Details of the Ministry of Health's arrangement and consolidation plan after receiving additional tasks

After the reorganization and consolidation of the organization and structure of the Ministry of Health, there are 18 administrative organizations, a reduction of 4 organizations, achieving a reduction rate of more than 18%. Many departments and offices have been merged.

Currently, the organizational structure of the Ministry of Health has 21 units including: 18 administrative organizations assisting the Minister in performing state management functions (6 Departments, Ministry Office, Ministry Inspectorate, 10 Bureaus) and 3 public service units serving the state management functions of the Ministry (Institute of Health Strategy and Policy; National Health Information Center; Health and Life Newspaper).

In addition, the Ministry of Health has 77 affiliated public service units, divided into 6 fields: medical examination and treatment; disease prevention; training; research, production of vaccines and biological products, medical equipment; inspection and testing; forensic examination, forensic psychiatric examination and 4 other units.

A representative of the Department of Organization and Personnel (Ministry of Health) said that in 2025, the Ministry will develop a project to take over some tasks of the Central Committee for Health Care and Protection of Cadres (when the Committee's activities end); take over the state management function of social protection, children and prevention and control of social evils from the Ministry of Labor, Invalids and Social Affairs.

According to the Project, the Ministry of Health willreceiving 3 administrative organizations under the Ministry of Labor, Invalids and Social Affairsincluding the Department of Children, the Department of Social Protection, the Department of Social Evils Prevention and Control; receiving the status quo of 10 public service units under the Ministry of Labor, Invalids and Social Affairs including: 5 hospitals, 3 centers, the Vietnam Children's Fund, and the SOS Children's Village Office. The Ministry of Health alsoreceive the Office of the Central Committee for Health Care and Protection of Cadres.

At the conference on implementing health work in 2025, the Ministry of Health has a plan to arrange the administrative organization of the Ministry after receiving it.

Merge many departments and offices

In addition to maintaining 14 administrative organizations under the Ministry and 3 public service units serving state management functions; the Ministry of Health merged the Department of Medical Environment Management and the Department of Preventive Medicine into the Department of Preventive Medicine and Environment or the Department of Public Health.

Merge the Department of Maternal and Child Health under the Ministry of Health and the Department of Children under the Ministry of Labor, Invalids and Social Affairs into the Department of Protection and Care of Mothers and Children or the Department of Mothers and Children.

Merge the Department of HIV/AIDS Prevention and Control under the Ministry of Health and the Department of Social Evils Prevention and Control under the Ministry of Labor, Invalids and Social Affairs into the Department of HIV/AIDS and Social Evils Prevention and Control.

Reorganize the Department of Social Protection under the Ministry of Labor, Invalids and Social Affairs into the Department of Social Protection under the Ministry of Health; Establish the Department of Health Protection and Care for Cadres under the Department of Medical Examination and Treatment Management under the Ministry of Health on the basis of receiving the Office of the Central Department of Health Protection and Care for Cadres.

According to the Ministry of Health, before the reorganization, the Ministry had 18 administrative organizations; received 3 administrative organizations under the Ministry of Labor, Invalids and Social Affairs and the Office of the Central Committee for Protection and Health Care of Cadres, for a total of 22 administrative organizations.

Thus, after the arrangement and consolidation of the organizational structure, the Ministry of Health has 18 administrative organizations.reduce 4 organizations under the Ministry(obtain18.18% reduction rate).

The Ministry of Health has submitted to the Government a project to reorganize hospitals under the Ministry, including the plan to reduce 4 hospitals and transfer them to ministries, branches, and localities for management.

Specifically: Central Hospital 74 transferred its original status to the People's Committee of Vinh Phuc province; Central Hospital 71 and Central Nursing and Rehabilitation Hospital were reorganized into two practice hospitals of Hanoi Medical University; Quang Nam Central General Hospital was reorganized into the third facility of Hue Central General Hospital. Currently, the Ministry of Health is finalizing the project according to the direction of Deputy Prime Minister Tran Hong Ha.

The Ministry is also building and perfectingProject to establish Central CDCOn the basis of rearranging preventive medicine units, it is expected to reduce 5 public service units under the Ministry.

Principles of personnel arrangement and assignment

The Ministry of Health also said that along with reviewing, arranging, perfecting and streamlining the organizational focal points, the Ministry will arrange and assign the staff and civil servants in conjunction with streamlining the payroll, restructuring and improving the quality of the staff and civil servants. The arrangement and assignment of personnel will be implemented in accordance with the following principles:

For the Heads of units under the Ministry: Arrange and assign to ensure the principle of 1 Head/1 unit. The remaining number of Heads (if any) shall be arranged and assigned to the adjacent lower level position.

For Deputy Heads of units under the Ministry: Arrange and assign according to a reasonable structure, ensuring that after 5 years (from the date the competent authority approves the Project), the Ministry of Health has the number of Deputy Heads according to regulations.

For civil servants, professional and technical officials and workers: Receive the status quo; review and evaluate the quality of the team to arrange and assign personnel appropriately, immediately meet work requirements and achieve the goal of streamlining the payroll according to regulations.
