The quality of cadres plays an important role, deciding the effectiveness of leadership, direction, and organization of the implementation of movements and political tasks at each level and sector. Therefore, this is the stage that all levels and sectors in the province pay attention to, especially at the grassroots level - the level that directly implements and brings policies and guidelines into life.

Solutions to improve the quality of grassroots staff

Ten years ago, in Chau Cuong commune (Quy Hop district), the leadership and direction capacity of the staff and civil servants had limitations, the main reason being that the Party Committee and government had not yet gathered the strength of solidarity, promoted the capacity, strengths as well as the contributions of the staff and civil servants to the general movement of the locality.

Faced with that reality, Quy Hop district has mobilized and rotated district officials to take on key positions in the locality, associated with changing the methods and ways of leadership and operation of the grassroots organization, promoting the responsibility of each official and civil servant based on weekly work assignment and evaluation.

Comrade Luu Xuan Diem - Party Secretary, Chairman of Chau Cuong Commune People's Council said: "Cadres and civil servants know the amount of work that needs to be done during the week and where their weaknesses are to be overcome every week". Along with that, carry out assessments and analyze the strengths and weaknesses of each cadre and civil servant to promote strengths, enhance teamwork, support, good people support weak people in information technology, financial knowledge, practical direction and organization of local political tasks...

In the emulation and reward work, Chau Cuong commune takes work results as a measure, ensuring fairness and objectivity, creating motivation to encourage the staff and civil servants to contribute; associated with caring for and creating conditions for staff and civil servants to study, standardizing degrees. In the period 2015 - 2025, the locality had 4 staff and civil servants study and complete master's and university degrees and 12 staff and civil servants complete intermediate political education. Currently, out of a total of 22 staff and civil servants of Chau Cuong commune, 19 have university and master's degrees; 20 have intermediate political theory degrees and 2 have elementary political theory degrees.

From taking care of training, standardizing qualifications and assigning specific tasks, strengthening inspection, supervision and doing well in emulation work, Chau Cuong commune has built a team of cadres and civil servants with high capacity, responsibility and good work. From a difficult commune with more than 91% of the population being ethnic minorities, in recent years, Chau Cuong commune has made strong progress in transforming crop structure, changing production thinking from self-sufficiency to commodity production. From not being on the "map" of the raw material planning area of ​​the sugar factory, the locality now has more than 76 hectares of concentrated sugarcane; producing waxy corn and winter corn biomass with more than 160 hectares; planting medicinal basil on more than 10 hectares of previously abandoned land. The locality has successfully built 4 OCOP products out of a total of 23 products of the entire Quy Hop district... In particular, the new rural construction movement has made many efforts, with 4/9 hamlets meeting new rural standards and the commune has achieved 16/19 new rural criteria.

Also paying attention to building a team of grassroots cadres, the solution that the Party Committee and the government of Nghi Truong commune (Nghi Loc district) focus on is sending cadres and civil servants to study at university and intermediate levels of political theory, combined with increasing participation in training courses on financial management, investment, basic construction, land management and professional work in culture, health, education, justice, and Party building. If at the beginning of the 2020-2025 term, the professional qualifications of cadres and civil servants reached 90% of university degrees and 85% had intermediate levels of political theory; now, 100% of cadres and civil servants have university and intermediate levels of political theory.

In addition, comrade Hoang Van Viet - Party Secretary, Chairman of Nghi Truong Commune People's Council said: To overcome the situation where cadres and civil servants are standardized in terms of qualifications, but their ability to direct and perform tasks is limited; Nghi Truong Commune Party Committee and Government focus on assigning tasks in a detailed manner to each organization and individual. For example, in the construction of advanced new rural areas, in addition to the responsibilities assigned to each member of the commune-level steering committee, the Commune People's Committee also established an implementation committee to develop a plan and assign specific tasks to each cadre and civil servant in charge of each group of criteria and each specific hamlet for direction.

During the direction process, the Party Committee and the government strengthen inspection, supervision and evaluation of cadres and civil servants on a weekly basis and of members of the executive committee and standing committee of the Party Committee closely every month. To evaluate closely and make cadres and civil servants "convinced", leaders must stick to the work and be close to the grassroots; thereby encouraging and raising the sense of responsibility and dedication of cadres and civil servants in the political system. In 2023, Nghi Truong Commune Party Committee was classified as having excellently completed its tasks and the commune was recognized as having achieved advanced new rural standards in mid-2024.

Take care of building staff at all levels

To improve the quality of the staff, the Party committees at all levels in Nam Dan district focus on closely and multi-dimensionally evaluating staff in terms of qualities, political capacity, awareness, responsibility, prestige, working skills, quality and efficiency of assigned work; linking individual assessment with collective assessment and results of implementing political tasks of agencies, units and localities, implementing resolutions, regulations and directives of the Party at all levels. The review, supplementation and removal from the planning are also based on the assessment of staff; planning is linked to training, fostering and appointing staff, contributing to improving the quality of the team.

Since the beginning of the 2020-2025 term, Nam Dan district has had 22 cadres trained in university and master's degrees; 772 cadres trained in political theory and 11 training courses on Party building, mass organizations, state management, training, updating knowledge, skills, national defense - security... The district has paid attention to training cadres through rotation and transfer, with 9 district cadres rotating to preside at the grassroots level and 8 cadres transferred from the grassroots to the district; 23 cadres were rotated horizontally between departments, branches, and mass organizations at the district level.

At the provincial level, on the basis of continuing to implement Resolution No. 26, dated May 19, 2018 of the Party Central Committee (12th tenure) "on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task"; all stages of cadre work have been given attention by Party committees from the provincial to grassroots levels, with methodical and strict leadership and direction, from cadre assessment to planning, training, fostering, rotation and recruitment, arrangement, decentralization of management, election and appointment of cadres. The arrangement of Party committee secretaries who are not local people has been centrally directed by Party committees at all levels. As of July 2024, 18/21 Party committee secretaries at the district level and 12/21 chairmen of the district People's Committees are not local people. At the grassroots level, many localities have also strongly directed this content, such as Tuong Duong, Nghia Dan...

Based on the assessment of 6 years of implementing Resolution No. 26 of the Party Central Committee (12th tenure); in addition to the advantages such as basic standardization of professional qualifications and political theory, the capacity and sense of responsibility for the work of cadres, civil servants and public employees at all levels have been increasingly improved; the provincial Party Committees have also clearly recognized the limitations in the capacity of a number of cadres and civil servants, especially the capacity to think, manage and concretize, and organize the implementation of Party resolutions and State laws; there is still a conservative and stagnant mindset, working based on experience, being afraid to learn and acquire new knowledge; leadership and direction lack determination, and being afraid of collision. There is still a situation of shirking responsibility, avoiding responsibility, violating discipline, laws and regulations of the Party.

From clearly seeing the weaknesses of the cadre team, the Party committees at all levels in the province continue to set out the determination to innovate the cadre work in the stages of assessment, planning, training, fostering, promotion and appointment of cadres; associated with organizing, streamlining the apparatus, reducing staff, restructuring the cadre team to be compact and refined, meeting the requirements of quality, capacity and prestige, equal to the tasks in the current period.
