Demand for electricity supply for industrial zones to increase in 2025

According to a report by VSIP Nghe An Co., Ltd. and Hoang Mai 1 Industrial Park, the total electricity demand of secondary investors investing in these industrial parks will increase by 2025.

Meet demand early

It is known that VSIP Nghe An Industrial, Urban and Service Park is currently being supplied with electricity from the 110kV Hung Nguyen transformer station, with a capacity of 2x63MVA; The maximum capacity currently in use is approximately Pmax = 59 MVA/month (accounting for 47%). However, with the increasing number of investment projects, by 2025 the electricity supply will not be enough. It is expected that by the fourth quarter of 2025, it will increase to about 162MVA, by the fourth quarter of 2026 it will be 170MWA, by the fourth quarter of 2027 it will be 215 MWA, at that time the 110kV Hung Nguyen transformer station will not be able to meet the power supply requirements.

According to the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, VSIP Nghe An Industrial Park has been planned for the VSIP 6 110kV Transformer Station project, with a capacity of 2x63MVA to supply electricity to this industrial park. At the same time, according to the content of Decision No. 93/QD-TTg dated February 15, 2023 of the Prime Minister on approving the overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone, Nghe An province to 2040, VSIP Nghe An Industrial, Urban and Service Park is supplied with electricity from the Hung Nguyen 110kV Transformer Station, with a capacity of 2x63MVA and an additional 110kV transformer station with a capacity of 2x63MVA will be built.

With that planning, based on the electricity demand in VSIP Nghe An Industrial Park, the leaders of VSIP Nghe An Company Limited proposed that the province and the Northern Power Corporation soon consider investing in the construction of the 110kV VSIP 6 transformer station, with a capacity of 2x63 MVA to supply electricity to secondary investors in VSIP Nghe An Industrial, Urban and Service Park. The electricity supply roadmap according to investors is as follows: Quarter 4/2025: Complete the investment in the construction of the T1 transformer with a capacity of 63MVA and the 22kV medium voltage line system to meet the capacity demand of 162MVA by quarter 4/2025, 170MVA by quarter 4/2026.

By the fourth quarter of 2027, complete the investment in construction of the 63MVA T2 transformer and the 22kV medium voltage line system to customers to meet the capacity demand of 215MVA..

In Hoang Mai town, there are 3 industrial parks: Dong Hoi, Hoang Mai 1 and Hoang Mai 2. Of which, Hoang Mai 1 industrial park has reached an occupancy rate of over 70%. The total electricity demand is about 350MW. Hoang Mai 2 industrial park has been approved by the Prime Minister in Decision No. 1164/QD-TTg dated October 9, 2023, secondary investors have registered and studied to implement the project with an expected demand of 1,200MW. Dong Hoi industrial park is adjusting the construction zoning plan with an expected relatively large electricity demand.

In addition, in the Provincial Planning approved by the Prime Minister, there is a planning for Tan Thang Industrial, Urban and Service Park, Quynh Luu District with an area of ​​300 hectares and Ngoc Chau Industrial Park, Quynh Luu District with an area of ​​300 hectares, about 10km from Hoang Mai II Industrial Park, but there is no planning for power supply for the projects.

Meanwhile, the power supply for 110kV transformer stations in Hoang Mai town is supplied from Nghi Son 220kV transformer station, capacity 2x250MVA and Quynh Luu 220kV transformer station, capacity 2x250MVA, currently using more than 80% of capacity.

Therefore, in order to have timely power supply for 110kV transformer stations to supply power to Industrial Parks in Hoang Mai town, especially Hoang Mai II Industrial Park and Quynh Luu district in the coming time, it is necessary to invest in Hoang Mai 220kV transformer station, capacity 2x250MVA, in which, put transformer T1 into operation before 2025.

Faced with that situation, Nghe An also had documents proposing the Ministry of Industry and Trade to report to the Prime Minister to add the Hoang Mai 220kV Transformer Station to the Plan to implement the VIII Power Plan.

In addition, Vietnam Electricity Group also issued Document No. 6317/EVN-KH dated November 7, 2024 to the Northern Power Corporation (EVNNPC) on assigning EVNNPC to carry out procedures to invest in 3 220kV distribution transformer stations to increase power supply; including the 220kV Hoang Mai transformer station and connecting lines and coordinate with Nghe An province to report to the Ministry of Industry and Trade to add to the Power Plan VIII, the Plan to implement the Power Plan VIII.

Onlythe way to overcome difficulties

Recently, Nghe An province leaders had a working session with the Northern Power Corporation on removing difficulties and obstacles for power projects in industrial parks. Nghe An province highly appreciated EVNNPC's timely investment cooperation support in the past time, especially the effective implementation of contents after the 2023 working session (December 14, 2023).

Nghe An commits to direct relevant sectors, departments, localities and units to promptly carry out relevant procedures according to regulations and create the best conditions for EVNNPC and its member units to implement investment projects in the area, especially power supply projects for industrial parks to meet the production requirements of investors.

Accordingly, in order to have timely power supply for 110kV transformer stations supplying power to Industrial Parks in Hoang Mai town and Quynh Luu district, Hoang Mai Industrial Park, Nghe An province, it is requested that the Northern Power Corporation (EVNNPC) consider and propose to the Ministry of Industry and Trade to report to the Prime Minister to add the 220kV Hoang Mai transformer station, capacity 2x250MVA to the Power Plan VIII, the Plan to implement the Power Plan VIII to have a basis for implementing project investment, and at the same time speed up the investment progress of power projects in the province.

Nghe An requested EVNNPC to pay attention to investing in the grid infrastructure to directly retail electricity to secondary investors in industrial parks and industrial clusters to ensure timely power supply for production. Requested EVNNPC to carry out related procedures to invest in the construction of the 110kV VSIP 6 transformer station, with a capacity of 2x63MVA, including putting the T1 transformer with a capacity of 63MVA and the 22kV medium voltage line system into operation in the fourth quarter of 2026.

The leaders of the Northern Power Corporation pledged to closely monitor investment projects, continue to support Nghe An in implementing the project, and also requested the investors of Hoang Mai Industrial Park and VSIP to review and provide accurate information on electricity usage plans to develop a suitable power supply plan and investment and construction roadmap to avoid waste.

In response to EVNNPC's request, the Provincial People's Committee also assigned the Southeast Economic Zone Management Board to direct industrial park infrastructure investors and secondary investors in industrial parks to specifically register electricity usage plans to have a basis for implementing projects, implementing investment guarantee agreements for power projects and sanctions and commitments on electricity usage needs for EVNNPC to use as a basis for implementing investments according to regulations. Nghe An Provincial People's Committee also assigned the Department of Natural Resources and Environment to preside over and guide the People's Committees of districts, cities and towns to allocate land use quotas, adjust land use planning and plans to implement projects in a timely manner and in accordance with regulations, and assigned the People's Committees of localities and sectors to coordinate in clearing the site completely.
2025 is approaching, power projects often take a long time in terms of procedures, so sectors and levels need to urgently implement instructions to soon supply electricity to the projects.
