Along with continuing to promote the active and proactive role of core forces and mobilizing the participation of a large number of cadres, Party members, civil servants, public employees, armed forces personnel, and people from all walks of life, attention should be paid to thoroughly understanding and organizing the proactive, positive, and high-quality participation of teachers, education administrators in secondary schools, Youth Union members, lecturers, students of universities and colleges, intellectuals, and artists.

Emphasis should be placed on improving the quality of entries based on the principle of seamlessly combining theory and practice, between "construction" and "combat." The content of the works should vividly reflect reality, with rigorous argumentation, sharp reasoning, clear points and arguments, and convincing evidence. At the same time, adequate attention should be paid to the form and presentation style to maximize the advantages of each type of journalism and media, ensuring dynamism, modernity, persuasiveness, and high reach.
