Moving to a new address does not require changing vehicle registration.
According to regulations, from January 1, 2025, moving to a new place of residence (a different province or city) will no longer require changing vehicle registration.

Article 6 of Circular No. 79/2024 issued by the Ministry of Public Security, which replaces Circular 24/2023 on the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized motorcycles, stipulates that the responsibility to change vehicle registration when the owner changes their place of residence has been abolished.
Accordingly, vehicle owners only need to go to the vehicle registration agency to complete the procedures for changing the registration certificate and license plate in cases of changes to the owner's name, identification number, or when the registration certificate expires, as stipulated in current regulations.
However, if the vehicle owner so desires, they can still change the vehicle registration certificate to the new address. When transferring the registration, the vehicle owner will submit the vehicle registration certificate and a request for vehicle record confirmation to the management agency to obtain a record confirmation certificate. Afterward, they will declare the vehicle registration and submit the record confirmation certificate to the vehicle registration agency at the new address to have the registration changed.
Transfers of ownership, such as sales, gifts, or inheritances, must retain the vehicle registration and license plates. These registration and license plates must then be submitted to the registration authority for revocation.
In cases where vehicle ownership is transferred along with the license plate obtained through auction, citizens must submit the vehicle registration certificate to the registration authority for revocation procedures.
Within 30 days of selling the vehicle, the owner must complete the procedures for revocation or hand over the registration and license plates to the buyer for processing. If the owner fails to complete the revocation procedure after selling the vehicle, they will be held legally responsible for any violations related to that vehicle.
Circular 24/2023 stipulates that within 30 days of changing the registered address or place of residence to another province or city, citizens must go to the vehicle registration agency to complete the procedures for renewing the vehicle registration certificate and license plate.
