"Some roads are being upgraded, expanded and beautified in Vinh city, which is taking place at the end of the year and many sections are not ensuring urban aesthetics. People are worried that they may not be able to complete the project before Tet, affecting trading activities, traffic, environmental sanitation, and potentially causing traffic safety risks..." Those are the opinions summarized by public opinion at the meeting of the Provincial Party Standing Committee on December 23, 2024. To overcome the above situation, ensuring the travel and living needs of the people, especially during Tet, on December 26, 2024, the Standing Vice Chairman of Nghe An Provincial People's Committee, Le Hong Vinh, issued Official Dispatch No. 11634/UBND-CN on inspecting the construction of projects, ensuring traffic safety and smooth traffic on the streets in Vinh city.

Official dispatch requests the Department of Construction and Vinh City People's Committee to focus on implementing the following contents:

Vinh City People's Committee:

Seriously implement the direction of the Provincial Party Standing Committee in Document No. 2887-CV/TU dated August 23, 2024, of the Provincial People's Committee in Document No. 8072/UBND-CN dated September 19, 2024: Strengthen inspection and review, focus on directing investors and contractors to have appropriate construction organization plans, increase shifts to quickly, neatly and thoroughly implement each item of urban improvement projects, technical infrastructure, and traffic in the area to ensure safe, convenient and smooth traffic.

For unfinished projects, it is necessary to calculate technical stopping points, have plans to tidy up the site, ensure traffic safety and environmental sanitation; stop construction for a period of 10 days before Lunar New Year so as not to affect people's travel and daily life.

Department of Construction:

Preside over and coordinate with relevant departments, branches, units and Vinh City People's Committee to check the progress, quality, construction measures compared to the bidding documents; plans to ensure traffic safety, especially at intersections.

Check and evaluate technical solutions to ensure safety and convenience when exploiting curbs and sidewalks of some streets that have been and are under construction (to avoid businesses and people having to renovate right after construction, which is both wasteful and unsightly), thereby requiring research on synchronous sample design solutions applicable to the streets; carefully evaluate the current status, wastewater drainage plans, and waste collection to ensure safe, convenient exploitation and environmental sanitation in accordance with regulations.
