and approaches to drafting legal documents; and the investment of financial and human resources in lawmaking is not commensurate with practical requirements.
Production and business activities in some sectors and the real estate market are still facing difficulties; the disbursement rate of public investment capital in many agencies, units, and localities is still slow. Decentralization and delegation of power still face many obstacles and are not thorough, with many specific tasks still concentrated at the central level...
The year 2025 must see "acceleration and breakthroughs".
Prime Minister Pham Minh Chinh emphasized that 2025 is of special significance, marking the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South and the reunification of the country, the 135th anniversary of the birth of President Ho Chi Minh, the 80th anniversary of the founding of the Nation, and the year of holding Party congresses at all levels, leading up to the 14th National Party Congress, ushering in an era of national progress.

To achieve the above goals, the Prime Minister stated that it requires all levels, sectors, and localities to have innovative and breakthrough thinking with high determination, great effort, decisive action, and timely, flexible, and effective implementation with the spirit of "daring to think, daring to act, daring to innovate for the common good"; "what is said must be done, what is committed must be implemented; what is done and implemented must be effective"; "The Party has directed, the Government has agreed, the National Assembly has consented, and the people have supported, so we should only discuss and act, not retreat."

The head of the government proposed that the National Assembly continue to study innovative approaches to lawmaking, starting with amending and supplementing the Law on the Promulgation of Legal Normative Documents, with a focus on conciseness, framework regulations, and principles, creating a constructive, open, and effective environment and space.
For ministries, departments, and localities, the Prime Minister urged a renewal of thinking, approach, and methods, as President Ho Chi Minh once advised: "What is old and bad must be discarded. What is old and not bad, but troublesome, must be modified to be more reasonable. What is old and good must be further developed. What is new and good must be implemented."
On the other hand, it is necessary to strengthen self-reliance, self-sufficiency, and proactiveness with the spirit of: "Local authorities decide, local authorities act, local authorities take responsibility." Focus on reviewing regulations and immediately addressing difficulties and obstacles within their jurisdiction, without shirking or avoiding responsibility.
Prime Minister Pham Minh Chinh requested the Central Propaganda Department to direct the strengthening of propaganda work on the Party and State's guidelines and policies to raise legal awareness, create consensus, and foster unity and solidarity throughout society, especially on important issues and major policies.
