Economic & Urban Newspaper launches media events to bring the Capital Law 2024 into life
On December 31, Kinh te & Do thi Newspaper organized a launch of media events to bring the Capital Law into life, marking the milestone of the Capital Law 2024 taking effect from January 1, 2025.
Attending the event were Vice Chairman of the National Assembly's Law Committee Nguyen Phuong Thuy (National Assembly delegate of the National Assembly delegation of Hanoi); Deputy Head of the Press and Publishing Department (Central Propaganda Department) Nguyen Gia Hung; Permanent Vice Chairman of the Hanoi Fatherland Front Committee Nguyen Sy Truong; Permanent Vice Chairman of the Hanoi Journalists Association Kieu Thanh Hung; leaders of departments, branches of the city, Hoan Kiem district, press agencies and a large number of people in the capital.
In particular, the event had the participation of speakers participating in the Talkshow "Capital Law 2024: Realizing the Capital's aspirations to rise" including: Master Dang Huy Dong - Former Deputy Minister of Planning & Investment, Director of the Institute for Planning and Development Studies; Prof. Dr. Hoang Van Cuong - National Assembly Delegate of the National Assembly of Hanoi, Vice Chairman of the State Council of Professors for the 2024 - 2029 term; Dr. Architect Dao Ngoc Nghiem - Vice Chairman of the Vietnam Urban Planning and Development Association.

Speaking at the opening ceremony of the media events to bring the Capital Law 2024 into life, Associate Professor, Dr. Nguyen Thanh Loi - Editor-in-Chief of the Economic & Urban Newspaper emphasized that the passing of the Capital Law 2024 is not only great news for the government and people of the Capital, but also brings expectations of strong changes, meeting the expectations of the whole country for a Capital - the "heart" of the whole country to develop to its full potential in the future. In order to perfect the institutional "launch pad" for the Capital to accelerate its development, the Hanoi People's Committee is stepping up coordination with ministries and branches, advising on draft decrees, resolutions, and decisions guiding the implementation of the Capital Law 2024 so that it can come into life.
Party committees, authorities, the Fatherland Front and socio-political organizations from the city to the grassroots have focused on leading and directing the organization of propaganda, dissemination and understanding of the content, meaning, role, importance, mechanisms, policies and regulations of the Capital Law 2024 and documents implementing the Law. Hanoi has focused on and mobilized all resources, urgently developed and completed documents implementing the Capital Law 2024 under the authority of the city. In particular, determining the development of documents implementing and organizing the implementation of the Capital Law 2024 is a key task, a top priority in the leadership, direction and operation of the city.
The Editor-in-Chief of the Economic & Urban Newspaper said that, implementing Directive No. 37-CT/TU dated December 6, 2024 of the Standing Committee of the Hanoi Party Committee on implementing the Capital Law and the Plans for implementing the Capital Law 2024, the Economic & Urban Newspaper has issued annual plans and peak plans for each stage of propaganda, introducing new points of the Capital Law 2024 through new forms of propaganda such as: TV talkshows, scientific seminars, discussions; implementing in-depth articles in modern forms of journalism such as: emagazine, longform, infographic, podcast, video...

In particular, under the direction of the Hanoi People's Committee, on August 19, 2024, the Newspaper issued Plan No. 68/KH-KTĐT on the peak of in-depth propaganda in the fields prescribed in the Capital Law 2024 and its implementation instructions. Speaking at the event, Deputy Head of the National Assembly's Law Committee Nguyen Phuong Thuy welcomed the Economic & Urban Newspaper for organizing media events to bring the Capital Law into life right before the Law officially takes effect (January 1, 2025).
Vice Chairman of the National Assembly's Law Committee Nguyen Phuong Thuy emphasized that on January 1, 2025, the Capital Law 2024 takes effect, marking a very important milestone for Hanoi. Launching media events is a very meaningful activity to disseminate the new provisions of the Law to all levels of sectors and all people, while raising awareness of the meaning and role of the Capital Law in managing, building, developing and protecting the Capital.
Vice Chairman of the National Assembly's Law Committee Nguyen Phuong Thuy said that the Capital Law No. 39/2024/QH15 was passed by the 15th National Assembly, 7th Session on June 28, 2024, consisting of 7 chapters and 54 articles (an increase of 3 chapters and 27 articles compared to the 2012 Capital Law), closely following the 5 guiding viewpoints for drafting the Law and 9 policy groups decided by the National Assembly with many new contents, aiming at strong decentralization and delegation in all fields with many specific and outstanding policy solutions, suitable to the practical situation, development orientation of the country, and of the capital Hanoi in the new period. The Law takes effect from January 1, 2025 (except for 5 contents taking effect from July 1, 2025), replacing the Capital Law No. 25/2012/QH13.

According to Vice Chairman of the National Assembly's Law Committee Nguyen Phuong Thuy, the Capital Law 2024 has fully institutionalized a specific mechanism for the Capital to make a breakthrough, implementing the goals of Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo "on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045", which has determined that by 2030, the Capital Hanoi will be a "Cultured - Civilized - Modern" city, becoming the center and driving force to promote the development of the Red River Delta, the key economic region of the North and the whole country...
The Law has specific provisions on the urban government model applicable to Hanoi and has a clear mechanism of decentralization and delegation of power, assigning responsibilities and giving more power to Hanoi to have the authority to decide on issues related to specific conditions in accordance with the spirit of "locality decides, locality acts, locality is responsible" which has been frequently emphasized by General Secretary To Lam and leaders at all levels of the National Assembly and the Government in recent times. The provisions that have been specifically and more detailed in the content of assigning responsibilities and power to the Capital are expressed in the direction of priority application in the legal system.

The Law will also help Hanoi overcome the limitations it has encountered in the past time such as resource mobilization, investment, planning, policies for cultural development, education, health, and social security. In particular, there are strong solutions to help the city overcome current shortcomings in landscape architecture, traffic, and environmental pollution. Along with the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065, the specific mechanisms and policies from the Capital Law 2024 will create new momentum and new space for the Capital to develop comprehensively, with open space, focusing on innovation and creativity, building the Capital into a truly "Cultured - Civilized - Modern" city, worthy of the Capital in the new era - the era of national development.
To concretize and put the Capital Law 2024 into practice, at 2 sessions of the Hanoi People's Council, 17 Resolutions of the People's Council on implementing the Capital Law with regulations under its authority were passed. In addition, there are currently more than 30 Resolution submissions registered by the city's departments, branches and sectors to submit to the City People's Council for consideration and approval at the upcoming sessions. Along with that, the Hanoi People's Committee is actively coordinating with ministries, branches and sectors to advise on draft decrees, resolutions and decisions guiding implementation to concretize the contents and provisions of the law. Recently, the Government issued Decree No. 169/2024/ND-CP detailing the organization and operation of the People's Committees of wards in Hanoi.
Under the direction of the City Party Committee, Hanoi also promotes propaganda work so that officials and people can clearly understand the provisions of the Capital Law; and implement the contents of the Law synchronously and effectively. In particular, from January 1, 2025, Hanoi will launch a peak propaganda campaign on the Capital Law and documents guiding the implementation of the Law throughout the city, with the participation of all levels, sectors and especially the capital's press agencies in accordance with Directive No. 37-CT/TU dated December 6, 2024 of the Standing Committee of the Hanoi City Party Committee on implementing the Capital Law.

Vice Chairman of the National Assembly's Law Committee Nguyen Phuong Thuy also highly appreciated the Economic & Urban Newspaper for accompanying and doing a good job of propagating the process of building and promulgating the Capital Law in many forms, from scientific seminars, discussions, to in-depth articles in publications. In order to contribute to the implementation of the Law quickly, with a roadmap and effectively, the Newspaper has soon planned and implemented a peak period of propaganda for the Capital Law 2024 in the Newspaper's publications; promptly organized a series of activities to deploy and bring the Law into life, including organizing media events to bring the Capital Law 2024 into life. In particular, the Talkshow “Capital Law 2024: Realizing the Capital's aspirations to rise” will analyze and clarify the outstanding mechanisms and policies for the Capital, especially in the field of urban development, public transport orientation, underground space... These are issues that are of great interest to the majority of people and have great significance in exploiting new resources, opening up new opportunities in the future urban development of Hanoi.
“The National Assembly’s Law Committee and Hanoi City also hope to receive comments on solutions and ways to effectively and creatively implement the Capital Law in accordance with practical requirements, especially to help remove bottlenecks and create new momentum for Hanoi to develop quickly and sustainably,” emphasized Deputy Head of the National Assembly’s Law Committee Nguyen Phuong Thuy.
