Reply:Article 64 of the Land Law stipulates national land use planning and plans as follows:
1. The basis for national land use planning includes:
a) Socio-economic development, national defense and security strategies; national master plans; sector and field development strategies;
b) Natural, economic and social conditions;
c) Current status of land use, land fluctuations, land quality, land potential and results of implementation of the previous national land use planning;
d) Land use needs and capabilities of sectors, fields and localities;
d) Scientific and technological advances related to land use.
2. The content of national land use planning is implemented according to the provisions of law on planning.
3. The basis for national land use planning includes:
a) National land use planning;
b) Socio-economic development plan and medium-term public investment plan of the whole country;
c) Land use needs and capabilities of sectors, fields and localities;
d) Results of implementation of the previous 5-year land use plan;
d) Ability to invest and mobilize resources.
4. The content of the national land use plan determines the area of land types according to land use indicators in the national land use plan for each 5-year land use plan period.
5. Develop and update national land use planning and planning data into the national land database.
