Nghe An participates in conference on economic diplomacy chaired by Prime Minister
On the evening of December 20, Comrade Pham Minh Chinh - Politburo member, Prime Minister chaired a conference with Ambassadors and Vietnamese representative agencies abroad.
Co-chairing the conference was comrade Bui Thanh Son - Member of the Party Central Committee, Deputy Prime Minister, Minister of Foreign Affairs.

At Nghe An province, comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee chaired the meeting. Attending the meeting were comrade Tran Khanh Thuc - Director of the Department of Foreign Affairs and leaders of a number of departments, branches and sectors.
Vibrant and effective economic diplomacy activities
The meeting aimed to summarize economic diplomacy work in 2024 and deploy key tasks in 2025 to create momentum for growth.
Implementing Resolution No. 21/NQ-CP dated February 20, 2023 of the Government promulgating the Government's Action Program for the 2022-2026 period to implement Directive No. 15-CT/TW dated August 10, 2022 of the Secretariat on economic diplomacy to serve national development to 2030, economic diplomacy in 2024 has been carried out with a determined and proactive spirit, opening up many new directions, making breakthroughs, achieving many important results, contributing more and more substantially and effectively to the implementation of socio-economic development goals.

Following the direction of the Government, the Prime Minister and central ministries and branches, Nghe An province has effectively implemented the Plan of the Provincial Party Standing Committee and the Provincial People's Committee to implement Directive No. 15 and Resolution No. 21.
In 2024, the province will continue to deepen cooperation with traditional partners and expand cooperation with foreign partners to promote investment attraction and boost business cooperation between the two sides.
Notably, Nghe An successfully organized delegations of provincial leaders in China, Australia, England, Germany, the Netherlands, the Russian Federation, France, Italy, the Philippines and accompanied the President and Deputy Prime Minister to visit and work in Peru, Chile, Denmark, and Finland.

The focus of the working trips is on economic cooperation activities such as working with local business associations, large corporations and enterprises; successfully organizing conferences to connect and promote investment, trade and tourism in other countries.
Nghe An actively coordinates with central ministries, departments and branches, especially the Ministry of Foreign Affairs, including Vietnamese representative agencies abroad and foreign representative agencies in Vietnam to carry out economic diplomacy activities with a focus on partners from large countries with developed economies, important partner countries of Vietnam; closely following developments and general trends of the world and regional economic situation.
The province has organized receptions and worked with investors, achieving many specific and practical results. Overall, economic diplomacy activities have made an important contribution to promoting the province's socio-economic development; notably, it is expected to attract 1.696 billion USD in foreign direct investment (FDI) this year, the second consecutive year that Nghe An has attracted FDI exceeding the 1 billion USD mark.

This year, the province has 1 project using ODA capital and preferential loans signed a loan agreement with the sponsor with a total investment of 4,502 billion VND (Priority infrastructure project and urban development adapting to climate change in Vinh city); received 1 project using non-refundable ODA capital with a total aid capital of 6,586 billion VND (receiving patient monitoring machines and electric syringe pumps for Nghe An Department of Health).
The province's total export turnover this year exceeded the 3 billion USD mark for the first time, estimated at 3.207 billion USD; import turnover is estimated at 2.226 billion USD.
Currently, there are more than 100,000 Nghe An people living and working abroad. The average annual remittance is about 500 million USD.
Renewing old growth drivers, promoting new growth drivers
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh assessed that economic diplomacy has become more effective, more systematic, and more measurable; demonstrated through “3 clear” aspects: clear results, clear products, and clear contributions to national development; thereby, the head of the Government commended the efforts, especially those of relevant stakeholders.

However, according to the Prime Minister, we must not be complacent because there are still many issues to be resolved. On that basis, the head of the Government pointed out a number of shortcomings that need to be overcome, while emphasizing lessons learned so that economic diplomacy can contribute more effectively to the country's development.
In 2025, there are many tasks to be done such as: Reviewing plans, goals, and targets for the term; actively arranging the organization and apparatus to synchronize both the Party apparatus and administrative authorities at all levels; preparing for Party congresses at all levels, towards the 14th National Party Congress and organizing major holidays of the Party and the country. Determined to grow by 8% or more to create momentum, force, and spirit to enter the new term, the new era - the era of national development.
In that spirit, the Prime Minister requested to promote the signing of legal frameworks with partners to expand the market; assess the potential differences, outstanding opportunities, and competitive advantages of our country with partners to propose the most appropriate and effective cooperation solutions; diversify visa types in a flexible manner for specific subjects; connect Vietnamese enterprises with enterprises in the host country.

Emphasizing that economic diplomacy is an important new driving force, the head of the Government suggested that this activity must contribute to renewing old growth drivers such as: export, domestic and foreign investment; direct investment, indirect investment; domestic consumption; while promoting new growth drivers such as: circular economy, knowledge economy, creative economy, green economy, digital economy.
In addition, the Prime Minister requested to focus on building brands, promoting investment and trade more substantially and effectively; developing competitive and sustainable markets; diversifying markets, products, supply chains; technology, developing marine economic space...
The Prime Minister emphasized a number of specific tasks for Vietnamese Ambassadors and representative agencies abroad, especially in the United States, China, the Middle East..., as well as for businesses.
