Road construction that damaged houses in Vinh City needs to be dealt with decisively.

Nghe An Newspaper received a petition from Ms. Nguyen Thi Tinh, residing in Trung My block, Hung Dong ward (Vinh city), reflecting that the road construction unit had damaged her house but still refused to resolve the matter.

House damaged after 3 months away

According to Ms. Tinh, her parents gave her land to build a level 4 house and she has lived here for many years. In July 2024, due to being away for 3 months, when she returned on October 26, 2024, she discovered that the house foundation had been dug up for a length of nearly 7m, 30cm deep and 25cm wide; the front porch had been dug up, breaking the tiles; the eastern wall pillar had many impact marks from an excavator... by Nam Truong Thanh Construction Joint Stock Company (headquartered on Truong Chinh Street, Le Loi Ward, Vinh City), which was constructing Lane 56, Nguyen Su Hoi Street (Hung Dong Ward).

Immediately after the incident, Ms. Tinh requested the local authorities to intervene to protect her rights. Specifically, on the afternoon of November 8, 2024, representatives of the local authorities and the construction unit went to Ms. Tinh's house to inspect the scene to make a record to resolve the issues that Ms. Tinh requested.

"While the matter was not resolved, on the afternoon of November 16, 2024, the construction unit continued to bring a road roller to construct the road in front of my house, causing my entire house to shake, threatening the safety of the house and the furniture inside. After that, I called the local authorities and the road roller driver agreed to stop construction," Ms. Tinh recounted.

At the scene, we noticed that the road under construction in front of Mrs. Tinh's house is alley 56 Nguyen Su Hoi street. This road is currently still under construction. The section in front of Mrs. Tinh's house is being reduced by the construction unit to a space where the foundation stone has not been poured. Inside the house, according to observations, in addition to the damaged brick layer in front of the porch, there are also some cracks running along the wall. These cracks need to be evaluated objectively to determine the cause of the damage.

According to our investigation, at 2:00 p.m. on November 19, 2024, the People's Committee of Hung Dong Ward organized a meeting between representatives of the Vinh City Land Fund Development Center; the construction unit, Nam Truong Thanh Construction Joint Stock Company; the local government and Ms. Tinh, to resolve Ms. Tinh's urgent request for intervention on November 8, 2024.

At this meeting, the local government representative also requested the construction unit and the investor, the Vinh City Land Fund Development Center, to commit to ensuring safety according to Ms. Tinh's request; at the same time, the damaged assets must be calculated as a basis for compensation...

Although at the meeting, there were many opinions that Ms. Tinh encroached on the road by about 50cm, and the contractor only worked on the roadbed. However, many opinions also agreed with Ms. Tinh's request for compensation from the construction unit.

At this meeting, Mr. Nguyen Thanh Tam - the project officer in charge of the Vinh City Land Fund Development Center also suggested that the contractor must ensure safety, have a plan to reinforce the curb for the family; after the construction is completed, the plaster must be completed for the family. The investor also assigned the contractor to reinforce and beautify Ms. Tinh's house, and made a full commitment; requested the contractor to support a reasonable amount of money for Ms. Tinh...

At the meeting on November 19, the People's Committee of Hung Dong Ward requested the Land Fund Development Center and the construction unit to make a commitment to Ms. Tinh to ensure safety during the construction process and not to affect Ms. Tinh's house. If Ms. Tinh's house is damaged during the construction process and 3 months after the project is completed, compensation must be paid according to regulations.

Hung Dong Ward People's Committee also requested the contractor and investor to repair the front facade of Ms. Tinh's house and complete the construction to ensure safety. If the construction process causes subsidence, cracks, or damage to Ms. Tinh's house, they must take responsibility.

Need to be dealt with thoroughly

According to Ms. Tinh, although the meeting between the local government and the relevant parties has been going on for 2 months, up to this point the construction unit has not implemented the conclusions recorded in the minutes. The investor and the construction unit have not made a commitment to reassure the family, nor to support 5 million VND and repair the damaged part in the front.

"Many people think that because my house encroached on the street, they blatantly damaged it without compensation. Meanwhile, my family built this house a long time ago, at that time, alley 56 was very small and both sides were full of bushes. Whether I encroached on the land or not will be resolved by the authorities, but the investor and contractor must take responsibility for the damage to the house during construction," Ms. Tinh said indignantly.

Talking to us, Mr. Nguyen Van Khiem - Chairman of Hung Dong Ward People's Committee said: The project to construct the road in lane 56 Nguyen Su Hoi is invested by Vinh City Land Fund Development Center. After recording Ms. Tinh's reflection, the ward also invited relevant parties to work and requested the implementation of some contents as in the conclusion. Regarding the compensation for damages, the local government does not have enough basis to resolve this content. However, the ward also requested the construction unit to complete the entire road so that people can travel conveniently. Continue to speed up the project progress, complete the project before New Year.

Obviously, the fact that the construction unit of lane 56, Nguyen Su Hoi street affected the house of Ms. Nguyen Thi Tinh is well-founded. This seems to be a small matter but it was "torn into a big one" just because of the lack of decisiveness of the construction unit and the investor. This not only directly affects the daily life and psychology of the people, but also creates a bad precedent for the construction and upgrading of some roads in the city.
