General Secretary To Lam: Unite to overcome difficulties and challenges, bring the country to rapid and sustainable development in the new era
In the atmosphere of the whole country excitedly celebrating the Party and the New Year of At Ty 2025, on the morning of January 20, at the Party Central Committee Headquarters, the Politburo and the Secretariat held a meeting with leaders and former leaders of the Party, State, Vietnam Fatherland Front, and members of the Party Central Committee of all terms to review the glorious tradition of 95 years of building and growing of the Party (February 3, 1930 - February 3, 2025).

Attending were: General Secretary To Lam; former General Secretary Nong Duc Manh; Politburo member, President Luong Cuong; former Politburo member, former President Truong Tan Sang; former Politburo member, former Prime Minister Nguyen Tan Dung; Politburo member, National Assembly Chairman Tran Thanh Man; former Politburo members, former National Assembly Chairmen: Nguyen Van An, Nguyen Sinh Hung, Nguyen Thi Kim Ngan; Politburo member, Standing member of the Secretariat Tran Cam Tu, Head of the Central Inspection Commission and former Politburo members, former Standing members of the Secretariat; comrades Politburo members, former Politburo members, Secretariat members, former Secretariat members, Party Central Committee members, former Party Central Committee members, alternate members of the Party Central Committee, former alternate members of the Party Central Committee of all terms.
At the meeting, Standing member of the Secretariat Tran Cam Tu, Chairman of the Central Inspection Commission, read a report reviewing the glorious 95-year history of the Party and celebrating the Spring of At Ty 2025.
Former leaders of the Party, State and Vietnam Fatherland Front have made valuable, accurate, responsible, dedicated and intellectual contributions to the Party's leadership and State management.
Promote the spirit of solidarity, unity and unanimity

Speaking at the meeting, reviewing the outstanding results in 2024, on behalf of the Party and State leaders, General Secretary To Lam emphasized that in 2024, there were many personnel changes in the Party's senior leadership, but the Party Central Committee, the Politburo, the Secretariat and agencies in the political system continued to promote the spirit of solidarity, unity and effective organization and implementation of work programs. Through some of these changes, our Party is more united, more cohesive, and more coordinated. In the face of the new historical moment, there is an urgent need to strongly innovate leadership methods and improve the Party's leadership and governance capacity to bring our nation forward strongly.
The year 2025 is of special significance, a year of acceleration and breakthrough to successfully complete the 5-year Socio-Economic Development Plan (2021-2025), a year of many important events for the country. To successfully achieve the goal of becoming a developing country with high average income by 2030, and a developed country with high income by 2045, the General Secretary emphasized that from 2025, it is necessary to make maximum efforts, create breakthrough factors in attracting investment, strongly promote production, business and services; strive to achieve a growth rate of at least 8% or higher; create a solid foundation to achieve double-digit growth from 2026. The country in historical times needs high will and determination, and needs to have historic decisions.
The General Secretary affirmed: “We can absolutely do it with innovative thinking, high determination, great efforts, drastic actions, breakthrough solutions, creative and effective ways of doing things. Accordingly, it is necessary to mobilize and arouse all resources, motivations, and creativity; exploit and use all hidden potentials, opportunities, and advantages of the country, of each Party organization, Party member, each level, each sector, each agency, unit, enterprise, and each Vietnamese citizen. More than ever, we need to promote the spirit of solidarity, unity, and consensus, "dare to speak, dare to think, dare to do, and dare to make breakthroughs for the common good".
The General Secretary emphasized that looking back at the glorious and proud history and tradition of the Party over the past 95 years, we see more clearly the responsibility of today's generation of leaders and Party members in the historical process of the nation. The Party's current mission is to lead and bring the country into an era of development and prosperity, successfully building a socialist Vietnam with rich people, a strong country, democracy, fairness, civilization, on par with the world powers; ensuring that all people have a prosperous and happy life, are supported to develop and get rich; and contribute more and more to the peace, stability, development of the world, the happiness of humanity and global civilization. In particular, from now until 2030 is the most important period to establish a new world order. This is also the period, the strategic opportunity, the final stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid foundation to achieve the goal of 100 years of national founding. If we miss the opportunity, we will be guilty towards the country and the people. That is the order of the times.

To realize this aspiration, the General Secretary pointed out, it is necessary to clearly recognize the challenges that are currently facing. The achievements of 40 years of renovation are enormous and of historical significance, helping Vietnam accumulate position and strength for breakthrough development in the next period. However, we must not be complacent with what we have and seriously review to see clearly where we are in today's world; clearly see the limitations, weaknesses and challenges that are currently facing us and in the coming years, not only from the outside, from objective factors, but also from internal problems, "barriers" from institutions and culture. The risks that the Party has pointed out for a long time still exist, and some aspects are developing more complicatedly.
Continuing to shoulder the responsibility of history, in the coming time, General Secretary To Lam clearly stated that priority should be given to implementing the groups of tasks well. First of all, the issue of Party building, the country's development requirements urgently require the Party to continue to strongly innovate its leadership methods, improve its leadership capacity and governing capacity. Second, the central task of socio-economic development requires stronger, more decisive, drastic, revolutionary and comprehensive innovation in economic management. Third, it is important to focus on developing culture and society and building Vietnamese people with sufficient qualities and capacity to meet the requirements of sustainable development, while ensuring social security, building a healthy living environment, mitigating natural disasters, and adapting to climate change. Investment in cultural development needs to be in harmony with the economy and society, creating a civilized, united and progressive society. Fourth, it is to firmly protect independence, sovereignty, and unity of the entire territory; ensure political stability, security, order and social safety; promote foreign affairs and international integration.
Bringing the country to rapid and sustainable development in the new era

The year 2025 is of utmost importance, being the final year of the 13th National Party Congress; the year of holding Party Congresses at all levels towards the 14th National Party Congress and also the year of celebrating many important political events. The General Secretary requested that focusing on successfully implementing the Resolution of the 13th National Party Congress is the highest goal of the entire Party, people and army in 2025. This task will be carried out with the highest determination, greatest efforts, drastic actions, with focus and key points, with the most effective implementation solutions, concentrating all resources and measures, striving to achieve and exceed the set goals, creating the premise for a breakthrough period for the next period.
The General Secretary proposed to hold Party congresses at all levels to prepare for the 14th National Party Congress, focusing on two main contents: preparing documents for the Congress and preparing personnel. In particular, regarding personnel work, this is an important task, the "key" of "keys", having decisive significance for the successful implementation of the Party's policies and guidelines to bring the country into a new era.
Implementing the policy of the Central Executive Committee on summarizing the implementation of Resolution No. 18-NQ/TW and arranging and perfecting the apparatus of the political system to be streamlined, effective and efficient, up to now, the innovation and arrangement of the apparatus of the political system to be streamlined, strong, efficient, effective and efficient is being implemented with great effort and determination. This is an urgent requirement and a particularly important task, highly anticipated, welcomed and strongly supported by cadres, party members and people.
Looking back at the Party's 95 years of building and growing, believing in the bright future of the Party and the nation, the General Secretary affirmed that each Party member is a symbol of the faith, intelligence and solidarity of the entire nation. The Communist Party of Vietnam, under the light of Marxism-Leninism and Ho Chi Minh Thought, will continue to successfully fulfill its historic mission. With confidence in the Party's strength and the solidarity of the entire nation, the entire Party, people and army will unite to overcome all difficulties and challenges, bringing the country to rapid and sustainable development in the new era.
At the meeting, on behalf of the Party and State leaders, General Secretary To Lam awarded the Gold Star Order to comrades: Nong Duc Manh, former General Secretary; Nguyen Tan Dung, former Politburo member, former Prime Minister for their great and outstanding contributions to the revolutionary cause of the Party and the nation.
General Secretary To Lam awarded the Ho Chi Minh Medal to the following comrades: Nguyen Sinh Hung - former Politburo member, former Chairman of the National Assembly; Nguyen Thi Kim Ngan - former Politburo member, former Chairman of the National Assembly; Le Hong Anh - former Politburo member, former Standing member of the Secretariat; Tran Quoc Vuong - former Politburo member, former Standing member of the Secretariat; Tong Thi Phong - former Politburo member, former Vice Chairman of the National Assembly; Nguyen Thien Nhan - former Politburo member, former Secretary of the Ho Chi Minh City Party Committee; General Ngo Xuan Lich - former Politburo member, former Minister of National Defense for their great and exceptionally outstanding contributions to the revolutionary cause of the Party and the nation.

On this occasion, the Party and State also posthumously awarded the Ho Chi Minh Order to General Tran Dai Quang - former Politburo member and former President. On behalf of the Party and State leaders, General Secretary To Lam presented the Ho Chi Minh Order to the comrade's family representative.
In order to recognize the great contributions of former Party Central Committee members to the revolutionary cause of the Party, at the meeting, President Luong Cuong and National Assembly Chairman Tran Thanh Man awarded the 80-year, 65-year, 60-year, 55-year, 50-year, 45-year, and 40-year Party membership badges to 15 comrades.
