Aiming to build Vinh city 'clean of drugs'

The project to build Vinh city "clean of drugs" is identified as a strategic project, an important premise for socio-economic development, ensuring security and defense, and building Vinh city - the economic, political, cultural and social center of the province.

Fierce from the beginning

Most recently, Vinh City Police coordinated with related units to successfully break up a case, eradicate a transnational drug trafficking ring, arrest 4 subjects, seize more than 28,207 synthetic drug pills and many related evidences.

Previously, through the work of grasping the situation, the City Police discovered that a number of subjects from other localities had appeared in the area with suspicious signs. Among them, Tran The Hung (born in 1990), residing in Pho Chau town, Huong Son district (Ha Tinh), was a serious drug addict, specializing in directly connecting with foreigners to buy drugs in large quantities, then supplying them to drug "retail points" in the country.

Vinh City Police reported to the Provincial Police to establish a special case. On December 14, receiving information that Hung was traveling from Ha Tinh to get drugs from foreigners, the Special Case Committee persistently ambushed and monitored the subject's movements. At about 2:00 a.m. on December 15, when Hung drove his vehicle to Km20, National Highway 7C, Nghi Dong Commune (Nghi Loc), the Special Case Committee coordinated with the Road Traffic Police Team No. 2 of the Traffic Police Department to deploy a siege and arrest.

Although Tran The Hung fought back fiercely in an attempt to escape, members of the Task Force successfully subdued him. At the scene, the force seized 28,000 synthetic drug pills and other related evidence.

Determined to fight crime to the end, on December 15, the Task Force assigned many working groups to arrest related subjects. At around 3:00 a.m., in Nghi An commune, Vinh city, the Task Force successfully arrested Nguyen Quoc Cuong (born in 1986), residing in Nghi Hai ward, Vinh city, for illegal drug trafficking, seizing 2,501 small packages of heroin, 107 synthetic drug pills, 2 mobile phones and some other evidence. Cuong is a drug retailer in the area.

At around 11am the same day, at Cau Treo Border Gate area, Huong Son district (Ha Tinh), the Special Task Force coordinated with Cau Treo Border Guard Station to arrest the notorious drug lord of Lao nationality - Tong Cu Mua (born in 1983), residing in Bolikhamxay province (Laos) for illegal drug trafficking; confiscated 2 mobile phones and some related exhibits.

Then, at 11:30 a.m. the same day, at Na Ngoi commune, Ky Son district, the Special Task Force coordinated with Ky Son district police to successfully arrest the "henchman" transporting drugs for Tong Cu Mua from across the border to Vietnam, Mua Dua Thai (born in 1969), residing in Phu Kha 2 village, Na Ngoi commune, Ky Son district, for the act of illegally transporting drugs, seizing 100 synthetic drug pills and some other evidence.

Currently, the Vinh City Police Investigation Agency is continuing to investigate, expand the case and strictly handle the subjects according to the provisions of the law.

Besides the core role of the police force, the Party committees and authorities in wards and communes in Vinh city have also simultaneously deployed and promoted propaganda work in many forms.

Mr. Nguyen Xuan Toan - Chairman of Dong Vinh Ward People's Committee said: Currently, the ward has established a working group to "clean up" drugs, organized a launching ceremony for the group, combined with propaganda and mobilization activities, signing commitments in each block, hamlet, and residential area to create a large movement, creating strength and consensus, spreading widely among the people.

The goal by 2026 is for Vinh City to be "clean of drugs"

According to the report of the Provincial Police, on the basis of effectively implementing the Project on building "Clean border communes from drugs", up to now, 284 commune-level localities have been built that meet the "clean from drugs" criteria; of which 27/27 border communes and some district-level localities have 100% of commune-level localities "clean from drugs" (including: Hoang Mai Town, Ky Son, Anh Son, Nghia Dan, Quynh Luu, Nghi Loc). The Provincial Police have proactively reported and advised the Standing Committee of the Provincial Party Committee to issue Official Dispatch No. 2744 dated June 17, 2024 on leading and directing the building of Vinh city "clean from drugs"; advised the Provincial People's Committee to issue Decision No. 2364 dated September 9, 2024 on promulgating the Project on building Vinh city "clean from drugs".

The project was built on the identification of Vinh City as one of the key and complicated drug areas of the province. In the period of 2019 - 2023 alone, the city police arrested more than 1,500 cases, 1,700 criminals, and seized nearly 110 kg of various drugs.

Currently, although there are no complicated drug hotspots in the area, there are still some drug retail points. Many people are involved in buying, selling, and illegally storing drugs, and are also drug addicts...

With the determination that by the end of 2026, Vinh City will achieve the criteria of "clean from drugs", the scope of implementation of the Project will be deployed in 100% of wards and communes, with the roadmap divided into 3 phases. Phase 1 from the date of issuance of the project to December 14, 2024; Phase 2 from December 15, 2024 to December 14, 2025; Phase 3 from 2026 onwards with the goal of "keeping clean" and sustainably maintaining the results of building "Vinh City clean from drugs" in the following years.

According to Major General Bui Quang Thanh - Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department: To be able to build Vinh city "clean of drugs" requires perseverance, persistence, determination, high determination and synchronous participation of the entire political system and the entire population, in which the police force plays a core role. Accordingly, it is necessary to strongly launch a propaganda and mobilization campaign so that people actively respond to and participate in drug prevention and control work.

This is also the direction of comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee at the Conference to disseminate and implement Decision No. 2364/QD-UBND dated September 9, 2024 of the Provincial People's Committee Chairman on promulgating the Project to build Vinh city "clean of drugs".

Accordingly, the Standing Vice Chairman of the Provincial People's Committee requested that directors of departments, heads of branches, sectors, socio-political organizations at the provincial level, Party committees and authorities at all levels clearly identify drug prevention and control work in the whole province in general, and the implementation of the Project to build Vinh City "clean of drugs" in particular as a key and urgent task that needs to be focused on and given top priority for implementation.

There is absolutely no “localist” or “leaving” mentality to the police alone. The leader must take full responsibility for the results of “cleaning up” and “keeping clean” of drugs in the area and field assigned to him/her in order to protect the achievements and efforts of the collective in implementing the project.

The Party Committee and the government of Vinh City must specify solutions suitable to the characteristics of each ward and commune; clearly assign responsibilities, roadmaps, and implementation time with the motto "resolute, methodical, solid, and substantial, for the peaceful life of the people".

Along with the "cleaning" process, we must resolutely implement "cleaning" measures to prevent crime and drug abuse from recurring.
