Thoroughly grasp and implement laws and resolutions passed by the National Assembly at the 8th Session.

On the afternoon of December 25, the Government coordinated with the National Assembly Standing Committee to organize a national online conference to disseminate and implement laws and resolutions passed by the 15th National Assembly at the 8th Session.

Comrade Pham Minh Chinh - Politburo member, Prime Minister and Comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly co-chaired the conference.

Also attending were comrade Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister of the Government; comrades of the Party Central Committee, Deputy Prime Ministers, Vice Chairman of the National Assembly, leaders of departments, ministries, branches, central agencies and localities.

Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the Nghe An province bridge. Attending the conference were representatives of leaders of relevant departments, branches and sectors.

Creating momentum to promote economic recovery and development

At the 8th Session, the National Assembly passed 18 laws and 4 legal resolutions. The laws and resolutions contributed to fundamentally resolving bottlenecks, shortcomings and difficulties in practice; creating momentum to promote economic recovery and development, meeting the requirements and tasks of the country in the new development period.

The content of laws and resolutions ensures that legal requirements are implemented fairly, strictly, consistently, promptly, effectively, and efficiently, ensuring transparency, without creating loopholes for negative behaviors, corruption, group interests, and local interests in each project and draft.

The recently passed laws ensure state management requirements, encourage creativity, promptly remove difficulties and bottlenecks, promote growth, liberate production capacity, and open up all resources for development; enhance decentralization and delegation of power; cut and simplify administrative procedures and conditions for investment, production and business.

At the same time, building a legal corridor for new issues and trends such as data management and use, digital technology industry development, nuclear power and offshore wind power... creating a legal framework to successfully implement the digital transformation revolution and socio-economic development.

The laws ensure a full legal basis for performing well the tasks of national defense and security, promoting the fight against crime and corruption, ensuring good social order and safety; improving the quality of life and ensuring social security issues.

To prepare for the implementation of laws and resolutions, immediately after the end of the National Assembly session, the Government and the Prime Minister assigned the ministries to draft laws and resolutions to urgently advise the Prime Minister to promulgate or promulgate plans for implementation according to their authority.

To date, many draft laws have been basically completed by ministries, branches and localities in their implementation plans to submit to the Prime Minister for promulgation. Some ministries have developed draft decisions of ministers to implement the laws.

The Prime Minister has issued a decision assigning the agency in charge of drafting detailed regulations, clearly identifying the name of the document, the content of the detailed regulations, the agency in charge of drafting, the coordinating agency, and the deadline for submitting and promulgating the document.

To promptly bring laws and resolutions into life, the Central Council for Coordinating the Dissemination and Education of Law has urgently issued documents guiding ministries, branches and localities in disseminating laws and resolutions.

At the conference, leaders of the National Assembly and the Government focused on disseminating new points, key contents and main tasks that need to be implemented; sharing and listening to opinions on advantages, difficulties and obstacles encountered in the process of implementing legal regulations.

Unlocking resources for national development

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the XV National Assembly's passing of a large number of laws and resolutions demonstrates the high determination, great efforts, drastic and focused actions of the National Assembly, the Government, and relevant agencies and organizations in the work of building and perfecting institutions.

Emphasizing that perfecting development institutions is one of the three strategic breakthroughs, institutions are "breakthroughs of breakthroughs", resources and driving forces for development, right after the 8th Session, the Government and the Prime Minister resolutely directed relevant ministries and branches to urgently and effectively implement laws and resolutions, ensuring close connection between law making and enforcement, with the spirit of "5 clear: Clear people, clear work, clear responsibility, clear time, clear results".

The Government has also prioritized resources to concretize laws and resolutions; innovate policy communication in many forms, associated with strengthening supervision, inspection, urging, discipline, and order associated with promoting decentralization and delegation of power.

In the coming time, in order for laws and resolutions to come into effect and unleash resources for the country's development, Prime Minister Pham Minh Chinh said that there is still a lot of work to be done, requiring greater determination and effort to ensure progress, improve quality, create momentum to promote economic recovery and development, and meet the requirements and tasks of the country in the new development period.

On that basis, the Prime Minister requested to continue to thoroughly grasp the Party's guidelines and policies, the Politburo's regulations on law making and enforcement; perfect the law enforcement mechanism according to the principle of following the Constitution and the law.

Urgently issue and submit to competent authorities for promulgation 130 documents to implement laws and resolutions, avoid creating legal gaps, and build a comprehensive, consistent, unified and comprehensive legal system.

Strengthening the dissemination and popularization of laws and guiding their implementation in various and diverse forms; tightening discipline and order, encouraging cadres to dare to think, dare to do, and dare to take responsibility.

Prime Minister Pham Minh Chinh also requested to strengthen the inspection, review and systematization of legal documents; regularly evaluate the effectiveness of laws after promulgation to improve the effectiveness of law enforcement monitoring.

Proactively detect and proactively handle issues arising in the process of implementing laws and resolutions, or propose amendments, supplements or new issuance of relevant legal documents to handle contradictory, overlapping or impractical regulations, illegal regulations, hindering development, causing difficulties and troubles for people and businesses.

The Prime Minister requested localities to proactively issue plans to implement laws and resolutions in their localities; focus on reviewing, researching, preparing necessary conditions and organizing the implementation of assigned powers and tasks, especially new powers and tasks added in laws and resolutions of the National Assembly, pilot and specific mechanisms and policies applied locally.
