Today, in the heroic Soviet homeland – a homeland rich in cultural and revolutionary traditions – the homeland of the great President Ho Chi Minh, Nghe An province solemnly held a ceremony to receive the title of Hero of the People's Armed Forces for the second time for the provincial armed forces and a meeting with retired senior military officers in the province on the occasion of the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day.
On behalf of the leaders of Nghe An province, I would like to extend my warmest greetings and best wishes to all the leaders, delegates, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, generals of the Vietnam People's Army, and all comrades.

Eighty years ago, the Vietnam Liberation Propaganda Team – the predecessor of the Vietnam People's Army – was established, a momentous historical event in the Vietnamese revolution. Over eighty years of building, fighting, and maturing, our Army has truly been the heroic army of a heroic nation; a leading political and combat force on all fronts, absolutely loyal and trustworthy to the Party, the State, and the People.
Our army has fulfilled its functions as a fighting force, a working force, a productive labor force, and has carried out noble international obligations. Generations of officers and soldiers of the Army, in every historical period, have united, overcome countless difficulties and challenges, achieved glorious accomplishments and victories, contributing to the successful realization of the cause of building and defending the socialist Vietnamese Fatherland, worthy of President Ho Chi Minh's praise for the Vietnam People's Army:"Our army is loyal to the Party, devoted to the people, and ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism. They will complete any task, overcome any difficulty, and defeat any enemy."
Thirty-five years ago, the Party and State decided to designate December 22nd – the founding day of the Vietnam People's Army – as the National Defense Day. Since then, December 22nd has truly become a major national holiday, aiming to raise awareness and responsibility for national defense throughout society and strengthen the overall national defense and security; to enhance the vigilance of all segments of the population against all conspiracies and schemes of hostile forces opposing our country's revolution; and to encourage young people to actively and enthusiastically participate in military service, ready to accept and excellently fulfill assigned tasks, contributing to the cause of national construction and defense.

The nation's history solemnly records Nghe An as a pioneering force, creating the heroic Nghe Tinh Soviet, which served as the first general rehearsal, contributing to the success of the August Revolution of 1945 and ushering in a glorious new chapter in the nation's history. Nghe An served as a great rear base, providing manpower and resources with the spirit of "not a single grain of rice lacking, not a single soldier lacking," for the glorious Dien Bien Phu victory that resounded throughout the world. It was a battlefield where "you don't regret sacrificing your youth," "you don't regret leaving your home until your vehicle passes," for the great victory of the Spring of 1975, for the reunification of the country. It demonstrated unwavering loyalty and steadfastness, fighting alongside neighboring countries, selflessly for the noble international duty. Nghe An, a resilient frontline in the "fire zones" against the American imperialist sabotage of the North, Nghe An, together with the people of the whole country, achieved great victories in the Ho Chi Minh era, becoming a beautiful symbol of Vietnamese revolutionary heroism.
Throughout that revolutionary journey, the land and people of Nghe An have made worthy contributions, leaving indelible marks and writing glorious traditions for their homeland. In the long struggles for independence, national reunification, and the building of socialism, answering the sacred call of the Fatherland, the Party, and President Ho Chi Minh, hundreds of thousands of outstanding sons and daughters of Nghe An dedicated their youth, fought bravely, and devoted their entire lives to the survival of the Fatherland and the happiness of the people. The blood of these heroic martyrs has stained the glorious revolutionary flag, allowing our country to blossom with independence and bear the fruits of freedom.
Throughout the resistance wars, Nghe An province had over 590,000 people participating in the armed forces, over 45,000 volunteer youth; over 167,000 people participating in the frontline civilian labor force and guerrilla militia; over 45,000 people recognized as martyrs; over 56,000 wounded and sick soldiers; 20,000 people participating in the resistance; 930 revolutionary cadres imprisoned by the enemy; 2,825 mothers awarded and posthumously awarded the State honorary title "Heroic Vietnamese Mother"; over 500,000 families and individuals awarded resistance medals and decorations; and 75 comrades honored with the title of Hero of the People's Armed Forces. These figures not only demonstrate the immense contributions and sacrifices of the military and people in the revolutions, in the cause of building and defending the Fatherland, but also clearly show the bravery and resilience of the People's Army and the armed forces of Nghe An province.

Building upon the glorious and precious traditions of the heroic Soviet homeland, in recent years, all levels, sectors, officials, Party members, and people of all ethnic groups in the province have united, worked together, and strived to achieve significant and comprehensive accomplishments in all fields, creating many outstanding milestones and highlights. In 2024, the province's Gross Regional Domestic Product (GRDP) growth rate is estimated at 9.01%, ranking 13th nationwide; State budget revenue reached nearly 24,000 billion VND, exceeding the 20,000 billion VND mark for the third consecutive year; Investment attraction achieved positive results, especially foreign direct investment (FDI), ranking among the top 10 provinces and cities nationwide for three consecutive years, with total newly registered and adjusted capital reaching nearly 1.7 billion USD.
The fields of healthcare, education and training, and finance and banking are gradually establishing themselves as regional centers in the North Central region. The lives of the people, especially in mountainous areas, have improved significantly. Social welfare is actively cared for, with a focus on public health care and poverty reduction; traditional cultural and historical values are preserved and promoted; national defense and security are strengthened; and significant achievements have been made in Party building and the political system.
It can be affirmed that the achievements attained owe a great and crucial contribution to the armed forces of the province. Throughout 80 years of building, fighting, and maturing, the provincial armed forces have continuously grown stronger. Regardless of the circumstances, whether in arduous and fierce battles or in the cause of building and defending the Fatherland, the provincial armed forces have always remained absolutely loyal to the Party, the Fatherland, and the People, achieving many glorious victories, successfully completing all assigned tasks, and truly serving as the core force and reliable support for the Party committees, the Government, and the people of all ethnic groups in the province.
In particular, over the past years, under the leadership and guidance of the Party Committee and Command of Military Region 4, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, the provincial armed forces have proactively overcome difficulties, strived diligently, and upheld revolutionary vigilance, effectively preventing, combating, and fighting against all conspiracies and activities of "peaceful evolution" and "subversion" by hostile forces and subversive activities of evil elements; proactively and actively advising Party committees and authorities at all levels on building a national defense system linked to the people's security posture and building increasingly solid defense zones, contributing to maintaining stability in the area and creating a favorable environment for the socio-economic development of the locality.
Over the past 80 years, the provincial armed forces have been honored with numerous prestigious awards from the Party and the State. In particular, on October 10, 2024, for the second time, the Nghe An Provincial Armed Forces were awarded the title of "Heroic Unit of the People's Armed Forces" by the Party and the State for their exceptionally outstanding achievements in combat and combat support, contributing to the cause of building socialism and defending the Fatherland.
On behalf of the provincial leadership, I would like to respectfully acknowledge, thank, and warmly commend the important contributions and great sacrifices of generations of officers and soldiers of the provincial armed forces over the past period.

In the coming period, the political and economic situation at the global, regional, and domestic levels is expected to continue to change rapidly, becoming more complex and unpredictable; at the same time, hostile and reactionary forces and malicious elements will continue to increase their subversive activities. The country is entering a new historical moment, a new era – an era of national progress and deep international integration, bringing many opportunities for development, but also posing many risks and challenges to national defense and security.
Given these requirements and circumstances, in order to ensure economic development is linked to the firm guarantee of national defense, security, and sovereignty over borders, seas, and islands, and to maintain political security and social order in accordance with Resolution No. 39-NQ/TW, dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, I propose that the armed forces of the province, upholding the tradition of being twice awarded the title of Hero of the People's Armed Forces, continue to unite, cooperate, and work together wholeheartedly, making the most of opportunities and advantages, overcoming difficulties and challenges, repelling threats, and effectively playing their core role in maintaining political stability and creating a favorable environment for socio-economic development. In particular, attention should be paid to effectively implementing the following key tasks:
The first:Continuing to thoroughly understand and flexibly and creatively apply the Central Resolution No. 8 (13th Congress) on the Strategy for National Defense in the New Situation to build the armed forces of Nghe An province into an increasingly strong and comprehensive force, with high revolutionary vigilance, firm political resolve, and readiness to fight, avoiding passivity and surprise in all situations; always being the core force in building the all-people national defense; maintaining political security and social order in the area.
Monday:Continue to effectively implement the Provincial Party Committee's Action Program to implement Resolution No. 28 of the Politburo on continuing to build provinces and centrally-administered cities into solid defense zones in the new situation, linking economic, cultural, and social development with strengthening national defense and security, building a national defense posture linked with a people's security posture and the people's support; building a strong national defense system, promoting the responsibility of Party committees, governments, officials, Party members, and all strata of the people in carrying out the task of building and protecting the Fatherland.
Tuesday:Continuously improve the quality and overall combat strength of the armed forces; build a standing force."Sleek, compact, and powerful."militia and reserve forces"Strong, widespread, and solid"They have a reasonable number and high quality. Training and exercises are innovated and improved to closely reflect real-world situations, enhancing combat capabilities and fighting strength. Political and ideological education is strengthened, and officers and soldiers are built, trained, and educated to possess firm political resolve, strictly adhere to military discipline, uphold the qualities of "Uncle Ho's soldiers," and be ready to receive and successfully complete assigned tasks.
Wednesday:Continue to enhance the leadership capacity and combat strength of Party organizations, and improve the quality of cadres and Party members in the provincial armed forces to meet mission requirements; do a good job of training and developing Party members throughout the entire force; innovate and improve the quality of activities of Party committees and organizations. The provincial armed forces must always be exemplary and take the lead in implementing Resolution No. 4 of the Central Committee (12th Congress) on strengthening Party building and rectification; preventing and repelling ideological and political degradation, moral decay, and lifestyle deviations, and manifestations of "self-evolution" and "self-transformation" within the Party, in conjunction with implementing Directive No. 05 dated May 15, 2016, of the Politburo of the 12th Congress "On promoting the study and emulation of Ho Chi Minh's thought, morality, and style."
Thursday:Regular attention should be paid to strengthening and building the armed forces, ensuring the proper policies and benefits for officers and soldiers; all levels and sectors should continue to effectively implement the policies supporting the military, caring for the material and spiritual lives of wounded soldiers, families of martyrs, and families with meritorious contributions to the revolution. Logistics, technical, and financial support should be ensured to promptly serve the activities of the provincial armed forces, meeting the requirements of military and national defense tasks in the new situation.

We extend our warmest regards and sincere gratitude to the families of martyrs, wounded and sick soldiers, families who have contributed to the revolution, military families, and all officers and soldiers of the armed forces of our province. We always cherish and remember the contributions and sacrifices of previous generations and the countless officers and soldiers who are protecting the peace of our nation day and night.
I am confident that, with the heroic traditions of our Soviet homeland and the tradition of decisive victory of the Vietnam People's Army, the officers and soldiers of the armed forces of our province will continue to uphold their sense of responsibility, completing every task, overcoming every difficulty, and defeating every enemy, worthy of the title of Heroic Unit of the People's Armed Forces, worthy of the trust of the Party Committee, Government, and people of all ethnic groups in the province, further enhancing the glorious tradition of the heroic Vietnam People's Army, contributing to the successful implementation of the country's renewal, and successfully building and firmly defending the Fatherland in the homeland of our beloved President Ho Chi Minh.
