2024 is a very important pivotal year, the entire political system accelerates and makes breakthroughs in achieving goals and targets before the Party Congresses at all levels.
In that context, the Party Committees, the Party Committee Inspection Committee and the Party Committee Office have closely followed the work program, proactively and promptly advised and assisted the Party Committee in implementing comprehensive and effective direction in all fields, well performing the assigned functions and tasks, contributing to the building of an increasingly strong Party organization.
Political and ideological work has been strengthened; the leadership capacity and fighting strength of grassroots party organizations and the quality of cadres and party members have been improved. The work of planning, training, fostering, arranging, promoting, appointing and rotating cadres has been carried out methodically, in accordance with principles and procedures, ensuring democracy.
Deploying the plan to summarize Resolution No. 18-NQ/TW and orienting the organization of the political system to be streamlined, effective and efficient.
Mass mobilization work continues to be innovated in the direction of directing the building of models, typical examples, close to the grassroots, especially the model of "Skilled Mass Mobilization", creating social consensus to successfully carry out socio-economic development tasks.
Inspection and supervision work is basically carried out synchronously and comprehensively; the content is central and key; focusing on urgent, sensitive areas, areas prone to violations; actively contributing to preventing and limiting violations, preventing and combating corruption, waste, and negativity; strengthening discipline and order, contributing to building and rectifying the Party and the political system to be increasingly clean and strong.
Internal affairs, anti-corruption, waste, negativity and judicial reform have been seriously implemented in accordance with the Party's major policies and orientations, creating positive changes. The Party Committee Office has focused on effectively implementing the task of advising and synthesizing in all fields in a timely and quality manner, meeting the requirements of serving the leadership and direction of the Party Committee and the Standing Committee of the Party Committee.
Advise on the effective implementation of organizational arrangements, apparatus and organization of party congresses at all levels.
Concluding and closing the conference, on behalf of the Provincial Party Committee Standing Committee, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council commended the important results that specialized agencies advising and assisting the Party Committee have achieved in 2024; at the same time, pointed out a number of shortcomings and limitations.
The Standing Deputy Secretary of the Provincial Party Committee emphasized and noted a number of key tasks in 2025.
First of all, for the Propaganda sector, comrade Hoang Nghia Hieu suggested that it is necessary to synchronously and effectively deploy propaganda, foreign information, press and publishing work; improve the quality of political theory and Party history education, including continuing to promote activities to welcome Party congresses at all levels and celebrate major holidays; innovate and diversify propaganda forms, especially through digital platforms, reporters, and oral propaganda...
At the same time, be proactive and focus on the grassroots to grasp public opinion information early, promptly handle emerging, prominent issues of public concern; promote the role of Steering Committee 35, strengthen the fight against erroneous viewpoints and distorted arguments of hostile forces, protect the Party's ideological foundation; carry out well the ideological work in streamlining the apparatus because this is a major policy of the Party and State and is agreed and supported by the people.
In the coming time, the Propaganda Department and the Mass Mobilization Department at all levels will merge, so it is necessary to pay attention to doing a good job of self-ideology, sacrificing personal interests for the common goal of developing the country and people.

Regarding the Organization sector, Standing Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu suggested focusing on advising to improve the leadership capacity, fighting strength of grassroots party organizations and the quality of party members, focusing on improving the quality of Party committees associated with effectively implementing the policy of streamlining the organization and apparatus.
Carry out internal political protection work well. Focus on building and consolidating party organizations in specific regions, developing the party in private enterprises and foreign-invested enterprises and in accordance with Resolution 21 of the Party Central Committee.
In particular, advising the Party Committee to do well in the work of discovering and training cadres, first of all, the personnel work of Party congresses at all levels must be thoroughly implemented according to the direction of General Secretary To Lam that personnel work must ensure the selection of people with enough virtue, enough talent, and equal to the task to be introduced to Party Committees at all levels.

Regarding the Party's Inspection and Supervision sector, comrade Hoang Nghia Hieu emphasized the need to strictly implement legal regulations, focusing on sensitive areas that are prone to violations; information that concerns public opinion; strengthening supervision work to prevent, stop, limit, and promptly detect errors, signs, and violations of comrades, teammates, organizations, agencies, and units... Thereby, promptly reminding and requesting early correction, avoiding violations of the law that lead to disciplinary action and criminal prosecution.

Regarding the Party's Mass Mobilization sector, comrade Hoang Nghia Hieu emphasized the need to continue to effectively implement the Central Committee's resolutions, programs, projects... of the Provincial Party Committee on mass mobilization work; innovate the Party's leadership method for mass work. Well implement the grassroots democracy regulations; promote the work of mass mobilization of the government, do a good job of administrative reform, receive people, and handle urgent and prominent issues at the grassroots level. Continue to lead the implementation of contact and dialogue with the people; create high consensus among the people. Focus on the grassroots level to build truly effective models that can be replicated.
Regarding the Party's Internal Affairs sector, the Standing Deputy Secretary of the Provincial Party Committee noted the need to proactively grasp the situation, promptly detect and effectively combat and prevent sabotage plots of hostile forces; properly handle urgent and prominent issues in the area, and prevent "hot spots" of security and order from occurring. Promote the role of elected bodies, the Fatherland Front, mass organizations, and press agencies in the fight against corruption and waste.
Strengthen the apparatus, improve the capacity and efficiency of anti-corruption agencies and advisory agencies at the Party Committee level to lead and direct anti-corruption work. Maintain good implementation of the work of receiving people by the head of the Party Committee. Strengthen the Party's leadership and direction on judicial reform.
Regarding the Party Committee Office, the Standing Deputy Secretary of the Provincial Party Committee proposed to continue advising on leadership, direction, and urging the implementation of resolutions, programs, plans, projects, etc. of the Party Committee; improve the quality of appraisal and consultation; focus on administrative reform and digital transformation in Party agencies; effectively manage the Party's finances and assets; improve the capacity of governance, reception, foreign affairs, and service to the Party Committee.
In particular, in the immediate future, we need to prepare well the conditions to serve thoughtfully and successfully organize the Party Congress for the 2025-2030 term; focusing on the work of advising on the drafting of congress documents in a new spirit, new determination, and new approach as directed by General Secretary To Lam, which is to be life-affirming, concise, easy to understand, and easy to implement; clearly indicating directions, resources, methods, and an action program.
