On the morning of December 5, at the 25th Session of the Nghe An Provincial People's Council, on behalf of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee Bui Thanh An presented a report on the socio-economic situation in 2024 and the socio-economic development plan for 2025.

Expected to complete and exceed 27/28 targets
Vice Chairman of the Provincial People's Committee Bui Thanh An stated that thanks to the drastic and synchronous participation of the entire political system, the joint efforts of the people and businesses, the socio-economic situation of the province has had very positive changes. It is expected to complete and exceed 27/28 main targets of the 2024 plan.
In particular, the Provincial People's Committee has focused on directing the completion of many key tasks. Nghe An was approved by the National Assembly in Resolution 137 on piloting a number of specific mechanisms and policies for the province's development; the National Assembly Standing Committee issued Resolution No. 1243 on the arrangement of district and commune-level administrative units of the province for the period 2023-2025; the Prime Minister issued Decision No. 625 on the Plan to implement the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.

In the economy, the growth rate of gross regional domestic product (GRDP) is estimated to increase by 9.01%, ranking 2nd in the North Central region, 3rd in the North Central and Central coastal regions, and 13th in the country.
State budget revenue is estimated at VND 23,751 billion, exceeding 49.3% of the estimate, exceeding 10.4% compared to 2023, the third consecutive year exceeding the VND 20,000 billion mark and approaching the target of the 19th Provincial Party Congress.
Agricultural, forestry and fishery production continued to maintain stable growth. Industrial production recovered strongly, with the industrial production index estimated to increase by 11.5%. Total export turnover is estimated at 3.7 billion USD.

By the end of November, the disbursement rate of public investment capital reached nearly 70%, and is expected to reach over 95% by the end of 2024. Works and projects, especially key works, were completed and put into use on schedule.
Investment attraction continues to be a bright spot, with the total newly granted and increased investment capital in November reaching over VND59.62 trillion; of which FDI capital reached nearly USD1.568 billion, expected to reach over USD1.69 billion for the whole year, the highest ever, in the top 10 nationwide.
The fields of culture, society, and social security have received more attention and achieved more positive and clear results. Nghe An ranked 4th in the country in terms of national excellent student exam results, and 12th in the country in terms of high school graduation exam results. The whole province has supported the construction and repair of 11,976 houses for the poor and those with housing difficulties, reaching 73% of the demand for the entire period of 2023 - 2025.

Administrative reform has seen positive changes; the implementation of Project No. 06/CP has achieved high results. National defense and security continue to be firmly consolidated, social order and safety are ensured. Foreign affairs have been proactively, effectively and comprehensively implemented.
In addition to the achieved results, the Vice Chairman of the Provincial People's Committee stated that 1/28 expected targets were difficult to achieve. Production and business activities of enterprises encountered many difficulties. The province's budget revenue structure was not really sustainable, tax debt was high. Land acquisition and site clearance still encountered many difficulties and obstacles. The progress of disbursement of public investment capital from some capital sources was still slow.
The implementation of the autonomy mechanism at some medical facilities has encountered many difficulties; there are still cases of medical and pharmaceutical establishments without licenses and not meeting the conditions. Administrative reform and digital transformation have not met the requirements. The time for coordination in processing procedures and investment project dossiers of some agencies and units is still slow.
GRDP growth rate target of about 9.5-10.5%
The year 2025 has a special significance with many important events of the country, being the year of holding Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress with the era of national growth.
In 2025, the province will both "accelerate and break through", focus on striving to successfully achieve the socio-economic development goals of the entire 2021 - 2025 period; streamline the organizational apparatus and successfully organize party congresses at all levels.

Among the 28 main targets of 2025, the Vice Chairman of the Provincial People's Committee emphasized that the Provincial People's Committee set a target of GRDP growth rate of about 9.5-10.5%, state budget revenue of 17,726 billion VND; export turnover of 4.5 billion USD; GRDP per capita of about 71-72 million VND; multidimensional poverty rate reduced by about 1-1.5%...
To achieve the above targets and objectives, the Provincial People's Committee has set out 10 main groups of tasks and solutions. In particular, it is necessary to continue reviewing and evaluating the targets and objectives of the Resolution of the 19th Provincial Party Congress and the 5-year socio-economic development plan for 2021-2025 to strengthen direction and administration, striving to achieve the highest level.
Focus on carefully preparing the contents to organize party congresses at all levels, towards the 20th Provincial Party Congress and the 14th Party Congress; associated with that is building a 5-year socio-economic development plan for 2026-2030.
Promote effective implementation of Action Programs to implement Resolution No. 39 of the Politburo, the Plan to implement the Provincial Planning, and resolutions of the National Assembly on specific mechanisms and policies to create resources and driving forces for the province's development.
Synchronously and drastically implement solutions to promote disbursement of public investment capital and 3 National Target Programs right from the beginning of the year. Strengthen effective management of state budget revenue and expenditure. Mobilize all resources to implement key projects of the province.
Focus on removing difficulties and obstacles for production and business activities; synchronously implement solutions to support and promote growth in industries and sectors. Strongly improve the investment and business environment. Take advantage of opportunities to make a breakthrough in attracting investment on the momentum of recent years.

Focus on socio-cultural development, ensuring social security. Manage, exploit and use natural resources effectively and sustainably; protect the living environment; prevent natural disasters and respond to climate change.
Proactively carry out the especially important task - the revolution in arranging and streamlining the organizational apparatus to ensure progress according to the direction of the Central Government. Promote administrative reform; improve the effectiveness and efficiency of state management.
Ensure national defense, security, social order and safety; effectively carry out inspection work, receive citizens, and resolve complaints and denunciations right at the grassroots level, preventing "hot spots" from occurring. Effectively implement the 2025 Foreign Affairs Program.
Strengthening information and communication work, improving the effectiveness of mass mobilization work, receiving policy feedback to create high consensus and promote the strength of the whole society, contributing to the successful implementation of the set socio-economic development goals and tasks.
