Ms. Nguyen Thi Hoai from Vinh City asks: What are the penalties stipulated in Decree 168/2024/ND-CP for those who control or lead livestock in violation of road traffic regulations?

Reply:

Article 11 of Decree 168/2024/ND-CP The regulations stipulate penalties for those who control, lead, or operate vehicles pulled by animals in violation of road traffic rules as follows:

1. A fine of VND 150,000 to VND 250,000 shall be imposed for any of the following violations:

a) Failing to yield the right of way as required, and failing to signal with hands when changing direction;

b) Failure to comply with traffic signals, traffic signs, or road markings, except for violations specified in Clause 3 of this Article;

c) Insufficient containers for pet waste or failure to clean up pet waste that spills onto streets and sidewalks;

d) Allowing pets to roam freely on public roads poses a safety risk to people and vehicles using the road.

d) Driving in a horizontal formation of 2 or more vehicles;

e) Allowing animals to pull carts without a driver present;

g) Driving a vehicle without using the required turn signals.

2. A fine of VND 400,000 to VND 600,000 shall be imposed for any of the following violations:

a) Failing to comply with the orders or instructions of traffic controllers or traffic inspectors;

(b) Leading pets to run alongside you while driving or riding in a road vehicle;

c) Controlling or leading livestock on roads that are not designated for them, entering prohibited roads or areas, or entering the lanes intended for motor vehicles.

3. A fine of VND 1,000,000 to VND 2,000,000 will be imposed on individuals who control, lead, or operate animal-drawn vehicles on highways.
