Solving the difficult problem of lack of teaching equipment in schools

Teaching equipment is one of the important tools to supplement lessons in schools, especially in the implementation of the 2018 General Education Program. However, currently, there are minimum lists according to regulations but to meet them is still difficult.

Difficult to ensure compliance with regulations

As an elementary school teacher, taking on many different subjects at the same time, making teaching aids has become familiar to teacher Khanh Van and many other teachers at Hanh Lam Elementary School (Thanh Chuong).

This is also a solution to overcome the difficulty when the current school budget is not enough to buy the minimum teaching equipment as prescribed.

Speaking more about this, teacher Khanh Van said: In the current list of subjects, there are full regulations on equipment to support teaching, but because the price of the equipment is quite high, the school has not equipped enough. Instead, we have to guide students to make their own equipment through Stem lessons, teachers make their own learning materials or do some science experimental models.

Without these devices, teaching is very difficult because of the lack of vivid visualization to help develop students' thinking and reduce their imagination.

Hanh Lam Primary School is located in a difficult area of ​​Thanh Chuong district. In recent years, although the commune and district authorities have invested in facilities and teaching equipment, it is still difficult to meet the minimum requirements.

As for the Computer Science subject, in previous years the whole school only had 10 computers, which was not enough to teach Computer Science to students. To overcome this difficulty, the school had to encourage teachers to bring their old computers home and use laptops to teach students. This year, the school has just been equipped with some more computers by the district, but it is still not enough.

Regarding other teaching equipment according to Circular No. 37/2021/TT-BGDDT (stipulating the List of minimum teaching equipment for primary schools according to the new General Education Program), the school currently does not have any equipment as prescribed.

Currently, the teaching equipment at our school only meets 55-65% of the requirements, but these are all devices reused from old programs or made by teachers themselves.

In addition, to have enough equipment according to the new program to ensure 17 classes is impossible because it requires a large amount of money. Moreover, purchasing equipment is also difficult because there is a lot of equipment on the market that is not yet available for supply.

In Nam Dan district, Long Lam Secondary School is also one of the schools with quite good investment in facilities. However, investment in purchasing teaching equipment is still limited, difficult to meet the requirements.

Teacher Nguyen Thi Phuoc Nhuan - Vice Principal of the school said: Every year the school makes additional purchases but it has not been able to meet all the needs for many different reasons. For example, we do not have equipment for teaching Music because we do not have teachers to teach this subject. The IT room has 24 computers but only meets half of the needs. The equipment for Natural Science and English only meets part of the needs...

Not meeting teaching needs

Teaching equipment is considered a support tool to help teachers impart knowledge and make lectures more lively, promoting students' ability to absorb knowledge.

However, for many reasons, teaching equipment at schools in the province has not been provided in a timely manner or is no longer suitable for actual conditions.

In early December, the report of the Provincial People's Committee on the results of implementing the innovation of general education textbooks also showed that,teaching equipmentIn schools, according to Circular No. 37/2021/TT-BGDDT, No. 38/2021/TT-BGDDT and No. 39/2021/TT-BGDDT on the List of minimum teaching equipment for primary, secondary and high school levels, there are not enough and many are lacking at all levels.

Teaching equipment at primary level only meets 54%, secondary level 68%, high school level 79%.

One of the main reasons is that the budget is not enough, school funding is limited...

To overcome the above situation, recently, the Department of Education and Training has directed schools to be flexible in the implementation process such as taking advantage of old equipment, encouraging teachers to make their own teaching aids, increasing the application of Stem, using learning resources on the Internet. In addition, continuing to mobilize resources to purchase teaching equipment.

Currently, the whole province has 81 primary schools (accounting for 17%) and 87 secondary schools (accounting for 17.9%) equipped with smart classrooms; 99 secondary schools are equipped with equipment and technology transfer to promote Stem education methods, accounting for 20.4%.

Most recently, in mid-December, the Department of Education and Training launched a contest for homemade teaching aids at the GDTX level. The contest was held in the context of teaching equipment in many GDTX centers being extremely scarce and only meeting 20% ​​of teaching needs.

Reality also shows that every year, the budget of service centers for purchasing teaching equipment is still modest, affecting the quality of teaching in schools...

In the period of 2021-2024, with capital sources from the national target program, medium-term public investment sources, career budget sources and socialized sources, 4,978 classrooms and functional rooms have been invested in construction, repair and upgrading, of which 2,826 rooms have been newly built; equipment, computers, and foreign language classrooms have been purchased to serve teaching and learning.

The total cost of construction, repair of facilities, and purchase of teaching equipment in the 2021-2024 period is more than 3,300 billion VND, of which the source mobilized from socialization is nearly 620 billion VND.
