Nghe An strengthens prevention and handling of high-tech fraud and property appropriation

In urgent Document No. 11614/UBND-NC dated December 26, 2024, the People's Committee of Nghe An province requested provincial departments, branches, and sectors, People's Committees of districts, cities, and towns, according to their assigned functions and tasks, to thoroughly grasp and seriously implement Official Dispatch No. 139/CD-TTg of the Prime Minister on strengthening the prevention and handling of fraudulent activities of appropriating assets using high technology in cyberspace.

Nghe An Provincial People's Committee also assigned the Provincial Police to preside over and coordinate with relevant departments and branches to advise the Provincial People's Committee on a specific plan to implement the Prime Minister's telegram.

The dispatch stated: On May 25, 2020, the Prime Minister issued Directive No. 21/CT-TTg on strengthening the prevention and handling of fraudulent property appropriation activities. Accordingly, ministries, branches and localities have actively implemented it, with many preventive and combative measures, initially achieving some results.

However, the situation of property fraud crimes is still complicated, with many new and sophisticated methods of operation, especially property fraud crimes using high technology, on cyberspace, causing great damage to people's property, affecting security and order.

The main reason is that the Party committees and leaders of some ministries, branches and localities are not resolute in directing the prevention and handling of fraudulent activities to appropriate assets; the propaganda and dissemination of methods, tricks and consequences of fraudulent crimes to appropriate assets are not very effective, not suitable for the change in new methods and tricks of operation; a part of the people have a greedy mentality, limited awareness of self-protection of assets and confidentiality of personal information...

Some legal regulations related to the fields of finance, banking, telecommunications... still show limitations and shortcomings and have not been amended or supplemented; coordination between ministries, branches and localities is still not synchronous, timely and effective.

To continue to improve the effectiveness of prevention, suppression, and handling of fraudulent property appropriation activities, especially high-tech property appropriation fraud crimes in cyberspace, the Prime Minister requests:

- Ministers, heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally run cities and relevant agencies continue to resolutely and effectively implement documents and directions of the Party, National Assembly, Government, and Prime Minister in preventing and combating crimes in general and property fraud crimes in particular, focusing on Directive No. 21/CT-TTg dated May 15, 2020 of the Prime Minister and other relevant directives of the Prime Minister and Head of Steering Committee 138/CP.

- The Prime Minister's dispatch also assigned specific tasks to relevant ministries and branches to deploy specific solutions to prevent and handle fraudulent activities of appropriating assets using high technology in cyberspace according to their functions and tasks.

In particular, focusing on information and propaganda work on methods, tricks, consequences of crimes and violations of the law related to fraudulent activities, especially fraud in cyberspace, prevention and handling results of functional forces so that people can raise awareness, promptly provide information, and denounce fraudulent activities to appropriate property.

- For the Chairmen of the People's Committees of provinces and centrally-run cities, the Prime Minister's telegram requires:

a) Directing agencies and functional forces to resolutely implement measures to prevent and combat property fraud crimes, especially crimes using high technology and taking advantage of cyberspace; promoting propaganda work appropriate to the characteristics of each locality, focusing on individual propaganda, specific situations, directly in residential areas; improving the effectiveness of coordination between departments, branches, sectors, and forces, assigning specific tasks to effectively prevent and handle property fraud crimes.

b) Strengthen inspection and examination in the areas of crimes of fraud and property appropriation, promptly detect and overcome loopholes and shortcomings in State management; focus on leading and directing the building of the movement "All people protect national security", and replicate effective crime prevention and control models at the grassroots level.

c) Direct the Department of Information and Communications to strengthen management with network operators, tighten the issuance of phone SIM cards, eliminate "junk" SIM cards, and handle the use of non-owner SIM cards in the area according to the instructions of the Ministry of Information and Communications.
