General Secretary To Lam: Continue to research and perfect the new apparatus to ensure stability and effective operation.

On January 21, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee held its second meeting.

Implement the summary of Resolution 18 in accordance with the goals, requirements and progress

According to the report at the Meeting, up to now, after more than 2 months of organizing and implementing the tasks assigned by the Central Executive Committee, the Politburo, and the Secretariat, the Steering Committee has led and directed the Central Organizing Committee (Standing Body of the Steering Committee) and agencies, units, and localities to organize the implementation of the summary of Resolution 18 and has achieved very positive results.

The Steering Committee issued 1 Resolution (No. 56-NQ/TW dated November 25, 2024), 1 regulation of the Central Executive Committee; 22 conclusions and decisions of the Politburo and the Secretariat; 39 documents guiding and organizing the implementation of activities related to summarizing Resolution 18; directing suggestions and orientations to arrange and streamline the apparatus from the Central to local levels; directing drastic, methodical, scientific, democratic and synchronous implementation in the direction of the Central setting an example and local response.

The Central Committee has reduced 119 department-level focal points of agencies, party committees, public service units of the Party, the Central Committee of the Vietnam Fatherland Front and socio-political organizations, and plans to reduce 4 Central Party agencies; 25 Party executive committees, 16 Central Party delegations; 5 agencies of the National Assembly, 13 department-level focal points, units; 5 ministries, ministerial-level agencies; 3 agencies under the Government, 13/13 general departments and equivalent organizations (100%); 519 departments and equivalent organizations; 219 departments and equivalent organizations; 3,303 branches and equivalent organizations; 203 public service units; 227 focal points under the People's Courts at all levels; 108 focal points under the People's Procuracy... Localities plan to reduce 66 party committees directly under provincial and municipal party committees and 264 advisory and support agencies of party committees; 63 advisory and support agencies for provincial-level Party Committees; 644 provincial-level Party delegations and Party executive committees; 694 advisory and support agencies for district-level Party Committees; 340 specialized agencies under the provincial People's Committees; 1,438 specialized agencies under the district-level People's Committees.

The Central Organizing Committee has issued more than 70 documents requesting opinions, reports, comments, and related appraisals; prepared submissions and reports on related contents to the Politburo and Secretariat for comments at 7 meetings; advised on 28 draft conclusions and decisions of the Politburo and Secretariat (requested opinions, synthesized, and received more than 1,000 comments from Party committees, Party organizations, agencies, and units).

Up to now, we have basically consulted and completed the draft Summary Report with the draft Submission of the Politburo on summarizing Resolution 18, to be submitted to the upcoming Central Conference.

In addition, the results of the recent summary of the implementation of Resolution 18 have proposed a number of lessons: The Central Committee, the Politburo, and the Secretariat have made very correct, accurate, and timely decisions, policies, and directions for the summary based on the inheritance of the results of the implementation of Resolution 18 from 2018 and have a full scientific, political, legal, and practical basis; promoted propaganda, dissemination, dissemination, transparency, and publicity of information, creating high unity within the entire Party and consensus in society; focused leadership, decisive direction, and unity with the highest political determination of the Central Committee, the Politburo, the Secretariat, Party committees, and Party organizations from the Central to the grassroots levels; especially the close and decisive attention and direction of General Secretary To Lam. The implementation process is urgent, active, serious, smooth, rhythmic, and synchronous from the Central to the local level: "The Central sets an example, the local level responds"; the leadership, direction, and implementation organization are deployed according to the motto "running while lining up", "The Central level does not wait for the local level, the province does not wait for the district level, the district does not wait for the grassroots level" with a methodical, scientific, and democratic way of doing things. The Steering Committee, relevant agencies and units have closely coordinated, regularly urged, and inspected the implementation; promptly grasped the situation, and removed difficulties and obstacles arising during the implementation process.

Continue to research and improve the new system to ensure stability and effective operation.

At the end of the meeting, on behalf of the Steering Committee, General Secretary To Lam acknowledged and highly appreciated the Central Organizing Committee (Standing Body of the Steering Committee), the Government Party Committee, the National Assembly Party Delegation, the Vietnam Fatherland Front Party Delegation, the Ministry of Home Affairs and relevant agencies and units for their efforts and outstanding efforts to complete a very large and very effective workload with a new, drastic and right-oriented approach and inheriting the results of implementing Resolution 18 from 2018.

Central Party agencies, committees, the Government, the National Assembly and socio-political organizations at the central level have taken the lead in setting an example, promptly implementing reviews, perfecting functions and tasks, arranging internal focal points, completing tasks ahead of schedule and in accordance with the direction of the Central Executive Committee, the Politburo, the Secretariat and the Steering Committee.

The Central Organizing Committee has specified the tasks that need to be implemented, developed detailed plans, and provided specific instructions to agencies and units in the political system on the steps and roadmap for methodical implementation, ensuring the foundation for the new apparatus to operate effectively and efficiently immediately, smoothly, and without interruption of work.

The Government has promptly issued policies to ensure the rights and interests of cadres, party members, civil servants, public employees, and workers, contributing to relieving their worries and facilitating the reorganization process.

The National Assembly has proactively and urgently reviewed and shortened processes and procedures, together with research agencies, and prepared content to promptly submit to competent authorities for consideration, supplementation, and adjustment of laws and legal documents to synchronize and facilitate the implementation of the arrangement and streamlining of the apparatus organization according to regulations.

Localities have actively and proactively implemented the summary; reviewed and reorganized internal organizations; researched and proposed plans to streamline, terminate operations, merge and consolidate agencies in accordance with the direction of the Central Government.

The General Secretary affirmed that the results achieved in recent times were due to the consensus and high determination of the members of the Steering Committee in directing the assigned departments, ministries, branches, sectors and localities, promptly handling arising issues, ensuring implementation according to the set goals, requirements and progress.

The implementation process was very drastic with the motto of "running and lining up at the same time", in the spirit of "The Central Committee sets an example, the locality responds"; thoroughly grasping the principle of complying with the provisions of the Constitution, the policies of the Central Executive Committee, the Politburo, the Secretariat; not afraid of difficulties, not afraid of challenges, not perfectionist. The agencies and units have had close and regular coordination; received consensus from cadres, party members and the people's approval and support.

The General Secretary noted that the Steering Committee determined that the reorganization and streamlining of the apparatus would not be done just once. The results achieved recently were very important but were only initial. It was necessary to continue researching and perfecting the new apparatus to stabilize it, operate effectively, and improve operational efficiency.

The General Secretary requested that the Steering Committee unify its activities and continue to advise the Politburo and the Secretariat to lead and direct Party committees, Party organizations, agencies, units and localities to deploy tasks and solutions according to the conclusions of the Central Executive Committee, especially the tasks that need to be carried out in 2025. The Steering Committee continues to research and propose new contents to supplement and complete the draft documents of the 14th National Party Congress, as a basis for advising on the drafting of the Congress Resolution on continuing to perfect the model of the political system, streamlining the organizational apparatus and improving operational efficiency.
